Job SummaryNORC at the University of Chicago is seeking candidates for a Monitoring and Oversight Specialist for the USAID Ukraine Monitoring and Learning Support (UMLS) project. UMLS assists the United States Agency for International Development (USAID) regional mission for Ukraine and Belarus (USAID/Ukraine) in addressing its overall monitoring and collaborating, learning, and adapting (CLA) needs. A key feature of UMLS is a robust, dynamic, and systems-driven focus on Monitoring, Evaluation, and Learning (MEL). The Monitoring and Oversight Specialist will provide expertise on all aspects of performance monitoring and research studies and assessments.DEPARTMENT: International Programs INPRO was established in 2005, and works on performance and impact evaluations, capacity building, complex surveys, and qualitative data collection, among other research activities, throughout the developing world. Our research covers a range of sectors including education, child and youth well-being, gender equality and women’s empowerment, private-sector engagement, democracy and governance, resilience and food security, land and resource governance, biodiversity conservation, natural climate solutions, agriculture, water and sanitation, and vulnerable populations. Since its establishment INPRO has implemented projects in more than 100 countries in Africa, Asia, MENA, Latin America and the Caribbean, and Eastern Europe and Eurasia.ResponsibilitiesThe Monitoring and Oversight Specialist (M&O Specialist) will support USAID and implementing partner staff with the development of Mission, project, and activity-level indicators, theories of change, and MEL plans. The Monitoring and Oversight Specialist will report to and work closely with the Senior Monitoring and Oversight Specialist. The position is based at the UMLS Office in Kyiv, Ukraine.In all activities, the Monitoring and Oversight Specialist will be mindful of USAID’s requirement for agility and adaptability and ensure timely delivery of products to USAID.Work closely with management to contribute to the project work plan, and to develop plans for new tasks.Review and revise PMP indicators and help develop new indicators; review PMP data, including data reviewing PMP data, including data collection and analysis, and ensuring data quality and utility of all data.Serve as UMLS Engagement Manager for specific tasks, as assigned. In that role, serve as liaison between USAID and the task team, keep track of timelines and deliverables, help identify necessary resources, and ensure smooth communication.Supervise consultants as needed for ongoing tasks.Develop data collection instruments and oversee data collection activities.Lead data analysis and data visualization; promote the use of data for programmatic decision-making.Conduct Data Quality Assessments (DQAs) with UMLS team members and short term consultants.Provide technical assistance and capacity building to USAID and IPs on performance monitoring; assist USAID staff with data quality audits and site visits to address activity performance.Prepare written reports and other related tasks.Review research requirements and become familiar with the assignment to develop concept notes or scope of work.Provide support to other monitoring, evaluation, and learning tasks as required by the UMLS team.Engage fully as a member of the UMLS team, including participating in staff meetings and other team events.Required SkillsAcademic QualificationsMaster’s Degree in a social science, economics, management, psychology, or a related field or a bachelor’s degree and an additional two years of related professional experience. Required Experience And SkillsMinimum of 5 years of experience designing and implementing performance monitoring systems of complex international development projects and organizing and managing data collection processes.Experience developing performance monitoring plans (PMPs), logical frameworks, results frameworks, and M&E plans.Experience developing quantitative and qualitative data collection instruments and performance tracking tools. Experience in indicator development, data collection and analysis, data quality assessments, and statistical methods. Experience in the training, management, and supervision of data collection teams and ensuring data quality. Experience using monitoring data to review programming, trends, and activity needs and willingness to be flexible and adaptable to respond to new information. Strong teamwork, interpersonal, communication, and presentation/facilitation skills. Strong written and spoken English skills, and Ukrainian fluency. Desired Experience And SkillsFamiliarity with USAID programming in Ukraine, USAID performance data information systems, and USAID’s Performance Monitoring and Evaluation Policy and CLA practices. Familiarity with Microsoft Office program suite and Google Drive applications.
