MEAL & Quality Manager is responsible for the development, implementation and management of monitoring, evaluation, accountability, learning (MEAL) and quality assurance systems across all of the organization's programs. This position is key to ensuring that our projects achieve maximum impact, meet international quality standards and donor requirements, and are accountable to beneficiaries and partners.
Requirements:
Education and experience
- Higher education (master's degree preferred) in the field of social sciences, statistics, international development, humanitarian programs or related areas
- Minimum 2 years of work experience in MEAL Officer/Manager positions in international or Ukrainian NGO
- Experience in managing the full MEAL project cycle (from the development of logframes to final estimates)
- Proven experience working with international
Technical skills
- Excellent knowledge of quantitative and qualitative research methods
- Experience in developing data collection tools (questionnaires, interview guides, focus groups)
- Proficiency in MS Excel for data processing and analysis
- Experience with data collection platforms (KoboToolbox, or similar)
- Knowledge of data visualization programs (Power BI, Tableau, or others) will be an advantage
- Understanding of statistical analysis methods (SPSS, STATA, R will be an advantage)
Knowledge of standards and frameworks
- In-depth knowledge of Core Humanitarian Standard (CHS)
- Knowledge of Sphere Standards and other industry standards
- Understanding of ISO 9001:2015 principles (implementation experience is a significant advantage)
- Familiarity with Community Feedback Mechanism approaches
- Understanding of Do No Harm, Protection Mainstreaming, PSEA principles

Responsibilities:
Strategic management of the MEAL system (30%)
- Development and implementation of the MEAL organizational strategy in accordance with Core Humanitarian standards Standard, Sphere Standards and donor requirements
- Establishment and continuous improvement of MEAL policies, procedures and tools
- Ensuring MEAL integration in all stages of the project cycle (from design to completion)
- Development and support of the organization's data management system
- Managing the ISO 9001:2015 certification and maintenance process
Program monitoring and evaluation (25%)
- Development of monitoring and evaluation plans for all organization projects
- Organization and conducting of basic studies, interim and final evaluations
- field monitoring visits
- Data analysis and preparation of analytical reports with conclusions and recommendations
- Tracking progress according to indicators and timely informing management of deviations
Quality management (25%)
- Development and implementation of the standardof quality for all types of program activities
- Conducting regular quality audits (internal and preparation for external ones)
- Control of compliance with organizational policies, procedures and donor requirements
- Community Feedback Mechanism management
- Ensuring the participation of beneficiaries in planning and monitoring programs
- Coordinating the process of documentation and knowledge management
Accountability and reporting (15%)
- Ensuring timely and high-quality preparation of MEAL sections of donors reports
- Supporting project teams in collecting data for reporting
- Verifying the accuracy and completeness of data in reports
- Preparing visualizations, infographics and presentations of results
- Coordinating with the finance department to reconcile program and financial reports
Capacity building and coordination (5%)
- Training of staff in methods of monitoring, data collection and analysis
- Mentoring field teams on MEAL issues
