The purpose of the FPSU-2 is to provide the Ukrainian state with the best conditions for managing the inclusive restoration and revival of Ukraine in partnership with civil society and private sector in Russian aggression. This should contribute to the development of a more stable, socially cohesive, inclusive, democratic, sovereign and prosperous Ukraine. FPSU-2 provides funding for Ukrainian and international executive partners and implements projects based on the results of research and evidence. 

We are currently looking for several specialists for the position of pro-specialist with expertise in the following areas: Culture and Identity, Safety, Protection, and Security, and Security, and Security, and Security, and Security Detailed requirements for each position are given in the "Required skills and qualifications". style = "font-style: normal; font-weight: 400"> project stakeholders, including team members, partners, grantoers, suppliers and others.
• Risk management, including identification of potential threats and problems that can affect the implementation (KPI), regular intermediate assessments and offering improvements.
• Assistance in managing the budgets of projects and grants.
• Preparation of regular report reports, including monitoring of progress, problems, risks and key performance. Terms.

• Compliance with organizational policies, procedures and regulatory requirements in the implementation of the project.

• Performing additional technical tasks and achieving certain results as needed. Qualifications

  • Bachelor's degree in the field of social sciences, personnel management, business administration, management, economics, state policy, research in the field of development or in the field of development. Master's degree is an advantage.
  • A minimum of 3 years of professional experience in the field of project management, the development of human resources or advanced training with a focus on human capital development or similar initiatives. 
  • A minimum of 3 years of experience in the introduction of cultural, artistic or other socially significant projects and programs in cooperation with the Government of Ukraine (Government of Ukraine), including the Ministry of Culture, Ukrainian Cultural Fund, Ukrainian Institute, other state institutions, museums, libraries and public organizations in Ukraine. Experience with international technical assistance programs is desirable.
  • Experience with international development organizations, government agencies or NGOs is an advantage.
  • Updable knowledge of political, economic, social and cultural dynamics in Ukraine. existing networks in central and regional authorities in Ukraine.

    Summary:  

    The Partnership Fund for a Resilient Ukraine – Phase 2 (PFRU2) is a multi-year, multi-donor programme managed by the UK’s Foreign, Commonwealth and Development Office (FCDO) in collaboration with the Government of Ukraine.

    We are currently seeking several specialists for the position of Project Specialist with expertise in the following areas: Culture and Identity, Safety, Protection, and Security, Resilient Populations. Detailed requirements for each position can be found in the "Required Skills and Qualifications" section.

    Key Responsibilities

    • Coordination of project activities and results, ensuring timely execution and adherence to all schedules and milestones.
    • Keeping project documentation, including plans, progress reports, meeting protocols, and other relevant documents.
    • Coordination and collaboration with project stakeholders, including team members, partners, grantors, suppliers, and others.
    • Risk management, including identifying potential risks and issues that could affect project implementation and developing strategies to prevent and mitigate these risks.
    • Monitoring and evaluation: tracking project results against established objectives and key performance indicators (KPIs), conducting regular interim evaluations, and proposing improvements.
    • Assisting in managing project and grant budgets.
    • Preparing regular project reports, including monitoring progress, problems, risks, and key performance indicators.
    • Communicating with the financial management team to ensure the financial viability of projects and their ability to be implemented within required timelines.
    • Supporting training and capacity building for grantors and project team members, providing recommendations on project methodologies, tools, and best practices.
    • Ensuring adherence to organizational policies, procedures, and regulatory requirements during project implementation.
    • Sharing lessons learned and disseminating best practices from project experience.
    • Ensuring project compliance with principles of gender equality, social inclusion, and conflict-sensitive programming.
    • Participating in technical seminars, presentations, and meetings as needed.
    • Traveling to regions for project monitoring as necessary.
    • Providing administrative and logistical support to management, including meeting planning, coordinating travel arrangements, and facilitating communication between team members.
    • Performing additional technical tasks and delivering results as required.

    Required Skills and Qualifications

    • Bachelor’s degree in Social Sciences, Human Resources, Business Administration, Management, Economics, Public Policy, Development Studies, or a related field. A Master's degree is a plus.
    • A minimum of 3 years of professional experience in project management, human resources development, or capacity building with a focus on human capital development or similar initiatives.
    • A minimum of 3 years of experience implementing cultural, artistic, or relevant social projects and programs in collaboration with the Government of Ukraine (GoU), including the Ministry of Culture, Ukrainian Cultural Fund, Ukrainian Institute, other state institutions, museums, libraries, and civil society organizations in the cultural sector in Ukraine. Experience working with international technical aid programs is desirable.
    •  Minimum of 3 years of experience implementing projects and programs with law enforcement, civil protection/civil defense, first responders, and demining organizations in Ukraine. Experience and familiarity working with SESU and SSTS is highly desirable for this position
    • Experience working with international development organizations, government agencies, or NGOs is preferred.
    • Up-to-date knowledge of the current political, economic, social, and cultural dynamics in Ukraine.
    • Demonstrated ability to work both in a team, personally, and remotely.
    • Economic and political awareness of existing networks in central and regional government bodies in Ukraine.
    • Strong communication skills (both oral and written).
    • Fluency in Ukrainian and English.

    Location:

    This position requires full-time work at the office in Kyiv. Remote work may be possible with managerial approval.

    Reporting:

    The Senior Project Officer reports directly to the Senior Project Manager and coordinates with other PFRU team members as needed.
