About the position

The consultant will provide expert and coordination support to the Ministry of Health of Ukraine regarding the formation of an institutional and personnel model of the future State Control Body (SCO), which is being created within the pharmaceutical reform and implementation of the Law of Ukraine "On Medicinal Products".

The main purpose of the position is to develop the personnel structure, prepare the necessary procedures and documents to ensure the organizational readiness of the SCO before the start of work.

Main areas of work

  • development of the project of the organizational and staff structure of the SCO;
  • preparation of the staff project schedule;
  • development of qualification requirements for positions and key performance indicators;
  • preparation of personnel selection, appointment and evaluation procedures;
  • participation in the organization of the competitive selection of the head of the ODC (if there is an appropriate decision);
  • preparation of monthly reports on the development of the HR model and institutional readiness.

Requirements for candidates

  • Higher education (public administration, law, personnel management or other relevant field);
  • Understanding of civil service processes and institutional development;
  • Experience in developing organizational structures or personnel documents will be an advantage;
  • Experience in preparing analytical or strategic documents;
  • Ability to coordinate work with various stakeholders;
  • A confident user of MS Office;
  • Location: m. Kyiv.

Period of performance of works

March - June 2026 (with the possibility of contract extension).
