The “Hospital Partnerships - Partners Strengthen Health” funding programme supports partnership projects between German healthcare organizations and public healthcare facilities in low- and middle-income countries. It is a thematically and regionally open and established funding programme that promotes both long-term partnerships and new actors in international cooperation through voluntary commitment and the mobilization of German expertise.
Since the beginning of the full-scale invasion of Russia into Ukraine in 2022, the support for German-Ukrainian hospital partnerships was expanded steadily. A continuously growing network with currently 30 German and over 70 Ukrainian hospitals and medical NGOs has been established. Hospital Partnerships provide short-term support as well as contribute to improve the Ukrainian healthcare system in the medium and long term, strengthening its resilience and supporting the EU integration of the Ukrainian health sector.
Key responsibilities:
- Aligning Hospital Partnerships measures and activities with Ukrainian health sector reforms and priorities of the Ministry of Health (MoH) of Ukraine as well as with activities of other donors.
- Representing the hospital partnerships program’s interests and perspectives in coordination meetings and discussions.
- Consulting the MoH in developing strategies for hospital partnerships upon request.
- Cooperating with a broad range of stakeholders and target groups, including representatives from local and international governments, national and international hospitals and medical NGOs and associations, international technical assistance projects and programmes, civil society, etc.
- Supporting hospital partners in their endeavors to implement capacity building measures in the context of building back a better patient-centered health system in line with EU medical and healthcare standards.
- Contributing to identifying additional partners from the Ukrainian health sector (both public hospitals as well as medical NGOs) based on e.g. strategic goals, opportunities for cooperation, upscaling of partnerships, co-funding potential.
- Conceptualization and preparation of events, such as workshops, seminars, or conferences with political representatives from Ukraine, Germany and international stakeholders in Ukraine.
- Maintaining close and highly professional relations with all stakeholders and the beneficiaries of the program.
Various project tasks:
The advisor:
- Establishes cooperation, regular contact and dialogue with the MoH, relevant health care organisations and international partners.
- Updates the team on relevant developments related to health care and hospital partnerships such as health reforms, local and international initiatives, needs, relevant events etc.
- Takes part in and contributes input to meetings of the MoH.
- Prepares regular meetings between the team in Germany and the MoH.
- Supports the development of project applications for grant agreements with hospital partners, including identification of hospital partners’ demands, supporting eligibility assessment, streamlining of hospital partners’ goals with the broader health system strategy and MoH priorities.
- Travels to partnership sites in Ukraine and offers advice on project implementation, upscaling of activities and integration in MoH Ukraine healthcare strategies.
- Takes part in and contributes input to meetings of the Hospital Partnerships team.
- Compiles information on supported partnerships and ensures knowledge transfer.
- Supports official missions to Ukraine from headquarters.
- Supports monitoring and evaluation and PR processes.
- Formulates Terms of Reference and selects and supervises third parties (e.g. service providers for workshops/conferences, consultants etc.).
- Draws up reports and presentation documents.
- Manages other tasks upon request.
Required qualifications, experience, and competences:
- Master’s degree in Health Sciences, Political Sciences, Public Administration, Economics, Law, Sociology or related fields.
- At least seven years of professional experience in one or several fields such as health system strengthening, medicine and public health, global health, public policy and administration, development cooperation, or in related fields.
- Profound knowledge of the Ukrainian health system and ongoing health sector reforms is essential.
- Knowledge and established relations to relevant actors of the Ukrainian and German health system are an advantage.
- Experience in international organizations, preferably in the international development sector.
- Very good working knowledge of ICT technologies (related software, email, MS Teams, internet) and computer applications (e.g. MS Office).
- Fluency in Ukrainian and English languages; a good command of German language would be an advantage.
- Excellent capabilities in working in a structured and result-oriented manner; high professionalism and reasons-based argumentation.
- Ability to work and complete tasks with limited supervision.
- Highly flexible working attitude and willingness to work under conditions of ambiguity and ongoing change.
- Value operating in a collaborative and cooperative environment.
- Strong interpersonal, presentation, and communications skills.
- Willingness to take responsibility.
- Willingness to further develop key competencies and technical expertise.
- Readiness for frequent business trips within Ukraine and potentially to Germany is assumed.

Employment conditions
