Purpose of the position
strong>:
The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will play a key role in the implementation of SCI Ukraine programs. He will work closely with program and technical teams to collect and analyze data, and provide ideas for project improvement and mine action impact. The MEAL Officer works closely with field teams, partners and stakeholders to continuously assess progress and identify challenges.
Key Areas of Responsibility:

Ensure that the MEAL system and tools are operational and implemented locally, and promptly and proactively report any problems or inefficiencies that arise to the MEAL team leadership.
- Development of standardized monitoring tools in collaboration with the Monitoring, Evaluation and Accountability Expert, as well as program staff;
- Take initiative in developing the MEAL project plan in accordance with the program work plan.
< li>Collect and analyze data on program activities, outputs, and outcomes against established indicators and goals.- Support efforts to document and share program results, ensuring sharing of lessons learned and best practices.
- Assist in updating and managing program databases and online fact sheets.
- Assist in developing and implementing qualitative and quantitative assessments as needed.
- Assuring data quality, identifying sources errors and inconsistencies and providing feedback that will help improve the data.
- Create reports and information tables.
- Other tasks as assigned by the Expert or Manager.
Experience and skills
Required
- At least 1 year of experience in project monitoring and evaluation or relevant experience.
- Previous experience working with partners.
- Good computer and office software skills (MS Word, Excel, PowerPoint, PowerBi, Outlook, etc.)
- Demonstrated report writing skills
- Strong communication skills
- Ability to meet deadlines.
- Ability to work within and across diverse teams in a constructive and collaborative manner to achieve diverse goals .
- Fluency in written and spoken Ukrainian and Russian languages.
Desirable
- Experience in development/humanitarian projects.
- Knowledge of various MEAL approaches and methodologies.
- Experience in data collection, data management and data analysis is highly desirable.
Welcome
- Knowledge of the English language (fluency in spoken and written language) will be an advantage.
Additional duties
The MEAL consultant will also be responsible for:
- Monitoring activities such as monitoring visits, completing QBs, conducting PDMs, conducting outcome monitoring (through FGDs), validating IPTT data, analyzing monitoring data, etc.
- Educational activities such as organizing experience sharing workshops.< /li>
- Manage data together with database assistants.
- Support Accountability Officers with accountability-related tasks and activities in the event that Accountability Officers are unable to themselves and ask for support.
- Provide support for any evaluations that may occur.
- Provide training on SCI MEAL approaches to SCI staff and partners.

ROLE PURPOSE:
The Monitoring, Evaluation , Accountability and Learning (MEAL) Officer will play a key role in the SCI Ukraine program. MEAL Officer will work closely with program and technical teams to collect and analyze data, and provide insights to improve the project, and impact of mine action interventions. The MEAL Officer collaborates closely with field teams, partners, and stakeholders to continuously assess progress and identify challenges.
KEY AREAS OF ACCOUNTABILITY:
- Ensure that MEAL system and tools are in place and are being implemented at the field level and communicate any issues or inefficiencies that arise, to the MEAL Team Leadership in a timely and proactive manner.
- Develop standard monitoring tools in collaboration with Monitoring, Evaluation and Accountability Coordinator and program staff
- Take the lead in the development of the project MEAL plan consistent with the program work plan.
- Conduct data collection and data analysis on program activities, outputs and outcomes against established indicators and targets.
- Support the effort of documentation and sharing of program results, ensuring the sharing of lessons learned and good practices.
- Assist in updating and managing programmatic databases as well as online dashboards.
- Assist in designing and implementing qualitative and quantitative assessments as appropriate.
- Undertake data quality assurance, identifying sources of errors and inconsistencies and providing feedback that would help in data improvement.
- Generate reports and dashboards.
- Other tasks as assigned by the Coordinator or Manager.
EXPERIENCE AND SKILLS
