Brief job description
The role of the monitoring and evaluation (M&E) specialist is to implement the monitoring and evaluation work plan and to contribute to the achievement and improvement of program/project quality. The Monitoring and Evaluation Specialist will provide support through the collection and management of program/project input and output data. The monitoring and evaluation specialist also plays a key role in data analysis and implementation of monitoring and evaluation activities at the program/project sites. The Monitoring and Evaluation Specialist will support the monitoring and evaluation function of the program in the field, working closely with field staff to ensure the quality of program/project implementation. He will also provide support to the Accountability and Inclusion Program (AIP) team in ensuring the functioning of Community-Based Feedback and Response Mechanisms (CBRFMs).

Main tasks and responsibilities
- Actively promote PSEA prevention standards within the International Medical Corps and among the organization's beneficiaries.
- Contribute to the creation of a positive image and general trust in the organization, in particular through the application of the Code of Conduct, Ethics, Values and Principles in relation to internal and external participants.
- Apply basic concepts of monitoring and evaluation, fulfill their main purpose, paying special attention to inclusiveness, impartiality and neutrality, and accountability to the affected population (AAP).
- Support the implementation of policies and procedures for monitoring, evaluation and reporting in the country, especially, relating to obligations to the affected population and basic humanitarian standards.
Development and planning of projects
- Participate in needs assessment by providing training for registrars on assessment methodology and tools, selecting respondents, and supervising the field team to ensure the integrity of data collected in the field.
- Ensure that monitoring activities and evaluations were participatory, transparent, and contributed to the reliable and effective functioning of monitoring and evaluation systems. logical matrix, including indicators, for simple projects.
Monitoring and evaluation system
- Ensure the functioning and relevance of various components of the monitoring and evaluation system (M&E ) and maintain the Indicator Tracking Table (IPTT) to monitor and measure output, outcome and impact indicators in various relevant sectors.

- Conduct periodic data quality audits to assess the quality of data collected for indicators.
- Identify and address data deficiencies and issues and ensure implementation of data quality assurance strategies.

Qualitative and quantitative methods
- Use various qualitative and quantitative methods of data collection, including structured and semi-structured interviews, key witness interviews, in-depth interviews, group discussions, focus group discussions and direct observation as tools.
- Conduct training on quality data collection methods for Monitoring and Evaluation Department staff, program staff and interviewers.
- Develop and use key qualitative tools (observation checklists, group discussion and interview guides) for monitoring purposes.
- Use different interview techniques ( structured/semi-structured) and use relevant questionnaires for monitoring purposes when appropriate.
- Engage with communities on accountability, conduct consultations taking into account social dynamics and ensure the collection of representative data on population.
- Perform regular/as needed site visits to monitor the data collection process to ensure data quality.
Mobile data collection and manual data collection
- Determine the appropriate data collection tool based on purpose, advantages and disadvantages of mobile data collection methods.
- Install and configure mobile data collection tools (OKD collect, Kobo collect, ONA collect, etc.) on smartphones or tablets.< /li>
- Develop a simple questionnaire using an XLS form and configure mobile phones and tablets for mobile data collection.
- Use smartphones/tablets for data collection.
- Provide training to Monitoring and Evaluation staff and registrars on mobile data collection mechanisms and software, and provide technical support and troubleshooting problems at all stages of mobile data collection, ensure data transfer from mobile devices and their safe storage (entry/exit system for loggers), as well as device charging.
- Analyze data using statistical software.

Minimum requirements
- Bachelor's degree in social sciences, public health, statistics or international development with experience in monitoring and evaluation. An appropriate combination of education and experience may be replaced by equivalent ones.
- More than 2 years of relevant work experience in a humanitarian organization, in particular in the implementation and management of monitoring and evaluation systems.
