Program description

U.S. Agency for International Development Office of Transition Initiatives (OTI) Building Public Trust Project (UCBI - 4) (USAID) is designed to facilitate a united, democratic and Europe-oriented recovery of Ukraine from the consequences of the Russian invasion. This goal will be achieved by fulfilling two initial tasks: 1. Strengthening the confidence and ability of the communities most affected by the war to participate in the reconstruction and unified future of Ukraine; 2. Strengthening ties between people in the temporarily occupied territories and the rest of Ukraine.

Main tasks and responsibilities:

  • Providing assistance in the timely collection of accurate data on ongoing project activities in accordance with established monitoring, evaluation and training (MEL) procedures and ensuring that employees understand data collection requirements.
  • Providing technical assistance on issues MEL and providing training to grantees and potential partners during the development and implementation of activities in collaboration with other staff.
  • Assisting in the development of MEL plans for activities in consultation with the MEL Specialist to identify and evaluate the impact and results of activities .
  • Providing assistance to MEL Specialists in the preparation of final evaluation reports (and other reports as directed), including collecting additional data to verify achievement of outcomes.
  • Providing assistance in monitoring the activities and results of each activity and ensuring that they are properly documented in the WBDB.
  • Ensuring the appropriate quality of data collection.
  • Providing support to the MEL team in ensuring the overall quality of the MEL system.
  • li>Travel to specific program locations and attend grantee events to collect data for monitoring and evaluation.
  • Perform other tasks as directed by the MEL Specialist and/or MEL Team Leader.

  • Bachelor's degree required.
  • Proven analytical skills and understanding of the local, regional and national political context, as well as the ability to think creatively.
  • One (1) year of professional experience working in complex programs preferred.
  • Data collection and validation experience required.
  • Effective interpersonal skills and proven ability to complete assignments in a timely mannertasks.
  • Attention to detail, versatility, integrity.
  • Professional Microsoft Word and Excel skills.
  • Ability/willingness to learn and grow professionally.< /li>
  • Ability/willingness to travel to locations where UCBI operates.
  • Ability to practically demonstrate successful experience in all key competencies listed above.
  • Required fluency in the Ukrainian language - in oral and written forms.
  • Compulsory professional knowledge of the English language - in oral and written forms.
  • For conscripts, the presence of a mark on military registration in the military ticket is mandatory.

  • Program Description

This goal will be met through two program objectives: 1. To strengthen the confidence and ability of the most war-affected communities to
    participate in Ukraine's recovery and united future; and 2. Reinforce connections between people in the temporarily occupied territories with the rest of Ukraine. 

    Principal Duties and Responsibilities:

  • Support accurate and timely data collection for performed project activities, following established MEL procedures and ensure common understanding among teams on data collection expectations.
  • Provide technical MEL assistance and training to grantees and potential partners during activity development and implementation in coordination with other staff.
  • Assist in designing activity-level MEL plans, in consultation with the MEL Officer, to measure and evaluate activity impact and outcomes.
  • Support MEL Officers in drafting final evaluation reports (and other reporting as required), including by gathering additional data as required to triangulate whether outcomes were achieved.
  • Assist in tracking activities and results per activity and ensure proper documentation in WBDB.
  • Ensure quality of data collection.
  • Support the MEL team in ensuring overall quality of the established MEL system.
  • Conduct site visits and attend grantee events and activities to collect data for monitoring and evaluation.
  • Perform other tasks as assigned by the MEL Officer and/or MEL Team Leader.

    • Ability/willingness to travel to locations where UCBI works.
    • Ability to practically demonstrate successful experience with all the core competencies listed above required.
    • Fluent written and oral Ukrainian required.
    • Proficient written and oral English required.
    • For conscripts, a note on military registration in the military ticket is required.
