The MEAL specialist/rank is responsible for the development and implementation of appropriate and effective assessment, monitoring and evaluation systems in the areas he/she controls. He/she shall ensure that all MEAL activities comply with global ACT Meal procedures and promote awareness of ACTED programs.

Objectives:

  1. Implement robust MEAL systems and mechanisms that comply with global MEAL procedures, and ensure effective investigations/results in such a way that timely decisions and informed corrective actions are taken.
  2. Ensure that lessons learned and best practices are discussed and documented.
  3. Liaison with the Acted Accountability Team to provide the affected population with an opportunity to provide feedback, ask questions or file a complaint. 
  4. Ensure the operation and execution of MEAL functions by effectively managing MEAL team members working in the same areas (if applicable). 
  5. Ensure that Acted implementing partners follow transparent processes and are accountable to the affected population. 

1. MEAL systems 1.1. Development of technical and systemicmeasures

a) Updating the MEAL work plan in the areas under his/her control;< /p>

b) Facilitate effective implementation of M&E collection, including development of questionnaires, trackers, organization of logistics of data collection activities and regular check-in with program teams and MEAL country management;

c) Adherence to rules and procedures MEALs, which are described in the ACTED MEAL standard instructions;

d) Training for program teams on the objectives of MEAL activities. 

1.2. Implementation and management MEAL

a) Development and control of the implementation of appropriate data collection and analysis tools, methodologies (for example, questionnaires, focus group discussions, key informant interviews) and dissemination/use of data/information plans;

b) Close monitoring of data collection activities and ensuring the organization and resource of the data collection team as needed and what they provide execution in accordance with field mission plans and data quality standards;

c) Liaising with Acted's information management team to ensure that all data collected by program and MEAL teams are available electronically and/or on paper;

d) MEAL data analysis and timely creation of reports, newsletters with useful statistical analysis and presentationsnotation (diagrams, tables, histograms, pie charts);  

e) Organization of meetings with program teams to discuss results and areas for improvement;

e) Providing support to MEAL head office officials to assess and report on qualitative and quantitative approach, process, results , impact, objectives and performance indicators at target level for all projects;

e) Conduct MEAL capacity building and awareness training for implementing partners and other ACTED-supported institutions, as appropriate, including partner training CSOs regarding the implementation of transparent and accountable processes. 

2. Training

a) Facilitate the active dissemination and use of knowledge gained during MEAL activities among project managers, technical coordinators and project development managers/officers;

b) Facilitate organizing and conducting training events in order to record best practices and lessons learned during the closing of the project or as necessary; 

c) Document and share lessons learned and best practices in a timely manner, and ensure that lessons learned contribute to project improvement and influence the strategic development of future projects and activities;

d) Support implementation and project improvement, providing timely information on project successes that need to be scaled up, as well as challenges, to allow for “correction of direction” throughout the life of the program.

3. Mechanism for consideration of complaints and response to complaints of beneficiaries

3.1. Team Maintenance Accountability

a) Liaising with Accountability Teams to ensure CRM materials are present in all areas of intervention and affected populations can safely provide feedback, ask for help, ask a question or voice a complaint;

b) Monitor the amount of CRM materials available at each point under their supervision and inform in a timely manner to launch new order forms;< /p>

c) Support existing accountability teams to improve capacity and understanding among ACTED staff, partners and contractors on beneficiary accountability and CRM;

d) Conduct monitoring visits to distribution sites to ensure that beneficiaries understand the purpose of CRM and know how to use it.

4. MEAL Area Team Management

a) Ensure that personnel with direct responsibility  understand and are able to perform their roles and responsibilities; 

b) Manage assistants and MEAL enumerators, delimiting their responsibilities and further daily activities;

c) Ensure a positive working environment and good team dynamics;

d) Manage interpersonal conflicts between team members;

e) Conduct regular evaluations of relevant personnel;

e) identify MEAL training needs of team members and discuss plans with the MEAL manager for both internal, as well as for external trainings; 

j) To train, educate and mentor MEAL assistants and enumerators in order to strengthen their technical potential, exchange knowledge in the MEAL team;

5. Other

a) Provideregular and timely information on the progress and obstacles of MEALM and other team members;

b) Perform any other related actions as assigned by the immediate supervisor. 

Key qualifications

  • 2-3 years of work experience in the field of monitoring and evaluation or a related field;

  • Experience with Microsoft Excel and other Office tools;
  • Prior experience working with humanitarian agencies or development organizations preferred;
  • Knowledge of the English language is preferred.
