Introduction:

Daily shelling of Kharkiv Oblast, Sumy Oblast, and Donetsk Oblast has led to significant internal migration, and more than 15,000 civilians in Pokrovsk are under immediate threat. According to the UN, more than 300,000 people in these regions need support, but financial resources for evacuation are limited.

The project "Emergency assistance and evacuation support" from Team4UA offers a comprehensive solution that provides safe transportation and temporary housing for civilians from risk areas. The TERA Consortium, created by Team4UA together with Ukrainian NGOs, includes East SOS as a leading associate partner, as well as the Charitable Organization Aid Coordination Center and Angels of Salvation as members of the Consortium, coordinating evacuation efforts with a focus on vulnerable population groups.

Team4UA Description:

Ukrainian a charity established in March 2022 with experience in emergency relief, recovery and innovative reconstruction projects. We cooperate with UN agencies (WFP, UNICEF) and international organizations and foundations (Mercy Corps, TED). Since its founding, Team4UA has provided humanitarian aid to 2.3 million people, including implementing such projects as the construction of a school in Lviv with the help of 3D concrete printing technology.

Team4UA was created by a team of former technology entrepreneurs who combined their skills and experience to address Ukraine's most important long-term needs. The organization has extensive experience working in frontline regions and areas most affected by hostilities, including near the border with Russia. Since the beginning of the full-scale invasion, our activities have covered the most difficult-to-reach regions, as well as those with the highest concentrations of internally displaced persons or people returning home.

Team4UA teams are based in Lviv, where they provide administrative and financial support, in Kyiv, where our headquarters is located, and in Dnipro, where operational activities, monitoring and evaluation of projects are carried out.

General description of the position:

Under the leadership of the Consortium Manager, The Localization Officer acts as the main liaison between Team4UA and the TERA Consortium on the ground for the implementation of the Emergency Assistance and Evacuation Support (EASE) project with local partners. In accordance with Team4UA's internal policies and procedures, provisions of the UHF and humanitarian principles, the Localization Officer is responsible for strengthening the capacity of NGOs selected as local partners in order to develop their humanitarian professionalism and standards. As the main coordinator, the Localization Officer ensures the effectiveness and quality of project activities planned by local partners, while supporting their capacity building through regular field presence in frontline or IDP reception areasTask and duties:

CSO coordinator: Represent Team4UA and the TERA Consortium to 2-3)- identified CSOs, NGOs) selected as local partners, in order to support the strengthening of their capacity and activity planning within the framework of the EASE project.

Field evaluation: Support the Project Officer in conducting a needs assessment and developing a capacity building plan for each established local partner through interviews, document checklists and site visits.

Conducting trainings: Conducting individual trainings (primarily on-site) for established local partners according to their capacity building needs under the supervision of the Consortium Manager with the technical support of the Project Officer.

Integrated support: Ensure timely planning, implementation and reporting of local partners on project-related activities in accordance with the EASE structure, facilitated by the coordination mechanism of the Operations Officer with direct support in the execution of documentation.

Quality Assurance: Verification of clear adherence to humanitarian standards and principles and the provision of quality services in interactions between local partners and beneficiaries or their staff or volunteers, ensuring constant access to all project documentation and information provided to the MEAL team.

Teamwork:Assisting the Operations Director and Consortium Manager in the implementation of general project activities related to local partners, in particular, in the deployment and control of joint assets.

Requirements:

  • Higher education in the relevant field.

  • At least 2 years of work experience in the field of organizational development or mentoring, humanitarian activities, involvement of volunteers or implementation of projects with NGOs.

  • Attention to detail, adherence to procedures, meeting deadlines, ability to work and solve problems independently and collaboratively.

  • Effective oral and written communication, organizational skills, ability to prioritize and use Microsoft Office programs.

  • Excellent oral and written command of the Ukrainian language. Knowledge of English will be an advantage, but not mandatory.

  • Experience in UHF programs will be an advantage.

  • Work experience in the east or south of Ukraine will be an advantage.

The position will be based in Dnipro. Business trips will be up to 35% of the time, mainly to the locations of local partners in the frontline regions and transit centers covered by the project.

Team4UA team members represent the organization both during and outside of working hours when they are on a business trip. Team members are expected to conduct themselves professionally and at all times respect Ukrainian laws, customs, as well as Team4UA policies, procedures and values.

Contract: 31.07.2025(due to the end of the project) with the possibility of extension if there are new ones.
