Context in Ukraine

CARE launched its humanitarian operations in Ukraine in March 2022, in direct response to the full-scale invasion and the rapidly escalating humanitarian crisis. As millions of people were forced to flee their homes and critical infrastructure came under attack, CARE mobilized to provide immediate, life-saving assistance to conflict-affected communities across the country. In the initial phase of the response, CARE focused on meeting urgent needs through a multi-sectoral humanitarian approach, including cash assistance, water, sanitation and hygiene (WASH), protection, sexual and reproductive health (SRH) and shelter support. From the outset, protection and dignity were central to all interventions, guiding programme design and delivery across sectors. 

Since 2022, CARE-supported programmes have reached more than 1.5 million people across Ukraine.  

CARE UKRAINE

CARE’s response in Ukraine is implemented primarily through partnerships with Ukrainian civil society organizations, including women-led groups and women’s rights organizations that are deeply rooted in the communities they serve. More than 70% of CARE’s funding in Ukraine is channelled through national partners, strengthening local leadership and enabling sustainable, community-driven humanitarian action. Since the start of its operations in the country, CARE has partnered with over 20 national organisations, including Stabilization Support Services,  Girls, YurFem, East SOS, Avalyst, Women’s Perspective, and others.  

A defining feature of CARE’s work in Ukraine is its leadership in advancing gender-responsive humanitarian action. Together with the NGO Girls, CARE co-chairs the Gender in Humanitarian Action (GiHA) Working Group in Ukraine and was among the first organizations to conduct and publish Rapid Gender Analyses in response to the crisis. The evidence and recommendations generated through these analyses have since informed a gender-sensitive and gender-transformative approach to humanitarian response across Ukraine, influencing both CARE’s programming and wider sectoral practices. 

In practice, this commitment is reflected in CARE’s strong programmatic focus on protection, with particular emphasis on preventing and responding to gender-based violence (GBV) and addressing psychosocial needs. CARE and its partners provide GBV case management, psychosocial and legal support, and dignity kits, working closely with trusted women-led and women’s rights organizations to ensure services are accessible, survivor-centred and contextually appropriate. 

General objectives 

The MEAL Officer supports the development and implementation of Monitoring, Evaluation, Accountability and Learning (MEAL) systems for CARE Ukraine projects, with a strong focus on results monitoring, data quality and evidence-based program improvements. The role contributes to ensuring that project activities are monitored effectively, data is collected and analyzed in a timely manner, and findings are used to improve program quality and decision-making. A key component of the position is providing technical MEAL support to implementing partners, including guidance on monitoring tools, indicator tracking, data collection methodologies and reporting requirements. Given CARE Ukraine’s partnership-based approach, the MEAL Officer will work closely with partners to strengthen their MEAL capacities while recognizing their strong knowledge of the local context. The MEAL Officer works under the supervision of the MEAL Coordinator and collaborates closely with program teams and partners to ensure that monitoring systems are functional, data is reliable and project results are properly documented.

The position holder will be essentially responsible for:

MEAL Systems and Processes.

The MEAL Officer will be responsible for the following key tasks:

• Support the MEAL Coordinator in developing and maintaining project logframes, MEAL plans and monitoring frameworks.

• Develop and manage MEAL workplans across multiple projects, ensuring timely implementation of monitoring activities and coordination with program teams and partners.

• Plan and conduct monitoring visits to project locations and ensure that key findings are documented and followed up.

• Lead the development and maintenance of Indicator Tracking Tables (ITT) across projects and ensure the accuracy and consistency of reported indicator data.

• Ensure that MEAL activities are aligned with project logframes, donor requirements and CARE monitoring standards.

• Ensure the quality and reliability of data collected by implementing partners and field teams through regular data verification and documentation checks.

• Facilitate MEAL sessions during project kick-off meetings to ensure that CARE staff and partners understand indicator definitions, data collection methodologies and reporting requirements.

• Support the design and implementation of needs assessments, market assessments and other monitoring exercises when required.

• Collaborate with the Information Management (IM) team to follow up on Data Quality Assessment (DQA) findings and improvement actions.

• Support and coordinate beneficiary verification processes, distribution monitoring and Post-Distribution Monitoring (PDM) exercises for CARE and partner activities.

• Develop and manage digital data collection tools (e.g., KoboToolbox), including survey design, skip logic and data exports.

MEAL Tools and Activities

• Support the development and review of MEAL tools for new projects in coordination with CARE and partner teams, including baseline surveys, assessment tools, registration forms, distribution lists, PDM tools, focus group discussion guides and monitoring checklists.

• Ensure that outcome monitoring tools and quality monitoring checklists are available, updated and applied consistently across projects.

• Support the integration of gender, power and inclusion considerations into monitoring tools and assessments.

• Support the implementation of internal studies, evaluations and research activities at the area level.

• Contribute to the development of Terms of Reference (ToR) for third-party monitoring (TPM), evaluations or assessments when required.

Reporting

• Ensure that monthly reporting requirements and timelines are met by working closely with MEAL staff from CARE and partners to collect, verify and consolidate monitoring data.

• Review MEAL reports produced by partners and provide constructive feedback to ensure accuracy, completeness and compliance with indicator definitions.

• Compile MEAL data and reports from monitoring activities conducted by CARE teams and partners for each project.

• Support the preparation of MEAL inputs for donor reports, including interim and final reports, ensuring consistency of reported data.

• Participate in project review meetings organized by grant managers to provide updates on monitoring activities, key findings and emerging issues.

Accountability and Learning

• Review monitoring data and partner reports to identify key findings,lessons learned and recommendations for program improvements.

• Document and share lessons learned and good practices from program implementation with CARE teams and partners.

• Support the organization of learning events, review workshops and reflection sessions with CARE teams and implementing partners.

• Ensure that MEAL documentation (assessments, reports, tools and learning products) is properly archived and accessible for internal use.

• Work closely with the Accountability Officer to support the implementation and monitoring of feedback and complaints mechanisms, ensuring communities are informed and able to safely provide feedback.

Capacity Building and Partner Support

• Provide technical leadership and guidance to MEAL staff and project teams to ensure that MEAL activities are implemented with high quality and in line with CARE standards and donor requirements.

• Assess the MEAL capacities of implementing partners and develop capacity-building plans in coordination with the MEAL Coordinator to strengthen partners’ understanding of monitoring systems, indicator tracking and data quality standards.

• Organize and facilitate capacity-building activities for CARE and partner MEAL staff, including mentoring, coaching and technical trainings on MEAL systems, tools and methodologies.

• Provide technical MEAL support to implementing partners, including guidance on indicator definitions, monitoring tools, data collection methodologies and reporting requirements.

Safety and Security

• Ensure compliance with CARE Ukraine Safety & Security policies, procedures and Standard Operating Procedures while working in the office and during field visits.

• Attend mandatory Safety & Security induction during the first week of employment and participate in required safety trainings organized by the Security Team.

• Take responsibility for personal health, safety and security while working with CARE Ukraine.• Immediately inform the Safety & Security Manager, Deputy or Area Safety & Security Coordinator in case of any incidents related to health, safety or security, particularly when working in the field.

• Promote and uphold safeguarding standards to ensure a safe environment within CARE workplaces, programs and communities, preventing sexual harassment, exploitation, abuse and child abuse (SHEA-CA).

Essential criteria:

Mandatory:

• Experience working with or supporting local implementing partners, including providing technical guidance on monitoring systems, indicator reporting, data collection methodologies and data quality.

• University degree in social sciences, development studies, program evaluation, statistics, economics, data science, or another relevant field.

• Minimum 2 years of professional experience in Monitoring, Evaluation, Accountability and Learning (MEAL) or related functions within humanitarian or development organizations.

• Strong written and verbal communication skills in Ukrainian and English.

• Strong understanding of resultsframeworks, indicators and monitoring systems, including the ability to distinguish between output and outcome indicators.

• Experience in developing and managing Indicator Tracking Tables (ITT) and monitoring project indicators.

• Demonstrated ability to design and implement quantitative and qualitative data collection methods, including surveys, interviews, focus group discussions and rapid assessments.

• Proven ability to conduct basic quantitative and qualitative data analysis and interpret findings to support program improvements.

• Strong ability and interest in working with local implementing partners and supporting their MEAL capacities.

Expected:

• Strong skills in Excel and experience with Power BI or other data management and visualization software.

• Experience with mobile data collection tools (Kobo, or others)

• Good organizational skills and ability to work independently, manage time and execute tasks.
