General purpose of the position

Under the hierarchical responsibility of the field coordinator in Dnipro,

The role of public relations manager and partnership is as follows:

• providing technical guidance to ensure procedural compliance with Ukrainian (regional and local) authorities and timely updating of all legal documents , as well as Memorandum of Understanding and/or partnership agreements,
• management of the Triangle - TGH partnership strategy with implementing partners from CSOs - Civil society organizations, including volunteer organizations, humanitarian organizations and charitable foundations.

The Public Affairs and Partnerships Manager will support the Program teams working with regional/local authorities and partners across all areas of activity - performers,

• to strengthen effective partnerships,
• develop partners' capacity,
• strengthen partners' ability to respond to emergency situations and recovery needs.

  The Public Relations and Partnerships Manager will also work closely with Grants and Finance staff to negotiate partnership agreements with implementing partners in accordance with Triangle - TGH policy and donor requirements.

  Partnership Strategy

  • Lead the due diligence process of partners to proactively identify potential partnerships with Ukrainian civil society organizations.
  • Negotiate with Ukrainian (regional and local) authorities to confirm partnership agreements and participation in the process of developing Memorandums of Understanding.
  • Contribution to the development of the Triangle - TGH partnership strategy.

  Promote effective partnerships

  • Support the team in integrating innovative and practical approaches to localization with local stakeholders as part of their programming.
  • Contribute to the development of appropriate approaches, guidelines and tools for effective engagement and partnership management .
  • Contribute to the development and implementation of the duty of care policy of partners.
  • Support the development of projects that focus on the key components of engaging civil society organizations.
  • Work with task forces to identify needs for approaches and tools to establish new ways of working with government partners.

  Partnership Agreement Management

  • Contribute to the development and coordination of partnership management processes to ensure well-planned, timely, coordinated and coordinated management of the partnership.
  • Assist in ensuring that the program design is consistent with the partnership strategy.< /li>
  • Contribute appropriate proposal content and secure appropriate budget resources for partner projects and support.
  • Facilitate and manage competitive and non-competitive partner selection processes to identify new partners as well as new applications from existing partners.
  • Determine the appropriate type of partnership agreement and draft agreement, taking into account audit results and specific project and donor requirements, contacting the Partnership Coordinator and the Deputy Country Director for Programs and the Grant Manager for review and approval .
  • Coordinate and participate in timely and effective audit and monitoring of affiliate program, finances and compliance
  • Liaise with Triangle - TGH finance and technical teams to ensure timely funds transfers and proper financial support and partner support.
  • Cooperate with partners and relevant Triangle - TGH departments to constructively resolve any issues that may arise.
  • Maintain partner compliance with policies, tools, handbooks and recommendations of Triangle - TGH; provide spot check/audit support and coordination. Especially the prevention of sexual exploitation and abuse, as well as child protection policies.
  • If problems with partner activities are identified, facilitate timely action by Triangle - TGH to address any areas of non-compliance as soon as they arise.

  Partner support and sharing opportunities

  • Contribute to the joint development and implementation of the partner project support plan, ensuring that it adequately addresses issues identified in the due diligence process, and coordinate with relevant by departments for timely and high-quality implementation of the plan.
  • Maintain organizational development support resources, where appropriate, for partners; coordinate partner organizational development support.
  • The Partnership Manager will also play a critical role in building and promoting a culture, attitude and values ​​that foster collaboration across the team, based on a clear and shared understanding of TGH's role and approach, as well as key principles of partnership.

  Internal and external coordination< /p>

  • Represent TGH at coordination meetings, including clusters and working groups as needed.
  • Establish and maintain effective relationships with partners.

  • Work closely with grantees and MEAL teams to provide necessary support

  Education and experience required

  • Higher education. A higher degree in the field of international development or social sciences from any other related topic.
  • Experience in the field of at least 5 years.
  • Experience of working with partners at least 3 years

  • Experience in developing project proposals and logical structures
  • Understanding project planning and management cycles as well as program development skills;
  • Representative experience and the ability to effectively represent TGH in external forums.
  • Knowledge of basic donor rules and regulations
  • Ability to write clear and reasoned evaluation and project reports
  • Flexible command of Ukrainian and Russian languages
  • High level of written and spoken English.
