1. Background

Team4UA is a Ukrainian charitable organization established in March 2022 implementing humanitarian relief, recovery, and reconstruction initiatives across Ukraine.

Team4UA coordinates the TERA Consortium implementing the humanitarian project EASE 2.0 — Emergency Assistance and Support to Evacuation, which provides multisectoral assistance to internally displaced persons and conflict-affected populations. The project supports evacuation operations from frontline areas, transportation to safer regions, and access to essential humanitarian services.

The project is implemented in partnership with Ukrainian civil society organizations operating in frontline and displacement-affected regions. Strengthening the operational and institutional capacity of these organizations is essential to ensure effective and accountable humanitarian response.

2. Purpose of the Assignment

Under the supervision of the Project Manager, the Localization Officer supports coordination with civil society organizations participating in the TERA Consortium and implementing activities under the EASE 2.0 project.

The role contributes to strengthening the operational capacity of partner organizations through mentoring, coordination support, and field engagement, ensuring that project activities are implemented in accordance with humanitarian standards, donor requirements, and Team4UA internal procedures.

3. Key Responsibilities

A. Local Partner Coordination

  • Coordinate collaboration with civil society organizations participating in the TERA Consortium.
  • Maintain regular communication with partner organizations and facilitate coordination with Team4UA teams.
  • Support local partners in planning and implementing project activities.
  • Promote effective collaboration between consortium members and implementing partners.

B. Capacity Strengthening

  • Support development and implementation of capacity strengthening plans for partner organizations.
  • Conduct assessments of partner organizational capacities and identify development needs.
  • Provide mentoring and practical guidance to strengthen operational and programmatic capacities.
  • Support organization of training sessions on humanitarian standards, operational procedures, and project implementation requirements.

C. Field Monitoring and Support

  • Conduct regular field visits to partner locations and operational areas.
  • Monitor implementation of project activities and provide technical guidance when necessary.
  • Support partners in complying with operational procedures and reporting requirements.
  • Identify operational challenges and propose solutions in coordination with the project team.

D. Quality Assurance and Compliance

  • Promote adherence to humanitarian principles, safeguarding standards, and accountability mechanisms.
  • Support monitoring of service quality provided by partners to affected populations.
  • Ensure compliance with donor requirements and internal organizational procedures.
  • Coordinate with MEAL teams to support monitoring and evaluation processes.

E. Reporting and Documentation

  • Support partners in preparing narrative and operational reports related to project activities.
  • Maintain documentation related to partner coordination and capacity development activities.
  • Provide regular updates to the Project Manager on partner performance and operational progress.
  • Contribute to internal coordination and project reporting processes.

4. Deliverables

  • Effective coordination with local partners implementing project activities.
  • Strengthened operational and organizational capacities of consortium partners.
  • Accurate and timely documentation of partner engagement and project implementation.
  • Quality monitoring of partner-delivered services.
  • Regular operational updates and partner coordination reports.

5. Qualifications and Experience

Education:

  • University degree in international relations, public administration, social sciences, humanitarian studies, or another relevant field.

Experience:

  • Minimum 2 years of professional experience in humanitarian programming, project implementation, NGO support, or organizational development.
  • Experience working with civil society organizations or local partners is strongly preferred.
  • Experience in humanitarian response or protection-related programming is an advantage.
  • Experience working in Eastern or Southern Ukraine is considered an asset.

Technical Skills & Competencies:

  • Strong organizational and coordination skills.
  • Experience in mentoring, training, or capacity building activities.
  • Ability to work in complex humanitarian environments.
  • Strong communication and interpersonal skills.
  • Good analytical and problem-solving abilities.
  • Proficiency in Microsoft Office applications.

Languages:

  • Fluency in Ukrainian and working knowledge of English are required.

6. Supervision and Reporting

The Localization Officer reports to the Project Manager and works in close coordination with the Operations team, MEAL team, and other project staff to ensure effective implementation of activities and coordination with consortium partners

7. Duration and Duty Station

Duration: 12 months, with possible extension subject to funding.

Duty Station: Dnipro, Ukraine

8. Reservation

Subject to Ukrainian legislation and organizational eligibility, the position may qualify for staff reservation (military deferment) in accordance with national regulations.

The localization specialist is responsible for coordinating cooperation with local partner organizations of the TERA consortium within the scope of the EASE 2.0 project.

The position involves supporting the development of the capacity of partner organizations through mentoring, consulting support, coordination of activities and regular interaction with partners. The specialist contributes to the effective implementation of the project, ensuring compliance with humanitarian standards, donor requirements and internal procedures of Team4UA.

3. Main duties

A. Coordination with partners

  • Coordination of cooperation with public organizations of the TERA consortium.
  • Regular communication support between partners and Team4UA teams.
  • Assistance in planning and implementation of project activities by partners.

B. Partner capacity development

  • Supporting the development of partners' organizational capacity development plans.
  • Assessing the needs of partner organizations.
  • Providing consulting support and mentoring.
  • Organizing training activities on humanitarian standards and procedures.

V. Field monitoring

  • Conducting field visits to partner organizations.
  • Monitoring the implementation of activities and supporting partners in following procedures.
  • Identifying operational challenges and participating in their resolution.

G. Quality assurance 700">D. Reporting

  • Supporting partners in the preparation of reports.
  • Keeping documentation on interaction with partners.
  • Providing regular updates to the project manager.

4. Expected work results

  • Effective coordination of work with consortium partners.
  • Strengthening the capacity of partner organizations.
  • Quality documentation and monitoring of the implementation of activities.
  • Timely preparation of operational updates andreports.

5. Requirements for the candidate

Education

  • Higher education in the field of international relations, public administration, social sciences or related areas.

Experience

  • At least 2 years of experience in humanitarian programs, project implementation or support of public organizations.
  • Experience of cooperation with public organizations or local partners will be an advantage.
  • Experience working in eastern or southern regions of Ukraine is an advantage.

Skills

  • Strong organizational and communication skills.
  • Experience in mentoring or conducting trainings will be an advantage.
  • Ability to work in a dynamic humanitarian environment.

Languages

  • Fluency in Ukrainian.
  • Working knowledge of English.

The localization specialist reports to the Project Manager and works in coordination with the operations team, MEAL team and other project staff.

7. Duration of the contract and place of work

Duration of the contract: 12 months with the possibility of extension.

Place of work: Dnipro, Ukraine.

8. Booking

The position may involve booking an employee in accordance with the legislation of Ukraine and the internal capabilities of the organization.
