Legal consultant (advocacy analyst) of the department of providing legal assistance to the population in International rescue committee

ОГЛЯД ПОСАДИ

Під наглядом старшого фахівця з адвокації соціальних і правових питань відділу надання правової допомоги населенню, юрисконсульт (аналітик з питань адвокації) відділу надання правової допомоги населенню відіграє ключову роль у підтримці реалізації правозахисної та адвокаційної діяльності в межах програми Верховенства Права та надання правової допомоги населенню. Ця позиція об’єднує функції з надання правової допомоги з дослідницькою, аналітичною та адвокаційною діяльністю. Основними завданнями є аналіз правових бар’єрів, що впливають на осіб, постраждалих від війни (внутрішньо переміщених осіб, осіб з інвалідністю, ветеранів тощо), формулювання адвокаційних ініціатив, участь у розробці політик, адвокаційних матеріалів та правових продуктів, а також моніторинг правового контексту. Позиція передбачає регулярну взаємодію з партнерами, органами державної влади та представниками громадянського суспільства. Юрисконсульт (аналітик з питань адвокації) також братиме участь у розробці та впровадженні стратегій локальної адвокації, формуванні доказової бази для адвокаційної діяльності та підготовці юридичних матеріалів, у тому числі аналітичних довідок і policy briefs. Юрисконсульт (аналітик з питань адвокації) виконуватиме свою діяльність у відповідному офісі IRC з регулярними робочими поїздками до у межах відповідальності офісу. Ця роль передбачає роботу на місцях і співпрацю з підрозділами захисту IRC і зовнішніми організаціями надавачами юридичних та адвокаційних послуг.

ОСНОВНІ ОБОВ'ЯЗКИ

• Аналізувати законодавчі та нормативні акти, що впливають на доступ до правової допомоги осіб, постраждалих від війни, ВПО, осіб з інвалідністю, ветеранів та інших вразливих груп;
• Вивчати правові бар’єри та перешкоди у реалізації прав постраждалих категорій населення;
• Проводити моніторинг змін у правовому полі, пов’язаних із захистом прав і свобод громадян у зоні діяльності IRC;
• Розробляти та формулювати адвокаційні ініціативи, спрямовані на покращення доступу до правової допомоги;
• Підготовка адвокаційних матеріалів, аналітичних довідок, policy briefs to support advocacy campaigns;
• Maintain regular contact and cooperation with state authorities, local authorities, partners and public organizations;
• Facilitate dialogue with formal and informal structures of local communities in order to ensure the safe and dignified return of internally displaced persons (IDPs);
• Advocacy before local authorities to ensure accessibility, inclusiveness and clarity of information about legal procedures, in particular regarding obtaining status IDPs and registration of civil documents;
• Cooperation with local self-government bodies and IDP councils on the development of mechanisms for the selection, financing and impact assessment of initiatives implemented by the communities themselves;
  • Participate in meetings, working groups and coordination platforms at the local and regional level;
  • Prepare reports on the work performed, analytical documents, recommendations for internal use and donors;
  • Maintain a database and documentation related to advocacy initiatives and legal assistance;
  • Make regular work trips within the scope of responsibility of the Dnipro office to coordinate activities and monitoring on advocacy issues;
  • Participate in internal meetings, training and strategic planning;
  • Contribute to advocacy initiatives by providing examples of specific cases and data on system legal issues affecting displaced and conflict-affected persons;
  • Interact with the Legal Protection Working Group (RPG) and other coordination mechanisms to advocate for improved legal protection responses;
  • Continuously seek contacts between authorities and key humanitarian organizations and update the contact database;
  • Participate in the preparation of weekly travel plans to the locations of the program activities;

JOB REQUIREMENTS

Education:law degree

Preferably- a valid attorney’s certificate (properly registered in the Bar Association)

Experience:

• Previous experience local or national advocacy.
• Experience in organizing group events, trainings, seminars or workshops.
• Desirable experience in drafting meeting briefings, policy briefs and analytical reports would be an advantage.

Demonstrated skills and competencies:

• Language: Fluency in Ukrainian and Russian languages, good oral and written English skills will be an advantage.
• Excellent communication skills both verbal and written
• Understanding and ability to maintain confidentiality and respect for clients/beneficiaries
• Positive and professional attitude including ability to lead and work well in a team
• High degree of flexibility and strong ability to organize work, meet deadlines, maintain composure, prioritize under pressure, coordinate multiple tasks and maintain attention to detail
• Computer literacy, including Microsoft Word and Excel, if possibleand work with data entry using tablet software

REPORTING STRUCTURE AND TEAMWORK

Internal IRC Collaboration:Legal Affairs Manager, Senior Social and Legal Advocacy Specialist, Legal Counsel, Senior specialist in social support of the department of legal aid to the population, social workers of the department of legal aid to the population, specialists of the department of legal aid to the population, specialist in capacity building and development of programs of the department of public aid, specialist in psychosocial support and other departments of the MRC. External cooperation: legal aid providers, Legal Working Group (PWG), Free Legal Aid Center, entities providing protection and information services, governmental and non-governmental agencies involved in providing assistance to the population.

WORKING ENVIRONMENT AND OTHER NECESSARY INFORMATION

• This role involves office work (approximately 40%) and work in field conditions (approximately 60%).
• This role may require travel to other locations (sub-offices).
