Position duties: p>
General duties:
- To support and facilitate the development and implementation of MEL systems, including standard operating procedures, MEL guidance and tools.
- Contribute to the learning of experience and evidence and support program teams in improving the quality of work NRC in Ukraine.
- Cook periodic progress reports, reporting trackers, indicator tracking tables, MEL matrices and other documents as needed.
- Assist in the development of data collection methodology and tools as needed.
- Assist in the standardization of MEL by areas and projects, ensuring effective interaction between program teams, the MEL department, other NRC departments in Ukraine and non-governmental organizations.
- Build capacity and train program and support staff on the technical and conceptual components of MEL.
- Contribute to the introduction of new technologies, methods and approaches to improve the quality of operations by exchanging ideas on technical improvement.
- Adhere to NRC policies and have specific responsibility for NRC policies and procedures regarding MEL functions.
- Maintain an effective data management system through data quality assurance, analysis and training, ensuring proper filing and training.
- Comply with national laws and NRC policies on administration, privacy, data protection and information sharing, and information, data protection and data sharing.
Specific Responsibilities:
- Ensure the development and updating of program evaluation work plans, evaluation matrices, and indicator tracking tables.
- Support the development of data collection methodology and tools, andas well as actual data collection.
- Manage data collection, data management and data analysis as required by MEL guidelines and program needs.
- Oversee the coordination and management of a pool of data collectors/enumerators as appropriate .
- Communicate regularly with regional MEL and program staff to ensure they know what is required, that they have sufficient MEL resources, and that they are submitted on time.
- li>Ensure proper use of project monitoring, evaluation and training tools and MEL guidelines in the regional office and by partners, where appropriate, through capacity building and cross and spot checks.
- Support development and implementation MEL matrices at the level of regional offices. This includes supporting tool development, data collection, data management and data analysis according to MEL guidelines.
- Participate in grant opening, project review, grant closing meetings; participate in the preparation of donor reports and provide support to MEL coordinators in creating project location maps to be used in the application and reporting process.
- Participate in budget planning for MEL activities and ensure its tracking, including updates and implementation of expenditure plans.
- Ensure timely transfer of monitoring data to relevant reporting systems/tools such as GORS, ITT, etc.
- Provide training for program staff on technical aspects and MEL tools as appropriate to their responsibilities, as appropriate.
- Maintain and facilitate MEL program data analysis/interpretation sessions with appropriate NRC program staff.
- Respond to general information requests by providing accurate and timely information.
- Support and contribute to the development and maintenance of a grievance and feedback mechanism, as appropriate.
- Maintain accurate documentation related to the MEL system (e.g., reports from monitoring, data collection tools/methodologies, indicator profiles, MEL matrices/work plans, documented indicator calculations) and ensure its proper storage.
- Support the implementation of other monitoring activities and program activities, as necessary.
- Perform any other tasks as requested by the MEL Coordinator.
General requirements for the position:

Required- Minimum 1 year of experience working in a humanitarian/restorative context in the MEL field or 1-2 years of work experience in a related field with relevant skills that transferable.
- Experience in developing and managing MEL systems preferred.
- Previous experience working in complex and volatile environments preferred.
- Excellent command of English as written , and verbally.
- Previous experience working in diverse and complex workflows.
- Ability to learn and understand digital interfaces.
Preferably
- Experience in the humanitarian sector.
- Experience with data collection, analysis and visualization tools (KOBO, Advanced EXCEL, Power Bi).
- Experience with the MS Office 365 package.
- Experience in developing a training package or conducting training for program staff.
- In-depth knowledge of typical MEL activities and tools (Logframe, quantitative and qualitative methodologies, sampling, quantitative and qualitative analytical approaches, etc.).
- Postgraduate certificate(s) in a field related to MEL, such as data collection methodology, sampling, data analysis preferred.

Education
- Bachelor's degree in engineering, social sciences (any major), statistics, economics, sociology, finance or in another similar field
