IFRC also adheres to strict child safeguarding principles.Job PurposeUnder the supervision of the HR Manager, the HR Officer is responsible for providing HR support to staff of the Ukraine Country Delegation, in line with the overall global Federation HR Strategy.Job Duties And ResponsibilitiesPayroll, compensation, and benefitsEnsuring that the pay practices comply with state and federal laws and regulations.Manage the administration of the social security and pension for national staff and ensure the proper implementation.Prepare payroll list, make it validated (by the Head of Country and the Finance Delegate)Provide the required documents and information to the external payroll provider.Review the payroll provided by the external payroll provider before passing the information to finance for salary payments.Updating and maintaining payroll records.Maintain updated information on staff salaries, allowances and ensure compliance with current laws and regulations in close collaboration with the HRD and Finance DepartmentEnsure timely, equitable, transparent and systematic approvals of HR benefits, entitlements and contracts.Calculation and payment of termination payments in coordination with the external provider.Recruitment and selectionProvides comprehensive support throughout the entire recruitment lifecycle, particularly during periods of staff shortages or high-volume hiring initiatives.HR systemsAct as focal point for all existing HR systems ( D365, IFRCjobs, Learning Platform, E-contracts…etc.)Maintenance of records & registration in D365 databaseConduct training sessions for newly recruited employees in relevant HR systemsEnsure support in registering and updating master data in the organization’s HR systems.General administration, policies, proceduresPersonnel File Management: Establish and maintain employee personnel files. Update records to reflect changes in employment status and details.Employee Documentation:Issue employment verification and other relevant certificates to staff.Assist in communicating various local HR policies, procedures, laws standards and government regulations to employees and management e.HR Transaction Processing:Execute HR-related transactions (onboarding, internal transfers, offboarding, job sharing, exit procedures) in compliance with labor laws, organizational policies, and standard operating procedures.Leaves and Absences Management:Maintain accurate records of employee annual leave, sick leave and any other leave type.HR Documentation Control:Manage and organize HR documentation, including: Employment contracts Separation agreements non-disclosure agreements Personal identification documents Organizational charts Personnel action forms Formal correspondence.Law Compliance:Monitor changes in employment legislation.Provide guidance to employees on labor law matters and company policies.HR Advisory:Offer consultations to staff regarding employment regulations.Be responsible for monthly statistics – staff turnover, headcount etc.Contribute to the continued improvement of HR metrics and their tracking to generate valuable information and facilitate decision making.Insurance Management:Coordinate and manage life insurance and general staff insurance programs.Process insurance enrolments for new employees.Conduct annual data renewals for existing staff.Handle insurance cancellations for departing employees.Assist employees with filing insurance claims when necessary.Job Duties And Responsibilities (continued)Actively work towards the achievement of the Federation Secretariat’s goals.Abide by and work in accordance with the Red Cross and Red Crescent principles.Perform any other work-related duties and responsibilities that may be assigned by the line manager.EducationRequired:An advanced university degree in HR or related field.
