Emergency Response Project Assistant will contribute to the implementation and reporting ERM ACTED, which consists of providing basic necessities in the WASH sectors (water, sanitation and hygiene), shelter and food assistance in frontline areas. Depending on the needs of the project, this may include conducting a needs assessment, coordinating and managing the distribution of humanitarian aid, and coordinating with local authorities, local partners and other stakeholders to ensure timely and effective project implementation.

FUNCTIONS

Project planning

  • Together with the Emergency Response Team, support the planning of project implementation stages in your area. 
  •  Promote and share ideas for improvement and necessary changes in activities based on lessons learned and best practices (internal and external management of the ACTED cluster).

Implementation of projects

  • Together with the Emergency Response Team, support the implementation of relevant project activities, which may include, but are not limited to the following: 
    1. Support in conducting rapid needs assessments on the ground; 
    2.  Executing and monitoring distribution in a secure and transparent manner, as well as preparing and ensuring that all relevant project documentation is properly completed; 
    3.  Support data entry and quality control of beneficiary risk data
    4.  Maintain telephone and face-to-face contact with beneficiaries before and during distribution.
  • Anticipate and mitigate day-to-day obstacles/problems and resolve any unforeseen issues during project implementation, including contributing to the ACTED project risk register.
  • Quickly identify issues that may lead to program or reputational risk to ACTED and its donors, and:
    1. immediately refer such matters to the project emergency coordinator and the relevant project team / compliance and transparency team (as appropriate); and
    2. upon request, participate in the process/decisions to mitigate/overcome such risks.

Internal reporting and coordination

  • Regularly liaise with logistics and/or finance teams to facilitate project FLAT procedures.

Experience and skills

  • Readiness to travel to settlements located near the contact line, in difficultsecurity languages, as well as possible frequent overnight stays at ACTED bases (Dobropillia, Kharkiv, Dnipro and others, up to 60% of the time). 
  • Good knowledge of local self-government systems. 
  • Previous data entry and data collection experience preferred. 
  •  Motivation to work as part of a team in a multicultural environment that requires flexibility and the ability to work under tight deadlines. 

Willingness to travel to other ACTED offices.


Functions

Project Planning

  • Jointly with the Emergency Response Team (ERT) support planning the stages of project implementation in their area.
  • Promote and share ideas for improvement and necessary changes in the activities based on lessons learned and best practice guidance (ACTED internal and external cluster guidance).

Project Implementation

  • Together with the Emergency Response Team, support the implementation of the relevant project activities, this may include, but is not limited to:
  1. Support in conducting rapid needs assessments in the field;
  2. Implements and monitors distributions in a safe and transparent manner, and prepare and ensure all relevant project documentation is properly completed;
  3. Supports with data inputting and checking data quality of beneficiary risks
  4. Support with phone and in-person outreach to beneficiaries before and during distributions.
  • Anticipate and mitigate day to day obstacles/problems rand trouble-shoot any unforeseen challenges during the project implementation, including contributing to ACTED's project risk register.
  • Swiftly identify issues that may result in programmatic or reputational risk for ACTED and its donors, and:
  1. immediately refer such issues to the Emergency Project Coordinator Manager and the relevant Project team / Compliance & Transparency team (as applicable); and
  2. where requested, participate in the process /decisions to mitigate/overcome such risks.

Internal reporting and coordination

  • Liaise regularly with the logistics and/or finance teams to facilitate project's FLAT procedures.

 

Experience and skills

  • Available for travel to the settlements located at proximity of the frontline , in security challenging environments, and for possible frequent overnight stays in ACTED bases (Dobropillya, Kharkiv, DniproOdesa, Kherson and others, for up to 640% of the time).
  • Good knowledge of the workings of local government systems.
  • Previous experience with data inputting and collection desirable.
