General information:
The Partnership for a Strong Ukraine (FPSU) is a multi-year donor program managed by the Ministry of Foreign Affairs, Commonwealth Affairs nations and development (MFA) of Great Britain.

Support in the development and management of project management processes and project activities, including:
development and/or improvement of instructions, tools/templates and trainings related to the implementation cycles of FSSU-2 projects and activities

ensuring compliance of all project closing documentation with internal policies and requirements of the Ministry of Foreign Affairs of Velika of Britain
acting as a contact person for the new IT project management system, including ensuring proper use of the system by staff and actualization of processes in accordance with system requirements.
conducting an initial analysis of documents, including memorandums of understanding, before signing
checking in Visual Compliance and other relevant checks (due diligence)
conducting an initial analysis of proposed deviations to templates
help in the investigation of issues and problems in the field of business conduct (as needed)
Support in budget management and preparation of financial reporting of FSSU-2 projects, including:
regular updating and reconciliation of project budget instruments with transactions and amounts issued by the UK Foreign Office
collection of data on expenses and allocated funds for reporting to the senior management of FSSU-2 and UK MFA
support project teams with budgeting/forecasting (as required)
Performing the functions of the contact person of the project activity unit and providing assistance to its employees, in particular, on administrative issues. Maintaining registers and databases of the project activity unit.
Qualification:
Up to three years of work experience in projects funded by the UK Foreign Office or other donors is preferred.
In-depth knowledge of compliance requirements, especially related to donor-funded projects p>
Adaptability. It is critical to be able to perform a wide range of tasks related to project activities and compliance with norms and regulations.
Experience with a project management platform/system is desirable.
Excellent oral and written and communication skills.
Proven versatility and honesty.
Proven development or support experience in the development of new organizational systems and tools.
Ability to work professionally with colleagues, visitors and the public.

Background:
The Partnership Fund for a Resilient Ukraine (PFRU-2) is a multi-year, multi-donor funded program managed by the UK's Foreign, Commonwealth and Development Office (FCDO).
The aim of PFRU-2 is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalization in the context of Russia's aggression. This outcome is designed to facilitate and strengthen resilience for a more socially cohesive, inclusive, democratic, and prosperous Ukraine. The PFRU-2 provides funds to Ukrainian and international delivery partners and implements projects based on research and evidence.
The Project Implementation Officer will support PFRU-2's project management, compliance, budgeting, and other implementation-related processes, ensuring effective delivery of PFRU-2 projects and activities.
Responsibilities:
Support the development and maintenance of project and activity management processes, including:
Developing and/or improving guidance, tools/templates, and trainings related to the PFRU-2 project and activity cycles
Maintaining programme trackers and tools
Ensure that all project closeout documentation complies with internal policies and FCDO requirements
Serve as focal point for new project management IT system, including ensuring proper staff usage of system and updating processes to meet system requirements
Ensure project implementation proceeds in compliance with internal policies and FCDO regulations through the following:
Conducting initial review of documents, including memoranda of understanding, prior to signature
Conducting Visual Compliance and other related due diligence checks
Conducting initial review of proposed deviations to templates
Assisting with investigations into business conduct issues and concerns, when necessary
Support budget management and financial reporting for PFRU-2 projects, including:
Regularly updating and reconciling project budget tools against transactions and amounts billed to FCDO
Compiling data on spend and funds committed for reporting to PFRU-2 senior management team and FCDO
Support projects teams with budgeting/forecasting, if required
Act as a team POC and provide support, including administrative, to Implementation Team. Maintain Implementation Team registers and databases.
Qualifications:
Bachelor's degree in public administration, international relations, business, finance or relevant field.
Up to three years of experience in working for a FCDO or other donor-funded projects preferred.
Solid knowledge of compliance requirements, especially those specific to donor-funded projects
Adaptability. The ability to handle a wide range of implementation and compliance-related tasks is essential.
Experience operating project management platform/system preferred.
Excellent verbal and written and communication skills.
Demonstrated versatility and integrity.
Proven experience developing new organizational systems and tools, with a strong command of Microsoft Office (particularly Microsoft Excel with ability to utilize advanced Excel functions) required.
Proven experience developing or assisting with development of new organizational systems and tools.
Ability to work in a professional manner with fellow staff members, visitors, and the public.
Duration of Assignment: Full time through 2025with possibility for extension based on performance.
