Main purpose:

Oversee the day-to-day logistics activities and ensure the maintenance of MSF equipment, facilities and infrastructure in accordance with MSF standards and protocols in order to maintain the facilities in good condition and contribute to the development of the mission.

Responsibilities:

      • Monitor infrastructure maintenance work, manage non-medical supplies and equipment in accordance with MSF standards.
      • Ensure inspection and follow-up of facilities that report to a line manager by making daily visits to these facilities and reporting any anomalies or problems; assessment of needs for restoration works and support of minor construction/repair works in accordance with the instructions of the manager; verification of compliance with safety standards in the premises and monitoring of fuel and electricity consumption by mechanical and electric vehicles, machines and devices.
      • Planning with the line manager the necessary inspections and maintenance work on energy systems and their configurations in accordance with MSF standards.
      • Coordination and management of the logistics team under his/her supervision, including daily supervision, quality control of work performance and definition of tasks for each employee, drawing up work schedules; organization and holding of team meetings; participation in the selection of team personnel, attending logistics meetings and reporting on their activities.
      • Ensuring fleet maintenance, which includes planning and control of timely preventive and ongoing maintenance of all project vehicles in accordance with MSF standards, as well as training and control of drivers on the correctdriving skills and carrying out standard checks.
    • Management and support of orders, which includes the collection of logistics orders from various departments or medical institutions; registration and tracking of orders in accordance with current procedures; provision of technical support to the storekeeper; making local purchases in accordance with MSF supply procedures; ensuring proper conditions for receiving cargo and incoming materials, as well as organizing and preparing materials before their shipment.

Features of the MSF unit:

  • Maintenance supervision MSF facilities in the city of Dnipro (office, guest house, warehouse, ambulance base), in Barvinkovo, Pavlograd, Synelnikovo and at the ambulance base in Zaporizhzhya, as well as in any other places determined by the manager within his/her responsibility; ensuring that all facilities are fully operational, complying with operational standards and maintaining logs of repair and maintenance work.
  • Monitoring and organizing the maintenance of energy systems at MSF facilities, ensuring their reliable operation and preventing interruptions in work, which includes planning repairs and coordinating with technical specialists as necessary.
  • Managing logistics orders and purchases to maintain optimal inventory levels, ensuring the availability of all necessary materials, equipment and resources to meet operational needs in a timely manner.
  • Partial performance of responsibilities related to personnel management for cleaning service and management of personnel/visitor accommodation in accordance with the approved Movement Plan for all bases and locations in their area of responsibility.
  • Management of fuel stocks and responsibility for refueling vehicles as needed.
  • Supervise loading and unloading of cargo, ensuring proper handling and transfer materials and supplies following safety standards and protocols during transportation.
  • Regular monitoring of ambulance bases located in his/her area of responsibility to ensure ongoing logistical and material needs, increase operational readiness and ensure rapid response to medical emergencies.
  • Support the pharmaceutical team by assisting in monitoring and gathering cold chain information at the bases, ensuring adherence to medication storage protocols and working with them.
  • Manage personal protective equipment (PPE) stocks, ensure availability for personnel, track their usage levels.
  • Coordinate logistical support with other units, ensure effective communication between teams and optimize resource allocation to meet the operational needs of MSF projects in the region.
  • Conduct safety briefings for personnel, inform employees of current risks, protocols and safety measures to ensure their safety during work in field locations.
  • Support of officerssecurity in the application of security measures, ensuring compliance with security rules by other members of the MSF team and analyzing the situational context.
  • Participating in the preparation of logistics reports and meetings, providing updated information on the operation of facilities and logistics operations, discussing challenges and jointly developing solutions to improve project efficiency.
  • Executing duty driver duties to support program activities.

REQUIREMENTS:

Education:

    • Required secondary education and formal technical training

Experience:

  • At least 1 year of work with MSF or 2 years of experience in a similar position in other organizations.
knowledge of the English language is desirable.
