Deloitte Company is looking for a qualified candidate for the position of Management and Financial Control Specialist to work in the USAID SOERA Project.< /p>

The SOERA (Ukraine) project team supports the structure, strategy and activities of key Ukrainian organizations engaged in the planning and implementation of the Recovery and Reconstruction (R&R) direction.

Specialist in management and financial control will provide support in the implementation of the task "Improving the activity of the project management unit (PMU)" in order to increase the ability of the PMU to act as a representative of the government of Ukraine in front of donor organizations on technical issues related to the implementation of Reconstruction and Reconstruction (R&R) projects achieved by implementing a transparent and accountable Operating Cost Recovery Mechanism (OCRM), supported by financial and accounting principles, methods and procedures, as well as a comprehensive quality assurance and risk management system.

Responsibilities:< /strong>

• Development and management of relationships with specialists of the Project Management unit.
• Understanding current policies, processes and procedures of the Project Management unit.
• Collaboration with a team from the local and international offices of Project Management to provide recommendations on improving the transparency of financial processes, PMU operational activities, and accountability processes.
• Providing expertise and consulting to the project management unit on project budgeting, forecasting and reporting.

• Support and/or organization of capacity building activities (e.g. trainings, workshops, etc.) to improve funding processes, transparency and accountability of the Project Management unit.
• Support management processes (e.g. adopt participation in management process meetings to facilitate progress reporting and development of change impact management strategies in various departments of the Project Management division).
• Implementation of new change management practices (development of an action plan for stakeholders to effectively manage change) .
• Support and/or assistance in coordinating additional requests from the Project Management unit teams andSOERA Home Office.

Main requirements:

• Higher education in accounting, economics, risk management, business management or related field
• Experience as a senior consultant/junior manager from 3 years
• Previous experience working with donors, or experience working as a consultant/strategic advisor for client international organizations – will be an advantage
• Excellent communication skills in Ukrainian and English
• Excellent organizational skills and attention to detail
• Strong analytical and technical skills
• Ability quickly solve various problems
• Ability to be highly result-oriented and meet tight and clear deadlines
• Ability to delegate and lead teams to achieve results
• Ability to train and communicate acquired professional skills to colleagues

• Experience working with USAD will be an advantage
