PRESENTATION OF THE ORGANIZATION

 SOLIDARITES INTERNATIONAL (SI) is an international humanitarian NGO which, for more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their vital needs for food, water and shelter. Particularly involved in the fight against diseases linked to unsafe water, the first cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in around twenty countries, SI's teams - 2000 people in total made up of expatriates, national staff, permanent staff at headquarters, and a few volunteers - work with professionalism and commitment while respecting cultures.

 Solidarites International (SI) is determined to prevent and fight all type of abuse – all act of exploitation, abuse and/or sexual harassment (SEAH) against members of beneficiary communities or collaborators, fraud, corruption, violation of persons and/or property, funding of activities harmful to human rights – that could be perpetrated in the frame of its interventions. MEAL Manager (Monitoring, Evaluation, Accountability, and Learning)

Within the Ukrainian mission and under the supervision of the MEAL Coordinator, the MEAL Manager supports the MEAL Coordinator to ensure that the MEAL strategy of the mission is implemented by the mission staffs. He/she:

  • Contributes to the centralization and harmonization of MEAL tools and processes on the mission
  • Provides a methodological support to all program teams on technical questions linked to MEAL and cross-cutting issues such as: design of M&E plan, quantitative and qualitative data collection, measure of indicators, complaint response mechanism, do no harm analysis etc.
  • In collaboration with the MEAL Coordinator, looks over the quality and relevance of internal monitoring and evaluation activities, recommendations and analysis produced by his/her department (studies, maps…)
  • Provides support training of program teams within his/her fields of expertise

Contributes to institutional knowledge building and improvement of MEAL methods and techniques

JOB

Strategic orientation

·    Participate in developing a sector-based strategy (M&E, accountability, gender, do no harm) in accordance with SI’s policies and priorities for the intervention country

·    Participate in programming work.

Training and technical support

  • Develop program teams’ capacities in the department’s field of expertise: data collection andanalysis (method, format, software etc.), measure of indicators, complaint response mechanism, do no harm analysis etc. Develop training modules along with MEAL Coordinator.
  • Provide program teams with a technical and methodological support for M&E activities, data management (questionnaire design, sampling, data entry, extraction of useful data and interpretation) and integration of cross-cutting issues.
  • Support program teams in creating or adapting tools for: indicators monitoring, impact monitoring (M&E plan and survey tools) or risk analysis.

Monitoring and Evaluation of SI programs

  • Contribute to the elaboration, review and harmonization of M&E tools, data management, especially in M&E Plans.
  • Check relevance of reports, analysis, maps and recommendations produced.
  • Propose adjustments, new activities to improve the quality of the operations or approaches, in consultation with PMs and program / technical coordinators.
  • Upon ad hoc request from the program / technical coordinator, perform advanced analysis.
  • Contribute to terms of references for external evaluations and studies.

Accountability

  • Support the design and roll out of complaints response mechanisms.
  • Check that the key principles of the mechanism are respected.
  • Produce regular analysis of the complaints and feedbacks received.

Institutional Knowledge Building (IKB)

  • Build on institutional knowledge on M&E activities and missions’ results (lessons learnt and recommendations) and make sure these are known by PMs.
  • Support recommendation tracking process and work on action plans.
  • Use SI’s IKB tools to document MEAL tools and methodologies/approaches.
  • Produce a detailed handover report in the approved SI format at the end of the employment.

HR management/Capacity Development

  • Make sure that new staffs are briefed on MEAL’s roles and responsibilities.
  • Participate in the evaluation and in the assessment of the performance of collaborators under his/her supervision
  • Identify training needs

Reporting / communication / representation 

  • Participate in writing project proposals and reports’ paragraphs on crosscutting issues and MEAL.
  • Make sure the right formats and delays are respected.
  • Represent SI when asked and/or delegated to do so.
  • Upon request, develop articles, case studies and success stories.
  • Share with the appropriate authority any information on the security context and any event which may have consequences on SI activities and team safety

 Key skills expected from the candidate: 

  • Studies: No special diploma is required, but a university degree will be an advantage.
  • Experience: Experience in MEAL and in humanitarian sector. Experience in managing people, training and capacity building, teamwork and leadership.
  • Language: English - upper-intermediate and above, Ukrainian – native
  • IT: Strong knowledge in Excel data management and Microsoft tools.
  • Qualification:  Reporting knowledge, humanitarian project cycle. Excellent organization skills and analysis skills. Communication skills (external communication and internal communication).

WORKING CONDITIONS

Place of work: Kharkiv, possible business trips to trips to Dnipropetrovsk, Kharkiv, Mykolaiv, Kherson regions and Kiev.

Contract: fixed-term contract  (according to Ukrainian legislation) 

Type of employment: full-time

Salary:  2380 EURO gross (paid in UAH according to the monthly rate of the bank of the European Commission). 

Additionally:  paid vacation 31 calendar days, paid family leave, life insurance.

ОПИС ПОСАДИ

Керівник програми  MEAL (Monitoring, Evaluation, Accountability, and Learning)

В українській місії, під наглядом координатора з питань MEAL, менеджер MEAL допомагає координатору з питань MEAL забезпечувати реалізацію стратегії місії з питань MEAL з персоналом місії. Він/вона:

  • - Сприяє централізаціїand harmonization of the Mission's MEAL tools and processes
  • - Provides methodological support to all program teams on MEAL-related technical and cross-cutting issues, such as: development of a monitoring and evaluation plan, collection of quantitative and qualitative data, performance measurement, complaint response mechanism, do-no-harm analysis, etc.
  • - In cooperation with the MEAL coordinator, checks the quality and relevance of internal monitoring and evaluation activities, recommendations and analytical materials prepared by him /by her department (research, maps...)
  • - Provides training support for program teams in their areas of competence

Contributes to the institutional accumulation of knowledge and the improvement of MEAL methods and techniques.

Main responsibilities:

Strategic orientation

    < li>Participate in the development of a sectoral strategy (M&E, accountability, gender, do no harm) according to the policies and priorities of IS for the country of intervention
  • Participate in the development of programs.

Training and technical support

  • Develop the capacity of program teams in the field of competence of the department: data collection and analysis , format, software, etc.), indicator measurement, complaint response mechanism, do-no-harm analysis, etc. Development of training modules together with the MEAL coordinator.
  • Provide technical and methodological support to program teams on monitoring and evaluation, data management (questionnaire development, sampling, data entry, extraction of useful data and their interpretation) and integration of cross-sectoral issues .
  • - Support program teams in creating or adapting tools for: performance monitoring, impact monitoring (M&O plan and survey tools) or risk analysis.

< Monitoring and evaluation of the program

  • Contribute to the development, review and harmonization of M&O tools, data management, especially in M&O plans.
  • Check the relevance of prepared reports, analysis, maps and recommendations.- Propose adjustments, new measures to improve the quality of operations or approaches , in consultation with project managers and program/technical coordinators.
  • At the special request of the program/technical coordinator, conduct extended analysis.- Participate in the development of technical tasks for external assessments and research.
  • Responsibilities

    • Support the development and implementation of complaints response mechanisms.
    • Ensure that the key principles of the mechanism are followed.
    • Conduct regular analysis of received complaints and feedback.

    Institutional Knowledge Building (IKB)

    •  Enhance institutional knowledge of M&E activities and mission outcomes (lessons learned and recommendations) and ensure project managers are aware of them.
    • Sustain the process tracking recommendations and working on action plans. - Use RI toolsWith (IKB) to document the tools and methodologies/approaches of the SI Mission.
    • To prepare a detailed handover report in an approved SI format at the end of the work.

    Personnel Management/Capacity Development

    • Ensure new employees are briefed on MEAL roles and responsibilities.
    • Participate in evaluation and performance evaluation of employees under his/her supervision
    • Identify training needs

    Reporting / communication / representation< /strong>

    • Participate in writing project proposals and report paragraphs on cross-cutting issues and IEAs.- Ensure correct formats and deadlines are followed.
    •  Represent SI when you this is requested and/or delegated by the relevant authority.
    • Prepare articles, case studies and success stories upon request.
    • Share with the appropriate authority any information about the security context and any events that may have implications for SI operations and team security.


    Candidate Key Skills:

    • Education:Special degree not required, but higher education would be an advantage.
    • Experience:Experience in MEAL and humanitarian sector . Experience in people management, training and capacity building, teamwork and leadership.
    • Language:English - upper-intermediate and above, Ukrainian-native
    • < strong>IT:Strong data management skills in Excel and Microsoft tools.
    • Qualifications:Knowledge of reporting, humanitarian project cycle. Excellent organizational and analytical skills. Communication skills (external and internal communication).
