The Eastern Europe Foundation within the framework of the project "Support for digital transformation" (DTA) announces a tender for the search for a contractor to provide the services of a manager of the project "Implementation of IT management processes -services" as part of the program "Ensuring sustainable institutional capacity of the Administrator of the Urban Cadastre at the state level".
Term of the contract: until the end of 2024 with a possible extension.
Employment to provide services:full.
Cooperation format: mixed (online / offline). Preference is given to candidates who are in the city of Kyiv and can work in the office no less than 2 (two) days a week.
Main tasks and responsibilities within the scope of the contract:
- manage two projects within the program (hereinafter - Projects) of the directions of the Urban Cadastre at the state level and Management of multi-apartment building (hereinafter - Systems and registers) in the scope of implementation:
- - service-oriented management model for systems and registers (management of incidents, problems, development of IT services) ;
- — catalog of services and agreements on ensuring the quality of support for System services and registers.
- develop concepts, plans, other Project management artifacts;
- maintain Project documentation in Confluence / Jira;
- organize and hold regular meetings with stakeholders to clarify the requirements for the implementation of a service-oriented management model for systems and registries, the catalog of services and agreements on ensuring the quality of support for System services and registers;
- manage and direct a team of experts working on Projects;
- determine the priorities of Projects, OKRs and set appropriate tasks for the team;
- implementation of the continuous support methodology and the development of Systems and registers, IT services as their components;
- coordinate all stages of development and implementation of a service-oriented model of management, development and coordination catalog of services and agreements on ensuring the quality of service support;
- use of adaptive, predicative and hybrid approaches and Project management methodologies;
- coordinate the development of documentation and Project results;
- control all stages of development and implementation of a service-oriented model, catalog of services and agreements on quality assurance of service support and prepare relevant reports upon request the customer;
- communicate with all stakeholders participating in the implementation of the project, in particular with representatives of state bodies, state enterprises, etc.;
- communicate with program project managers, the program manager.

Requirements for contest participants:
- overfive (5) years of project management experience in software development, regulatory and/or IT service management methodology implementation;
- understanding and IT development project management skills in such adaptive and/ or hybrid approaches and project management methodologies (for example, Scrum, Kanban, LeSS, Scrum of Scrum, FDD, XP, etc.);
- experience in the development and implementation of electronic services for the population and/or business, understanding of such technologies as interoperable solutions;
- experience in the development and implementation of a service-oriented IT management model services, creating a catalog of IT services;
- understanding of the software design and development process, formulation of high-level technical requirements for software product;
- ability to structure elements of information systems and to determine technologies and possible software solutions;
- experience in writing / reviewing regulations, technical requirements of IT projects;
- more than two (2) years of experience working with Jira and Confluence;
- experience in communications with government bodies (clarification of requirements, conducting presentations);
- experience in an organization 1st and 2nd line of technical support will be an advantage;
- developed organizational skills and attention to detail;
- knowledge of the English language will be an advantage;
- certification with project management and/or management of IT services will be an advantage;
- experience in project management of the development and implementation of information and communication systems will be an advantage.
