Medair Ukraine
.Kharkiv monitoring and evaluation specialist (MEAL Officer). The overall objective of this position is to ensure that monitoring and evaluation systems are consistently integrated and implemented across Medair's program activities. This involves: creation, development and support of program teams in the use of monitoring and evaluation systems for data collection, summarization and analysis; integration of beneficiary accountability plans and measures into Medair programs; as well as a key role in meeting the reporting needs of key stakeholders (both internal and external).
Project overview:Medair is an international Christian humanitarian organization, which provides emergency assistance to the most vulnerable people in conflict, disease and disaster to ensure they live in dignity and hope. It began its activities in Ukraine at the beginning of March 2022 as a result of the escalation of Russia's military operations in Ukraine. Medair has implemented numerous activities in different sectors such as: housing, health care, cash and non-financial information, social support, WASH, mental health. Medair teams are located in the east, north and west of Ukraine to provide a multi-sectoral approach to assistance. We are looking for a qualified professional to join us in supporting vulnerable communities.
Main Duties and Responsibilities
Monitoring and Evaluation
- Evaluation, Monitoring and Analysis: Under the direction of the MEAL Manager, plan, develop and/or modify high-quality evaluation, monitoring and analysis activities, including the use of tools to collect qualitative and quantitative data, analysis, visualization, for monitoring after the implementation and after the distribution of the program. Support the management and implementation of evaluation, monitoring and data collection activities at the local level.
- Program quality expectations: under the direction of the manager, support the integration of program quality expectations (in particular, the Humanitarian Principles, the Humanitarian Core Standard, the standards " Sphere", donors and Medair) in MEAL activities.
- Data quality: Support the development of data collection tools according to data quality checklists (implementation) Medair. This applies to both quantitative and qualitative data collection. Support project teams in conducting data quality assessments.
- MEAL Reporting: Under the direction of the MEAL Manager, analyze quantitative and qualitative data and reflect results appropriately in summary reports to assist in MEAL donor reporting responsibilities and program reviews.
MEALsystem - strategy, approach and other separate components
- Internal and external communication: Facilitate appropriate, regular, transparent and supportive communication between the MEAL team and all other departments, includingisly at regular base meetings. Keep the MEAL manager informed about the progress of the project.
- Collaboration with the information management team: Work closely with the information management (IM) team to develop and review data collection, analysis and use tools.

Quality Management
- MEAL Planning: Under the direction of the MEAL Manager, contribute in the development of donor monitoring and evaluation plans and AAP plans.
- HR: Control and management of tasks for temporary workers (registrars) in order to ensure quality data collection at the request of the MEAL manager.
- Budgeting and Financial Management: Support the proper financial management of MEAL financial resources, including the completion of Payment Forms (PDF) for activities related to with MEAL.
Provide support in other related tasks as requested.
POSITION SPECIFICATION
Qualification / experience
Professional qualification< /p>
Demonstrative experience and knowledge in the field of statistics, economics, MIS, international development, political science, health care or other related fields
Would be an advantage: bachelor's degree in statistics, economics, information systems management, international development, political science, health care or other related fields
Preferred: higher education in a related field
Work experience
There will be advantage: At least two years of work experience in positions in the humanitarian field
Languages
Required: Good written and spoken English and Ukrainian languages
It will be an advantage: Excellent knowledge of English and Ukrainian languages (oral and written) at a working level
IT/ IM
Good knowledge of programs Microsoft Office (Excel, Word Outlook and PowerPoint)
Desirable: Experience with other programs for working with databases and conducting surveys (ONA/ODK)

Would be an advantage: Strong analytical skills, experience collecting quantitative and qualitative data using a variety of tools (e.g., questionnaires, facilitating focus group discussions, key informant interviews), experience visualizing and reporting on quantitative data, proven recording experiencecomprehensive notes from focus group discussions and/or interviews.
Desirable: have expertise in programs such as: health care, mental health support, water supply and drainage, housing and shelters; Experience conducting training for professional development and operations (e.g. training temporary registrars), experience conducting analysis of qualitative data obtained during for example focus group discussions, knowledge of budgeting for projects.
