MEAL Officer

GENERAL PURPOSE OF THE ROLE
Reporting to the Area MEAL Manager and/or Country MEAL Manager, the MEAL Officer is responsible for ensuring the proper implementation of monitoring, evaluation, accountability and learning mechanisms towards ongoing projects to establish smooth operation in line with HI standards and donor requirements.
RESPONSIBILITIES
1. Support projects managers and partners to implement projects in line with the quality approach, as defined in PQP (Project Quality Policy) and relevant guidelines.
Accompany project managers in the PQP methodology guidelines and their application throughout the East area of intervention.
Support the proper planning and implementation of essential project management processes on each project.
Serve as a focal point for MEAL-related issues for HI teams in the East area, liaise with other departments to ensure smooth information flow.
2. Support in planning and implementing the results monitoring system.
Draft and/or systematically update monitoring plans and ensure their timely implementation.
In close collaboration with the IM Officer, and the project managers, contribute to the development of data collection tools.
Ensure compliance with monitoring frameworks, in particular means of verification and methods of calculation.
Consolidate/revise monitoring reports and fill in the indicators tracking table.
Train project teams in monitoring.
3. Conduct surveys (Baseline, Post-Intervention, etc.) ensuring compliance with methodological standards.
Design the survey and its frameworks, including methodology and questionnaire.
Develop or ensure the proper development of survey tools.
Train and accompany assessors.
Consolidate, analyze, interpret, and disseminate findings.
4. Support project evaluations conduction in line with the HI standards.
Facilitate self-evaluation exercises.
Facilitate project reviews.
Provide MEAL follow-up on the project under review.
5. Contribute to implementation of an accountability to populations framework.
Contribute to definition of the accountability mechanisms that integrate information, consultation, feedback, and complaints management.
Train focal points for feedback management systems.
Contribute to design of accountability part of MEAL plan.
Take action to deal with feedback and operational complaints (for project improvement especially).
6. Contribute to implementation of a learning plan at project level.
Ensure implementing processes and methods for collecting, analyzing, modelling and ownership of the knowledge produced.
Implement the learning activities.
Contribute to the analyses of the information collected and the knowledge produced.
Ensure sharing of knowledge produced internally on the program and more broadly at organization level by using HI Library.
7. Proactively gather information from relevant digital resources, cluster partners, UN agencies and other organizations which may be of use to HI for informed decisions.
8. Conduct regular visits of HI field activitieswithin Dnipropetrovsk oblast and occasional work trips to Kharkiv, Poltava, Mykolaiv and/or Kyiv.
9. Contribute to the program’s emergency preparedness actions and, in an emergency, adapt working methods for an effective humanitarian approach by HI.
PROFILE SOUGHT
Essential experience and technical competencies:
Intermediate/or higher proficiency in English: reading, writing, speaking, listening skills.
Intermediate/or higher Microsoft Office skills, particularly in Excel.
Preferred experience and technical competencies:
Bachelor’s/Master’s degree in Marketing, Social Sciences or a related field.
Experience in MEAL or Monitoring & Evaluation in humanitarian or emergency response programs.
Surveys methodological standards and methods (FGDs, PDMs, etc.), analysis of quantitative and qualitative data.
Report writing.
Data management, data structuring and data quality.
Working experience in data visualization using Power BI and/or design forms in Survey CTO is an advantage.

GENERAL DUTIES
Specialist of Intangibles Project and Program Management: Monitoring, Evaluation, Accountability and Learning (MEAL) reports to the Regional MEAL Head and/or the National MEAL Head, and is responsible for ensuring the proper implementation of monitoring, evaluation, accountability and learning mechanisms for ongoing projects to establish works according to HI standards and donor requirements.
TASKS
1. Support managers and partners in the implementation of projects in accordance with the criteria defined in the "Project Quality Policy" (PQP) and relevant guidelines.
• Accompany project managers on PQP methodology and application of quality criteria within the eastern intervention region.
• Support proper planning and implementation of core project management processes.
• Act as the MEAL contact person for the HI teams in the Eastern region, coordinating with other departments to ensure the necessary exchange of information.
2. To participate in the planning and implementation of the monitoring system of project activity results.
• Develop and/or systematically update monitoring plans and ensure their timely implementation.
• Contribute to the development of data collection tools in close collaboration with the Information Management Officer and Project Managers.
• Ensure compliance with the monitoring methodology, in particular, verification tools and calculation methods.
• Consolidate/review monitoring reports and complete indicator tracking table.
• To train project teams in the field of monitoring.
3. Ensure surveys (baseline, post-intervention, etc.) are conducted in compliance with methodological standards.
• Develop surveys, including methodology, list of questions and translation.
• Develop/ensure proper development of survey instruments.
• Train and accompany evaluators.
• Consolidate, analyze, interpret and disseminate results.
4. Support the evaluation of projects in accordance with HI standards.
• Provide methodological support for independent evaluation and review of projects.
• Provide evaluation of projects by MEAL.
5. Promote the implementation of mechanisms of accountability to the population and partners.
• Participate in defining accountability mechanisms, for dissemination of information, consultation, feedback and response to complaints.
• Train project contact persons on how to work with accountability mechanisms.
• Participate in the development of an accountability plan.
• Ensure proper response to feedback and complaints (in order to improve the work of projects).
6. Facilitate the implementation of the training plan at the level of each individual project.
• Provide recommendations on processes and methods of collection, analysis, modeling and assignment of knowledge obtained during the implementation of projects.
• Participate in training events.
• Participate in the analysis of collected information and developed knowledge.
• Ensure dissemination of knowledge gained within the program as well as at the organizational level using the HI e-library.
7. Actively collect information from relevant digital resources, clusters, UN agencies and other organizations that may be useful for further adoption reasoned decisions. > Mykolaiv and/or Kyiv.
9. Contribute to the emergency preparedness program and, in the event of an emergency, adapt work methods to effective humanitarian approach HI.
REQUIREMENTS FOR CANDIDATES
Required experience and skills:
• Intermediate or above average proficiency in English: reading, writing, speaking and listening skills.
• Average or or above averageMicrosoft Office skills, including Excel.
Desired experience and skills:
• Bachelor's/Master's degree in marketing, social sciences or related field.
• MEAL experience in humanitarian or emergency response programs.
• Knowledge of methodological standards and research methods (FGDs, PDMs, etc.), analysis of quantitative and qualitative data.
• Writing reports in English.
• Data management, data structuring and data quality.
• Experience with data visualization using Power BI and/or form development in Survey CTO is a plus.
