Introduction:

Daily shelling of Kharkiv Oblast, Sumy Oblast, and Donetsk Oblast has led to significant internal migration, and more than 15,000 civilians in Pokrovsk are under immediate threat. According to the UN, more than 300,000 people in these regions need support, but financial resources for evacuation are limited.

The project "Emergency assistance and evacuation support" from Team4UA offers a comprehensive solution that provides safe transportation and temporary housing for civilians from risk zones. The TERA Consortium, created by Team4UA together with Ukrainian NGOs, includes East SOS as a leading associate partner, as well as the Charitable Organization Aid Coordination Center and Angels of Salvation as members of the Consortium, coordinating evacuation efforts with a focus on vulnerable population groups.

Team4UA Description:

Ukrainian a charity established in March 2022 with experience in emergency relief, recovery and innovative reconstruction projects. We cooperate with UN agencies (WFP, UNICEF) and international organizations and foundations (Mercy Corps, TED). Since its founding, Team4UA has provided humanitarian assistance to 2.3 million people, including implementing projects such as the construction of a school in Lviv using 3D concrete printing technology.

Team4UA was created by a team of former technology entrepreneurs who combined their skills and experience to address Ukraine's most important long-term needs. The organization has extensive experience working in frontline regions and areas most affected by hostilities, in particular near the border with Russia. Since the beginning of the full-scale invasion, our activities have covered the most difficult-to-reach regions, as well as those with the highest concentrations of internally displaced persons or people returning home.

Team4UA teams are based in Lviv, where they provide administrative and financial support, in Kyiv, where our headquarters is located, and in Dnipro, where operational activities, monitoring and evaluation of projects are carried out.


Project "Giving Emergency Assistance and Evacuation Support (EASE) is implemented by a dedicated project team in the Operations Department, ensuring the highest standards of efficiency and integrity on the ground. The main goal of the team is prompt and efficient provision of direct measures for partnersrives and beneficiaries of Team4UA in accordance with the policies, procedures, regulations and specifications of both Team4UA and donors. The Operations Officer is responsible for coordinating the implementation of the EASE project on the ground, including asset control for the duty of care. Under the supervision of the Consortium Manager, the Operations Officer plays a key role in the project team, providing security, operational planning and day-to-day quality control of local partners, as well as general administration of the field office.

Responsibilities

Capacity Boost: Assist the Consortium Manager and Operations Director in monitoring and achieving the project tasks performed by the Project Officer and Localization Officers to strengthen the capacity of local partners.

Coordination with CSOs:Development and management of integrated operations coordination with TERA consortium members in close cooperation with the Protection Cluster and CCCM to avoid duplication of actions partners.

Operational control: Ensuring proper planning, documentation and reporting of local partners taking into account project goals, internal policies of Team4UA and humanitarian standards.

Security concern: Responsible for deploying and managing a pool of relief responsibilities (personal protective equipment, individual first aid kits) used by field volunteers with strict inventory planning and reporting.

Stakeholder engagement:Interaction with local authorities (including regional military administrations) in cooperation with the Security Officer and Project Officer to ensure operational success and safe coordination of activities such as evacuation from frontline areas.

 Quality control: Ensuring strict compliance with internal policies and humanitarian standards and principles of Team4UA in activities carried out by the project team.


Requirements

  • Higher education.

  • Minimum 3 years of experience in operational processes or management, preferably in an NGO.

  • Attention to details, ability to work independently and in a team.

  • Ability to effectively communicate and work with Microsoft Office programs.

  • Excellent command of the Ukrainian language, knowledge of English will be an advantage.

  • Experience in UHF programs will be an advantage.

  • Work experience in the east or south of Ukraine will be an advantage.

The position will be based in Dnipro. Business trips will be up to 35% of the time, mainly to the locations of local partners in the frontline regions and transit centers covered by the project.

Contract: until August 29, 2025 (in connection with the end of the project) with the possibility of extension if there are new ones.
