JOB SUMMARY
The MEAL Expert will lead the Monitoring, Evaluation, Accountability, and Learning (MEAL) functions for our programs in Ukraine. This role is crucial in ensuring that our projects are effectively monitored, evaluated, and that lessons learned are integrated into future programming. Leading a team of MEAL and data professionals, the MEAL Manager will be responsible for designing, implementing, and strengthening MEAL systems to support program quality and ensure data-driven decision-making across all sectors of intervention.
General objective
Under the management of the Deputy General Coordinator, the MEAL Expert will oversee the design of MEAL systems, ensure high-quality data collection and foster a culture of continuous learning to improve project outcomes. The MEAL Expert will play a pivotal role in ensuring program accountability and transparency, engaging with stakeholders, and delivering evidence-based insights to enhance the effectiveness of Medicos del Mundo’s response.
GEOGRAPHICAL SCOPE OF INTERVENTION:
The MEAL Expert is based in Kyiv with regular visits to our zones of intervention (Kyiv, Chernihiv, Kharkiv and Zaporizhia oblasts).
He/she may also be called upon to support other Medecins du Monde chapters and travel to their regions of operation (Chernivtsi, Sumy, Ivano-Frankyvsk, Odessa, Kherson, Mykolaiv, Dnipro, Vinnytsia and Donetsk).
Medicos del Mundo has been operating in Ukraine since August 2015. It is currently implementing an emergency response and recovery program in the eastern part of Ukraine, (Zaporizhia and Kharkiv Oblats), while maintaining development projects in these same two Oblasts and Kyiv and Chernihiv Oblasts. The program is articulated on two essential pillars, Mental Health and the strengthening of the primary health system, including SRH and the aforementioned Mental Health.
ORGANIZATION CHART
Medicos del Mundo in Ukraine operates through 4 functional bases, the Kyiv base, with two offices: the coordination office and the operational office for Kyiv and Chernihiv Oblasts (a small antenna in Chernihiv); the operational offices in Kharkiv and Zaporizhia and a support office for the latter two in Dnipro.
The MEAL Expert reports to the Deputy General Coordinator and will manage a team of 3 more staff. He/she will directly manage a MEAL Officer (to be recruited) and a Data Manager, who manages a Data Officer. She/he will have functional links with the Coordination team, mostly with the Field Coordinators and the Medical Coordinator and Mental Health and Psychosocial Coordinators. She/he will also work closely with the Grants team.

REQUIRED QUALIFICATION
Academic background: bachelor’s degree in social sciences, Public Health, Statistics, International development or a related field (master’s preferred)
Training or certification in MEAL or humanitarian accountability practices will be an asset.

Minimum 3-5 years of experience in MEAL roles in a humanitarian of development setting, preferably with a health focus.
