ROLE PURPOSE

The conflict in Ukraine is resulting in a major humanitarian crisis with over 8 million people having fled to neighbouring countries, and millions displaced within Ukraine. Plan International is responding to the crisis and working in partnership with civil society organisations in Ukraine, Poland, Romania, and Moldova to meet the key needs of those affected by the crisis as well as host communities. This position will play a key role in leading the Ukraine Response MERL strategy and operational activities, ensuring high quality information and analysis is provided in all locations of the response – Poland, Moldova, Romania and Ukraine. The postholder will provide MERL leadership, technical support, and guidance to Plan International teams and partners.

DIMENSIONS OF THE ROLE

The Lead, MERL, will oversee capacity exchange, quality assurance, and procedural operationalization for all monitoring, reporting and evaluation and learning (MERL) responsibilities across response teams. The role will involve working in direct coordination with national civil society partners, interagency partners, and internal partners to implement MERL frameworks, execute capacity exchange plans, and assessments. This role will lead on developing and implementing MERL requirements, in alignment with the Plan International Global policies and procedures and Ukraine Response MERL standards and practice.

ACCOUNTABILITIES

· Lead on providing technical MERL advice to Plan International staff, partners and stakeholders

· Lead the development of project MERL frameworks, working in coordination with in-country Plan staff and partners.

· Ensure all MERL activities have a strong gender focus in line with Plan International’s Global Strategy and Ukraine Response Strategy.

· Develop M&E capacity exchange plans and deliver training, coaching and mentorship to Plan staff and civil society partners, internal and external stakeholders.

· Identify key data visualisation approaches to maintain profile of the response activities and to support learning and improvements.

· Lead and contribute to internal organisational reporting focused on MERL

· Provide MERL advice and input for the development and submission of quality proposals and donor reporting products.

· Contribute to relevant global advocacy and policy objectives with documented learning and evidence.

· Contribute to Ukraine Response Research agenda for the Ukraine Response, supporting planning and post research dissemination plans.

· Coordinate MERL staff through network meetings and collaboration on joint projects

· Foster use of the Child friendly Complaints and Feedback Mechanism toolkit and the Adolescent Consultations toolkits to meaningfully involve children, adolescents and young people throughout the response.

· Build and maintain relationships with relevant government departments, UN agencies and NGOs.

General

1. Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

TECHNICAL EXPERTISE, SKILLS, AND KNOWLEDGE

Essential

· Significant experience in implementing M&E activities in a variety of humanitarian crises, particularly displacement and refugee settings.

· Strong understanding of implementing processes, approaches, tools and methodologies that facilitate and deliver M&E in these context, and organizational learning, that is up to date with best practices in the sector.

· A theoretical and practical understanding of gender attitudes and power dynamics, including why they exist and how they change, and how these attitudes and dynamics shape MERL approaches and methodologies.

· Experience providing M&E technical support to teams and partner organisations.

· Experience of capacity building with a variety of audiences.

· Able to analyse large amounts of data and generate powerful reports and information from them.

· Understand and consistently apply ethical MER practices

· Excellent communication skills. Fluency in English, written and spoken
