Bagatosector The Project Manager is responsible for the implementation and supervision of all project activities, and also manages personnel and financial resources allocated for project activities. He/she chooses communication channels, ensures communication and exchange of information. He/she implements all the tools necessary to evaluate the results of the projects. He/she ensures that monitoring is carried out within the framework and with the help of defined tools. He/she is responsible for the consolidation and submission of reports according to the defined periodicity. span>


TASKS AND DUTIES

  • < span style="font-weight: bold">Programs: he/she ensures the quality implementation and monitoring of the program(s) in accordance with the policy of the PUI and the structure of the intervention and the agreement signed with the donor. 

  • Personnel management: He/she manages a team (PUI employees and possibly day workers). 

  • Reporting to donors: he /she prepares final reports and coordinates their preparation, which are formed at the base. 

  • Logistics and administration: he he/she ensures compliance with the material, technical and administrative procedures of the activity for which he/she is responsible. 

  • Representation: he/she represents the organization to partners, authorities and local actors involved in implementationprograms 

  • Security: he/she promotes compliance with safety rules on the base and communicates all safety information to his immediate supervisor. 

  • Strategy: he/she facilitates the development of new interventions based on identified needs. 

SPECIFIC GOALS AND RELATED ACTIVITIES

1 . ENSURING PROGRAM IMPLEMENTATION AND ITS MONITORING

  • He/she monitors the quality implementation of the program under his/her responsibility and ensures achieving the objectives set out in the project proposal(s) in accordance with the donor-approved agreement, action plans and budget. 

  • He/she ensures that the beneficiaries and the local population understand the objectives of the project(s) and actively participates in implementation 

  • He/she plans activities and ensures adherence to the activity schedule. In particular, he/she monitors the identified indicators, analyzes and communicates the collected information to his/her immediate supervisor and reports any difficulties encountered during the implementation and suggests improvements or reorientation if necessary.

2. SOFTWARE TEAM LEADER

  • He/she supports the software teams for quality implementation of activities. 

  • He/she acknowledges the "Internal Rules of Procedure of the PUI Mission" and ensures that they are known within his/her team and that he/she adheres to them. He/she ensures that the team he/she is responsible for knows the safety plan and follows the safety rules. 

  • He/she actively participates in recruitment (interview, testing, etc.). He/she ensures that each employee undergoes a written evaluation at least once during the duration of the employment contract and once a year and at least before he/she ceases to perform his/her duties. He/she participates in the decision to terminate the employment contract with a person from his/her team. 

  • He/she establishes coordination mechanisms for his/her team and manages it. 

  • He/she determines the training needs of his team and participates in the development of their skills (organizational and methodological support, approaches to health and medical protocols, end-to-end protection and gender approach, organization of training courses, etc.). 

3. PROVIDING PUI REPRESENTATION BEFORE AUTHORITIES AND ACTIVITIES OF THE REGION

  • He/she represents the organization at the request of the Head from administrative and program activities, to local actors involved in the implementation of programs (municipalities, ministerial delegations, other institutional organizations, NGOs, donors, etc.), and ensures the maintenance of good relations with all of them. 

  • In agreement with his immediate supervisor, actively participates in coordination and sectoral meetings related to a certain activity. 

  • In case of a visit, the donor takes an active part in the preparation and conduct of the visit. 

4. PROVIDING LOGISTICS AND ADMINISTRATIVE MONITORING OF THE PROGRAM (PROGRAMME)

  • He/she meets his/her needs according to the available / established budgets.

EDUCATION

Education more than 5 years (for example, a degreemaster's in certain specialties (Healthcare, social sciences, managementprojects or equivalent experience).

WISHED: Humanitarian challenges / development challenges; project management.

PROFESSIONAL EXPERIENCE

REQUIRED: 1 year of humanitarian work; project management / monitoring tools; organization; excellent writing skills. 

WISHED: Experience in monitoring / evaluation.

VALUES AND SKILLS

REQUIRED: Communication skills; knowledge of project management; knowledge of institutional donor procedures.

GENERAL OBJECTIVE

The Multisectoral Project Manager is responsible for the implementation and supervision of all project activities and manages PUI's human and financial resources dedicated to project activities. He/she sets up the communication channels, and ensures communication and information sharing. He/she will put in place all the tools necessary to measure the impact of the projects. He/she will ensure that monitoring is conducted within the framework and with the tools defined He/she is responsible for the consolidation and submission of reports according to a contractually defined periodicity. font-weight: 400"> 

TASKS AND RESPONSIBILITIES

  • Programmes: He/she ensures the qualitative implementation and monitoring of the program(s) in compliance with the PUI policy and intervention framework and the agreement signed with the donor. 

  • Human Resources: He/she supervises the team (PUI employees and possible daily workers).  

  • Reporting to donors: He/she writes and coordinates the writing of the final reports coming up on the base.  

  • Logistics and administration: He/she ensures that the logistical and administrative procedures of the activities under his/her responsibility are respected. 

  • Representation: He/she represents the association with partners, authorities and local actors involved in the implementation of programmes. 

  • Security: He/she contributes to the respect of security rules on the base and transmits all security information to his/her line manager.  

  • Strategy: He/she contributes to the development of new interventions based on identified needs. 


1. ENSURE THE IMPLEMENTATION AND MONITORING OF THE PROGRAMME 

  • He/she monitors the qualitative implementation of the programme under his/her responsibility and ensures that the objectives defined in the project proposal(s) are met in compliance with the contract approved by the donor, the action plans and the budget. 

  • He/she ensures that the beneficiaries and local populations understand the objectives of the project(s) and actively participate in the implementation. 

  • He/she plans the activities and ensures that the activity schedule is respected. In particular, he/she monitors the defined indicators, analyses and transmits to his/her line manager the information collected and reports any difficulties encountered in the implementation and proposes improvements or reorientations if necessary. 

  • He/she ensures the implementation of monitoring and/or evaluation, contributes to the follow-up/update of internal monitoring tools, and supports the programme teams in collecting information for reports. 

  • He/she ensures the capitalisation of all documents, tools and training producedin the framework of the project(s) and makes sure that the project is following proposals. 

  • He/she reviews the reports written by the programme teams at the field level, ensures the consistency of the data, the quality of the writing, the respect of the objectives, the information on the indicators, etc. and gives them formal feedback. 

  • He/she transmits internal and external reports to his/her line manager, respecting internal validation deadlines (sitrep) and external contractual deadlines (project reports).

  • He/she ensures that transversal protection and transversal gender mainstreaming are taken into account in the programme(s). 


2.    SUPERVISE THE PROGRAMME TEAM  

  • He/she supports the programme teams in the qualitative implementation of activities. 

  • He/she acknowledges the PUI Internal Rules of Procedure for the mission and ensures that they are known and respected within his/her team. He/she ensures that the security plan is known by the team under his/her responsibility and that the security rules are respected. 

  • He/she actively participates in recruitment (interview, test, etc.). He/she ensures that each person is evaluated in writing at least once per contract and per year, and at least before he/she leaves his/her duties. He/she participates in the decision to terminate the employment contract of a person in his/her team. 

  • He/she sets up the coordination mechanisms for his/her team and organises its supervision.  

  • He/she identifies the training needs of his/her team and participates in its skills development (organisational and methodological support, health approaches and medical protocols, cross-cutting protection and gender approach, organisation of training courses, etc.) 


3. ENSURE THE REPRESENTATION OF PUI WITH THE AUTHORITIES AND ACTORS IN THE AREA 

  • He/she represents the association, at the request of the Field Coordinator, to local actors involved in the implementation of field programmes (municipalities, ministerial delegations, other institutional entities, NGOs, donors, etc.) and ensures that good relations are maintained with all of them. 

  • In agreement with his/her line manager, he/she participates in coordination meetings and sectoral meetings related to the themes of the action and is an active member. 

  • In case of a donor visit, he/she actively participates in the preparation and implementation of the visit. 

4. ENSURE THE LOGISTICAL AND ADMINISTRATIVE MONITORING OF THE PROGRAMME(S) 

  • He/she addresses his/her needs according to the available/established budgets.  

  • He/she contributes to the analysis of supplier offers for purchases with high technical specifications.  

  • He/she actively participates in the execution of calls for tender, if necessary, in coordination with the Logistics Coordinator and the Procurement Officer at headquarters.  

  • He/she communicates to the Field Coordinator on a weekly basis his/her needs for vehicles and communication materials for the implementation of the programme(s). 

  • He/she ensures, in coordination with the Field Coordinator, the follow-up of the logistical aspects of his/her programme(s) (delivery, distribution, storage, etc.). 

  • He/she ensures that he/she has an updated monthly budget for the programme(s) under his/her responsibility, and participates in the analysis, detects any discrepancies and proposes adjustments to the Field Coordinator. 

  • He/she ensures that all the information necessary for the preparation of the cash flow forecast specific to the management of his/her programme(s) is provided monthly to the Field Coordinator. 


5. CONTRIBUTE TO THE DEVELOPMENT OF NEW PROPOSALS 

  • He/she participates in the identification of needs with his/her line manager.  

  • When defining new operations, he/she contributes with the Field Coordinator to the preparation of project proposals and elaboration of programme(s). 

  • He/she participates in the development of the mission strategy.


REQUIRED KNOWLEDGE AND SKILLS

TRAINING

REQUIREDStudies +5y (e.g. Master 2) in the disciplines relevant (Health, Social Sciences, Project management, … or equivalent combination of experiments) 

DESIRABLEHumanitarian/ development challenges; Project management. 

PROFESSIONAL EXPERIENCES

REQUIRED1 year of professional humanitarian experience; Project management/ monitoring tools; Organization; Excellent writing skills.
