POSITION OVERVIEW
Under the direct supervision of the MHPSS Senior Officer and the overall supervision of the MHPSS Program Manager, the MHPSS Officer (Case Management) is responsible for developing and implementing mental health and psychosocial support programs, focusing on provision of social support, general protection case management (GP CM), legal assistance, referrals, cash for protection, and assistive medical and non-medical devices. The MHPSS Officer (Case Management) ensures that activities are evidence-based and adhere to technical standards. The MHPSS Officer will support technical programs from conception to completion. S/he will provide direct and technical supervision of field-level MHPSS technical staff including social workers, psychologists, and legal consultants. The position involves periodic business trips to field sites in Dnipropetrovsk, Kherson, Zaporizhzhia, Mykolaiv, and Kharkiv regions are mandatory.
KEY RESPONSIBILITIES AND DELIVERABLES
- Provide comprehensive technical and operational support to the implementation of general protection case management (GP CM) by FHI 360’s mobile team social workers.
- Line manage MHPSS field staff (social workers, psychologists and legal consultants).
- Assess social protection, mental health, and related needs in villages served by FHI 360’s mobile teams, as well as in community, social and medical institutions.
- Contribute to the design of FHI 360’s socialprotection assistance, GP CM, and legal support activities, incorporating findings from field assessments and stakeholder consultations.
- Provide supervision of mobile team social workers through case review meetings and field monitoring visits. Identify capacity building needs of social workers. Ensure accurate and timely reporting of service provision activities.
- Ensure that mobile team psychologists and social workers are actively implementing referrals following FHI 360’s referral SOP (including updating referral service mapping).
- Support the implementation of cash assistance for medical referral and cash for protection (C4P).
- Provide technical and operational support to mobile team legal consultants to ensure effective service provision and facilitate integration and coordination with other mobile team staff/activities.
- Regularly review data from mobile team services (social protection/case management support and psychological support) and recommend adjustments to program approaches and modalities to improve outcomes.
- Contribute to the development of the MHPSS logical framework, indicators, and monitoring and evaluation plan.
- Support the recruitment of social workers and psychologists in mobile teams
- Support integration of gender-based violence (GBV) awareness raising and case management into mobile team activities in coordination with FHI 360’s protection team.
- Contribute to development of technical materials for GP CM, social protection, and legal assistance activities, including SOPs, tools, and educational materials.
- Participate in national and sub-national protection, MHPSS, and health coordination structures, and liaise with key stakeholders from government, NGOs, and international organizations.
- Produce regular reports of MHPSS activities.
- Any other duties assigned by the Senior MHPSS Officer.
DESIRED QUALIFICATIONS
- University Degree or equivalent in Social Work, Law, Psychology, or related discipline.
- Prior experience supporting implementation of social protection support or case management programming is highly preferred.
- 2 and more years of relevant professional experience in working with vulnerable populations, particularly on issues related to mental health and social protection.
- Prior experience working with NGOs is advantageous.
- Working knowledge of English. Fluent in Ukrainian.
- Experience in dealing with issues of gender-based violence is an asset.
