The Joint Emergency Response Program in Ukraine (JERU) is an initiative of Welthungerhilfe and Concern Worldwide that responds to the emergency and economic recovery needs of communities in Ukraine. 

We are looking for a Head of Operations Operations Director who will lead the areas of logistics, information technology and personnel management, as well as relevant teams working in Kyiv and other JERU offices in Ukraine.

As Operations Director, you will ensure the smooth operation and efficiency of the Coordinating Office (CO) and the overall organization of program activities in the country. Additional tasks may be assigned as needed to support in-country projects. The overall framework includes issues and procedures related to logistics, IT, HR and various support areas. The duties of this position must be carried out in accordance with the national context and applicable legislation.

Operations Director is responsible for the smooth operation of all logistics processes in the Coordination Office (CO) and for the logistics support of projects in the country, which includes:

• Supervision and support of logistics personnel in the CO and in projects


• Control and supervision of procurement plans for all projects and CO


• Supervise and coordinate tender procedures (obtain technical specifications, organize tenders in accordance with the Regulation on the Award of Contracts (RAC) and donor requirements, obtain national/international offers, prepare evaluation and supplier selection documentation, initiate procurement, communicate with rejected suppliers, confirm receipt of goods, coordination of supplier payments)


• Coordination with project teams and providing advice as needed


• Coordination with the Purchasing Department at the Head Office


 • Ensuring the maintenance of all procurement documentation


In addition, he/she is responsible for the following areas and tasks

Office management:

• General office administration
 • Coordination of work with various service providers
 • Management of guards, technical staff, cleaners, etc.
 • Management of drivers and fleet
 • Management of office space
 • Coordination of preparation of meetings, trainings, events, etc.
 • Provision of O365 administration for relevant CO and project documentation

IT:

• Provision of functional IT infrastructure according to CO and project needs (as a service function for all projects)

Human resources:


• Verification of compliance of HR procedures with the requirements of national legislation
• Support of personnel needs planning and recruitment for new positions
• Coordination of the onboarding process of new employees in CO and project offices
• Coordination and monitoring of personnel development issues (performance evaluation, systematic evaluation of external training providers, etc.)

Responsibilities outside own sphere Responsibilities:

Performing other tasks that may be assigned by management and generally correspond to the nature of the position.


Knowledge / Qualifications

Professional / formal qualifications

  • Diploma of a technical college; Bachelor's degree

Professional experience related to the position

  • From 2 to 5 years of professional experience working in international or national NGOs in Ukraine

Knowledge of foreign languages

  • Fluent command of English and the ability to communicate effectively in English and Ukrainian languages

Other

  • Coordination and organization
  • Financial administration of projects
  • Knowledge of labor discipline, occupational health and safety regulations, fire protection requirements
  • Knowledge of the MS Office package

Social skills

  • Ability to work effectively in a team
  • Motivation and willingness to take the initiative (perseverance)
  • Possession of intercultural communication skills
  • Confident negotiation skills
