SOLIDARITES INTERNATIONAL (SI) is an international humanitarian NGO which, for more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their vital needs for food, water and shelter. Particularly involved in the fight against diseases linked to unsafe water, the first cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in around twenty countries, SI's teams - 2000 people in total made up of expatriates, national staff, permanent staff at headquarters, and a few volunteers - work with professionalism and commitment while respecting cultures.
Solidarites International (SI) is determined to prevent and fight all type of abuse – all act of exploitation, abuse and/or sexual harassment (SEAH) against members of beneficiary communities or collaborators, fraud, corruption, violation of persons and/or property, funding of activities harmful to human rights – that could be perpetrated in the frame of its interventions. DESCRIPTION OF THE POSITION
Program Manager WASH & Shelter
The program manager WASH & Shelter is responsible for implementing and achieving the objectives defined in the operation proposals.
(S)he is responsible for overseeing operational teams assigned to the program.
(S)he guarantees the good performance and the quality of the program(s) WASH & Shelter implemented, and, where appropriate, proposes adjustments or developments to ensure relevance.
List of main activities:
Program Manager WASH & Shelter:
Diagnosis and project design
- Participate in the preparation and implementation of diagnostics
- Participate in the design and the financial dimension of the human and logistical programs to implement
- Prepare the appendixes and technical chapters (of logical framework) of operation proposals
- Implement activities in compliance with the annual business strategy, Solidarity International technical requirements, and donor criteria
Implementation and operational monitoring
- Plan and oversee the implementation of program WASH & Shelter that (s)he is responsible for, both on-time and within the set technical specifications
- Plan the activity or activities WASH & Shelter with the support Departments (administrative, logistics), according to objectives
- Propose and develop indicators for monitoring program activities WASH & Shelter and context
- Use management, activity, results, and context monitoring tools
- Respect SI procedures
- Provide support and advice to the logistics base for the purchase of materials specific to activities WASH & Shelter
- Assess the relevance of activities, the effectiveness of interventions, and their appropriateness in light of changing circumstances and the needs of populations
- Propose adjustments to programs if necessary
- Ensure the achievement of results of the programs (s)he is responsible for
- Supervise and support responsible business activity WASH & Shelter, monitor and evaluate implemented WASH & Shelter activities
- Anticipate the difficulties associated with conducting activities WASH & Shelter and help solve problems related to programs WASH & Shelter
- Propose program changes WASH & Shelter according to the changing environment and indicators
- In collaboration with the administrative service, contribute to the development of program budgets and track spending and budget forecasts
- Develop the state of needs and the Treasury requests with activity managers
Capitalization
- Compose capitalization documents respecting SI tools
- Prepare contracting reports before the end of his/her employment contract, and make them available to those interested in the mission and at headquarters
- Guarantee the dissemination of technical documentation
HRM
- Participate in validating recruitment for the national technical staff WASH & Shelter,
- Define, in conjunction with the administrative service, the requirements for posts WASH & Shelter, open for application, adapting Job Descriptions to professional guidelines if necessary
- Welcome and brief new employees or volunteers working underneath him/her
- Implement training related to operational requirements WASH & Shelter and the identified training needs
- Manage/support the team working for him/her
- Conduct workshops and regular or ad hoc meetings
- Evaluate and assess the performances of his/her team members
- Identify potential changes in members of his/her team(s) and provide feedback to the Program Manager / HR Desk Reference
- Ensure his/her team’s compliance with safety regulations
Reporting / communications / representation
- Make known all information on the security situation or any event with a possible consequence on SI activities or team security
- Write reports or appendixes relating to his/her reporting and or funding amendment activities
- Ensure compliance with reporting deadlines and formats
- Maintain a local operational communications network and good relationships with local and governmental authorities, donor representatives, UN agencies, and other international agencies
- Assure Solidarites International’s representation in the meetings or forums concerning the program in his/her place of employment WASH & Shelter
- Represent SI on request and/or delegation
- Respond to the requirements of Headquarters concerning specific needs
- Prepare administrative paperwork to sign (MOU, hand over, etc ) in conjunction with governmental authorities, communities, or partners
Key skills expected from the candidate:
- Studies: degree related to WASH and/or Shelter sector
- Experience: experience in a similar position in the humanitarian sector with technical skills in terms of design or review of water network, pumping equipment, civil engeering/construction. Transversal skills in protection and monitoring.
- Language: English - upper-intermediate and above, Ukrainian – native
- IT: Professional with the use of MSc Office pack
- Qualification: demonstrated skills in project management: the ability to train, accompany and support staff/colleagues productively under stressful circumstances. Analytical, strategic and writing skills. Inclination towards and good command of project cycle management tools (APU, BFU, LFU,etc..)
WORKING CONDITIONS
Place of work: Kharkiv, possible business trips to trips to Dnipropetrovsk, Kharkiv, Mykolaiv, Kherson regions and Kiev.
Contract: fixed-term contract (according to Ukrainian legislation)
Type of employment: full-time
Salary: 2380 EURO gross (paid in UAH according to the monthly rate of the bank of the European Commission).
Additionally: paid vacation 31 calendar days, paid family leave, life insurance.

POSITION DESCRIPTION
WASH Program Manager & Shelter
The WASH & Shelter Program Manager is responsible for the implementation and achievement of the objectives defined in the operational proposals. overseeing the work of operational groups assigned to the implementation of the program.
He/she ensures the proper implementation and quality of the program(s) of WASH & Shelter measures being implemented and, if necessary, suggests adjustments or development to ensure relevance.
Main duties:
Diagnosis and development of projects
- Participate in preparation and conducting diagnostics
- Participation in the development and financial measurement of human and material-technical programs for implementation
- Preparation of annexes and technical sections (logical scheme) of operational proposals
- Implement activities in accordance with the annual business strategy, technical requirements of "Solidarity International" and donor criteria
Implementation and operational monitoring
- Plan and monitor the implementation of the WASH & Shelter program of activities for which he/she is responsible, both on time and within the established technical specifications
- Plan WASH & Shelter activities with supporting departments (administrative, logistical), according to WASH & Shelter objectives

Capitalization:
- Compile capitalization documents related to instruments SI
- Prepare reports on the performance of contracts before the expiration of the employment contract and provide them to interested persons in the mission and at headquarters

Personnel management :
- Participate in verifying the correctness of the recruitment of WASH & Shelter national technical staff
- Determine together with the administrative service the requirements for positions WASH & Shelter, open for applications, adapting job descriptions to professional guidelines as needed
- Welcome and instruct new employees or volunteers working under his direction
- Implement training related to operational requirements and identified WASH & Shelter training needs
- Manage/support the team working under his/her direction
- Conduct workshops and regular or special meetings
- Evaluate and analyze the performance of your team members

Reporting / Communication:
- Communicate all information about a safety situation or any event that may affect SI operations or team security

- Maintain a local operational communication network and good relations with local and state authorities, donor representatives, UN agencies and other international agencies
- Ensure representation of International Solidarity at meetings or forums related to programs at his/her place of work WASH&SHELTER activities

- Respond to HQ requirements regarding specific needs
