Загальна інформація:Фонд «Партнерство за сильну Україну» (ФПСУ) — це багаторічна, донорська програма, що реалізується компанією «Кімонікс Інтернешнл» під управлінням Міністерства закордонних справ, справ Співдружності націй та розвитку (МЗС) Великої Британії та Уряду України. Метою ФПСУ є забезпечення українській державі кращих умов для керування інклюзивним відновленням і відродженням України в партнерстві з громадянським суспільством і приватним сектором в умовах російської агресії. Компонент ФПСУ, що забезпечує досягнення результату 2, спрямований на відновлення державних послуг на деокупованих територіях, які протягом певного часу з початку повномасштабного вторгнення 24 лютого 2022 року знаходилися під російською окупацією.

ФПСУ шукає місцевого(у) експерта(ку) з питань охорони здоров’я та соціальних послуг. Дата початку виконання обов’язків – якнайшвидше в січні-лютому 2025 року, посада передбачає кабінетну роботу та консультації переважно в Києві (Україна).

Мета: 
Місцевий(а) експерт(ка) з питань охорони здоров’я та соціальних послуг займатиметься в першу чергу оцінкою потреб громад у сфері охорони здоров’я та соціальних послуг, визначенням можливостей покращення та відновлення державних медичних і соціальних послуг у постраждалих від війни регіонах та аналізом стабілізаційних політик з метою сприяння покращенню охорони здоров’я. Пріоритетом на цій посаді буде зміцнення систем надання послуг у сфері охорони здоров’я, покращення їхньої доступності та забезпечення стабільної роботи ключових медичних служб національного, місцевого та регіонального рівня. Ця посада передбачає надання практичних рекомендацій щодо усунення прогалин у сфері охорони здоров'я, сприяння покращенню системи надання послуг та підвищення стійкості сектору охорони здоров'я з метою покращення послуг у громадах, які стикаються з поточними викликами.
Обов'язки:
•    Аналіз політик і систем управління шляхом оцінки поточного стану систем управління у сфері охорони здоров’я та надання соціальних послуг на місцевому рівні з акцентом на їхній ефективності в забезпеченні доступу до ключових послуг у сфері охорони здоров’я.

•    Аналіз прогалин і розробка рекомендацій щодо виявлення недоліків в управлінні та підзвітності у сфері медичних і соціальних послуг з наданням практичних рекомендацій щодо системних покращень.

•    Оцінка потреб у сфері охорони здоров’я з метою проведення цільової оцінки потреб у сфері охорони здоров’я та соціальних послуг у постраждалих від конфлікту громадах, визначення критичних прогалин у наданні послуг і забезпеченні потреб.

•    Допомога в розробці рекомендацій щодо забезпечення стабільного надання медичної допомоги та вирішення невідкладних пріоритетів громад у сфері охорони здоров’я у відповідності до цілей відновлення та підвищення стійкості.

•    Керівництво оцінкою спроможності місцевих і регіональних органів охорони здоров'я надавати ключові послуги, надання рекомендацій щодо заходів посилення їхньої операційної спроможності та адаптивності.

•    Розробка стратегій забезпечення рівного доступу до первинної та психіатричної допомоги для вразливих категоThe population of the population, including displaced persons and persons with special needs in the field of health care.

duties and responsibilites: < << • Conducting a Policy and Governance Review by Assessing The Current State Focussing on Their Effectiveness in Ensuring Access to Essential HealthCare Services. Deficiencies in the Delivery of Healthcare and Social Services Governance and Accountability, Offering Practical Recommendations for Systemic Improvements. Normal "> • Healthcare Needs Evaluation to conduct targeted assessments of healthcare and social services needs in conflict-affected communities, pinpointing critical service gaps and unmet demands.

•    Supporting stabilization efforts to develop recommendations to stabilize healthcare delivery, addressing urgent community health priorities while aligning with recovery and resilience goals.

•    Leading capacity assessments to evaluate the ability of local and regional healthcare authorities to deliver core services, suggesting measures to strengthen their operational capacity and adaptability.

•    Designing strategies to ensure equitable primary and mental healthcare access for vulnerable populations, including displaced individuals and those with specific health needs.

•    Leading consultations and data collection efforts, this can include interviews with government representatives, healthcare professionals, and community members to understand challenges in healthcare delivery.

•    Other duties as assigned by the Outcome 2, Service Delivery Lead
Specific Deliverables:

•    Community Survey Tool: Assist in designing a survey tool to assess the state of healthcare services in targeted communities, based on best practices and local needs.

•    Desk Review and Contextual Analysis: Conduct a comprehensive review of national healthcare policies and strategies, focusing on their effectiveness in crisis and recovery settings.

•    Stakeholder Map: Develop a detailed map of key stakeholders, including healthcare authorities, NGOs, civil society organizations, and international donors.

•    Present Findings in a high-quality Report: Produce a report summarizing key findings, challenges, and recommendations for improving healthcare governance and service delivery, with a focus on recovery and resilience. (Report structure and length will be specified separately.)

Qualifications:

•    Advanced degree in public health, healthcare management, public policy, or a related field.

•    Minimum of 5 years of professional experience in health policy, governance, or healthcare systems analysis.

•    Knowledge of social policy, service delivery, or public administration. Specifically in regards to services provided at the local, hromada level.

•    Demonstrated expertise in evaluating health policies and governance frameworks at both national and local levels, conducted needs assessments in healthcare, especially in post-conflict or crisis settings.

•    Proven ability to engage with government bodies, local healthcare authorities, NGOs, and international organizations.

 •    Experience with FCDO-funded or similar international programs is desirable.

•    Fluency in Ukrainian is essential; proficiency in English is highly desirable.

Place of Assignment and Reporting 

This is a part-time/remote work position with field missions, working from the PFRU office in Kyiv, Ukraine according to the PFRU agreed schedule.

 The Expert will report directly to the Outcome 2 Lead, and Governance and Administration Manager.
