Position description:  

Harvest must continuously learn from and adapt its activities in order to improve its functioning and better achieve its results. The Learning and Communications Director ensures the coherence, effectiveness and appropriateness of all Harvest activities. The CLA team includes monitoring, internal and external communications, task design and evaluation functions. It ensures that cross-cutting objectives are adequately reflected and achieved in all of Harvest’s activities. 

The Learning and Communications Director organizes, directs and draws lessons from all Harvest activities and counsels the Chief of Party (COP) and Deputy Chief of Party (DCOP) about CLA throughout Harvest operations. 

Responsibilities:

  • Advise and alert the COP and DCOP about any matters within the Learning and Communications Director’s scope as the he/she believes necessary. 

  • Plan, design, train, conduct and analyze the results of all CLA activities including those described in the Harvest contract and work plans. 

  • Collaborate with all staff members to analyze, monitor, and evaluate information and lessons learned.  

  • Organize and ensure appropriate knowledge management 

  • Lead and manage the CLA team. 

  • Consult Harvest on the market systems approach to agricultural development, including behavior change strategies. 

  • Lead and ensure preparation and monitoring of team plan and budget. 

  • Coordinate preparation and amendments of Harvest’s Monitoring and Evaluation (MEL) plans 

  • Oversee and advise on design, collection and analysis of MEL data. 

  • Oversee all external and internal communications activities, including preparation of reports, plans, success stories, publications and communications campaigns and products. 

  • Oversee the implementation of the Harvest’s branding and marking plan and communications strategy. 

  • In collaboration with COP and DCOP, oversee the design and ensure the implementation of Harvest’s other cross-cutting objectives such as anti-corruption and private sector engagement throughout all its activities. 

  • Oversee the design and ensure the implementation of GESI throughout all Harvest’s activities. 

  • As needed and while keeping the COP/DCOP informed, organize and participate in activities with USAID, other USAID and donor activities, the Government of Ukraine and civil society actors on matters related to CLA. 

  • Use Microsoft Teams as needed to carry out tasks and collaborate with other activity staff. 

  • Participate in collection and analysis of Monitoring and Evaluation MEL data.  

  • Prepare reports, plans, success stories and similar documents as requested.  

  • Comply with Chemonics’ standards of business conduct.  

  • Perform other appropriate tasks as requested. 

Qualifications

  • University degree in Communications or other related field of study

  • At least 12 years of experience in designing, implementing, and managing learning and adaptive management approaches 

  • At least five years of supervisory and/or management experience including providing technical and management oversight to CLA teams 

  • Experience in activities of comparable size, scope, and complexity preferred 

  • Demonstrated experience with quantitative and qualitative data collection, management and analysis 

  • Demonstrated ability to effectively interact with local professionals, international donor organizations, civil society and private sector, host country government counterparts, and other implementing partners. 

  • Native speaker of Ukrainian.   

  • English sufficient for professional purposes and to understand written communications related to the work of the Activity such as emails.  

  • Experienced user of MS Office 365 applications.  

  • Demonstrated success working in a multinational, multilingual team under pressure and tight deadlines. 

  • Fluency in Ukrainian required and proficiency in English with strong oral and written communication skills 

  • Demonstrated leadership, versatility, and integrity

Supervision and Reporting   

The Learning and Communication Director reports to and is supervised by the Chief of Party

Location   

This position is preferred to be based in Kyiv, Ukraine, but candidates working/living in other parts of Ukraine may be considered. 

Level of Effort   

This assignment is full time and long-term employment. The assignment will begin upon receiving USAID approval.

USAID Harvest Program helps grain and oilseed farmers, including low-income groups, to restore production and incomes for targeted crops to at least pre-war levels. At the same time, the program promotes increased production efficiency and profitability, and helps farmers be more successful and profitable to sell their products in wartime conditions.

Job description:

The Director of Learning and Communications ensures the coherence, effectiveness and feasibility of all Harvest activities. The CLA team includes the functions of monitoring, internal and external communications, task development and evaluation. It ensures that cross-cutting objectives are properly integrated and achieved in all relevant project measures and results.

The Director of Training and Communications organizes, manages and learns lessons from all Harvest activities and advises the Chief Project Officer (COP) and Deputy Chief Project Officer (DCOP) on CLA throughout all Harvest operations.

Responsibilities:

  • Advise and notify the COP and DCOP on any matters within the Director of Training and Communications that he/she deems necessary.

  • Plan, develop, train, conduct and analyze the results of all CLA activities, including those described in the Harvest contract and work plans.

  • Collaborate with all staff members to analyze, monitor and evaluate information and knowledge gained.

  • Organize and ensure appropriate knowledge management.

  • Manage the CLA team.

  • Advise Harvest on an approach to agricultural system development, including behavior change strategies.

  • Manage and ensure the preparation and monitoring of the team's plan and budget.

  • Coordinate preparation and amendments to monitoring and evaluation plans (MEL) Harvest.

  • Supervise and advise on MEL data collection and analysis.
