The Integrated Security Fund (ISF) succeeded the Conflict, Stability and Security Fund (CSSF) in April 2024. The UK Integrated Security Fund (UKISF) is a government-wide fund that addresses the highest-priority threats to UK national security, at home and abroad.Among other programmatic areas, the PPM will lead on overseeing and supporting design of initiatives related to (i) resilience and stabilisation, (ii) enhancing human security and peaceful conditions, and (iii) drivers of stability in Ukraine whilst promoting gender equality and social exclusion. Thematic areas of responsibility may change as the Ukraine Programme develops. Working closely with implementers, key stakeholders and colleagues across the Embassy and in the UK, you will communicate, coordinate and provide advice on the delivery of sustainable UK funded projects in Ukraine.We are looking for a motivated, pro-active individual who understands project delivery in complex and insecure settings, the importance of value for money, how to work with a broad spectrum of partners and stakeholders to maximise effect, and the need for oversight. This role will provide you with the opportunity to deepen your programme and financial management skills, particularly in relation to monitoring and evaluation, gender and conflict sensitivity, and risk management. You will build experience of engagement with, and management of, multiple and varied stakeholders both inside and outside the Embassy and will be working at the forefront of the UK’s non-military support to Ukraine in its fight against Russian aggression.The role may be extended on a one year fixed term basis.Roles and responsibilities / what will the jobholder be expected to achieve?:We are recruiting a Programme and Project Manager to join the Stabilisation Programme team. The role will be expected to manage one or two sizeable projects, which may include grants, MoUs, and commercial contracts. You will be supported in your role by an experienced Programme Manager, a Stabilisation Adviser and a Conflict Analyst. You will also be supported by a range of cross-cutting advisers including Conflict, Gender & Social Inclusion, Strategic Communications alongside the wider Programmes Team at the Embassy and in the UK.Responsibilities Will Include Programme cycle management to ensure the timely planning of activity and reporting in accordance with Programme Operating Framework and Integrated Security Fund (ISF) guidance; Manage a programme of projects, including supporting high performing flagship programme ‘Partnership Fund for a Resilient Ukraine’, as well as smaller stabilisation-type projects, and provide quality assurance of project deliverables, including value for money, outputs, outcomes and impact etc. Appropriately escalate risks and challenges in a timely manner; When required support or lead on other thematic projects across the programme team. The team is flexible and adapts to new priorities and its capacity. Briefing and communication around the programme, its objectives, and its impact. Maintain strong working relationships with implementers and stakeholders to agree timelines and deliver project outcomes; In your role you must ensure the portfolio is compliant with the International Development Gender Equality Act (2014) by demonstrating consideration for gender equality throughout programmes, and supporting ambitions to achieve the UK’s Women, Peace and Security objectives. Assessment of the newly submitted project budgets, drafting financial provisions within the contracts and track contract/budget implementation, oversee project budgets (e.g. Commitments, forecast, spend and invoice processing), ensuring that all project payments are processed according to the agreed payment schedules and in compliance with the FCDO requirements (incl. HERA processes). Coordinate the management of scoping and design work for new interventions when required to ensure the team keeps to strict deadlines that enable continued delivery; Support improvements in programme management standards by adapting current processes where required, to maintain the annual programme cycle timeframes; Support and lead events with implementers or visitors from London. Provide translation as required for senior officials; Contribute to wider team and Embassy objectives, corporate activities and learning.The Stabilisation Programme Team is small but manages a significant portfolio. All team members flex to meet priorities to ensure that it delivers to the highest possible standards and the best results for the UK and Ukraine.In your role you must ensure the portfolio is compliant with the International Development Gender Equality Act (2014) by demonstrating consideration for gender equality throughout ISF programmes, and supporting ISF ambitions to achieve the UK’s Women, Peace and Security objectives. All ISF programmes must also align with the Paris Agreement – an international treaty on climate change and assess climate and environmental impacts and risks, taking steps to ensure that no environmental harm is done.The Successful Candidate Will Benefit From Shortened work hours (0900-1700), the Embassy also supports a well-balanced work/life culture. Strong FCDO learning and development offer, which includes internal resources (allowing to expand knowledge and skills in other related to the core role areas, such as stakeholder management, monitoring and evaluation, conflict sensitivity analysis and risk management) as well as ISF development budget which may be used for trainings and conferences abroad (in the UK, Poland and other countries). There is anISF-funded opportunity to get an international certification in project management. Direct contribution towards to accelerating Ukrainian victory and supporting the country’s recovery from the consequences of war. *Candidates who score high during the assessment but do not receive the job offer will have an opportunity to stay in the list of Embassy’s reserved applicants in case similar positions open during the next 12 months.
