Considering the ongoing conflict in Ukraine, a significant number of people have been displaced across the country. As the situation continues to evolve, Mercy Corps is actively engaged in providing support and expanding its presence in Ukraine. We are involved in various partnerships, emergency response activities, and initiatives focused on cash, information protection, and other critical areas within this dynamic environment.
The Position
In this position, you will play a crucial role in our risk management systems, ensuring business continuity and prioritizing the well-being of our staff.
Essential Responsibilities
Security Risk Analysis:
- Lead continuous security risk analysis for the assigned geographic area, integrating political, military, social, and humanitarian dynamics into structured analytical outputs.
- Develop and maintain area-specific security risk profiles, threat matrices, and risk ratings to support operational decision-making and program planning.
- Conduct in-depth security risk assessments for existing and new program locations, movements, facilities, and activities, ensuring analytical rigor and consistency.
- Produce regular and ad-hoc analytical products, including security assessments, risk forecasts, trend analyses, and scenario-based projections.
- Contribute to the development, review, and updating of Local Security Management Plans and Contingency Plans by providing evidence-based risk analysis and recommendations.
- Identify emerging threats, early warning indicators, and changes in risk patterns, and proactively brief line management on potential operational implications.
- Support senior security management with analytical inputs for go/no-go decisions, access determinations, and risk acceptance discussions.
- Participate in joint risk assessments with program, operations, and security colleagues to ensure shared understanding of risks and mitigation options.
- Maintain accurate and up-to-date security risk analysis documentation and ensure alignment with Mercy Corps global risk management frameworks and Ukraine-specific standards.
- Provide analytical support during incidents and crises, including rapid risk reassessment, impact analysis, and recommendations for adaptive mitigation measures.
- Ensure analytical findings are clearly communicated in written and verbal formats tailored to different audiences, including senior management and field teams.
Security Risk and Safety Hazard Management:
- Implement approved security policies, procedures, and risk mitigation measures across assigned locations in line with Security Management Plans and organizational standards.
- Support day-to-day security operations, including movement tracking, route planning, compliance with security protocols, and application of access procedures.
- Coordinate security support for program activities, field movements, assessments, and partner engagements to ensure safe implementation of operations.
- Monitor compliance with security procedures at field level and provide practical guidance to staff to address gaps or deviations.
- Maintain close coordination with field teams to ensure timely reporting of security incidents, near misses, and safety concerns.
- Support the practical implementation of contingency measures during periods of heightened risk, including relocation, hibernation, or suspension of activities as directed.
- Assist in the management of incident response at field level, including coordination with relevant internal teams and external responders, as required.
- Ensure accurate and timely maintenance of operational security records, including movement logs, incident reports, and security checklists.
- Provide on-the-ground security advice to staff and partners, translating approved risk mitigation measures into practical, actionable guidance.
- Support the delivery of security briefings and inductions for staff, visitors, and partners, focusing on operational procedures and situational awareness.
Training & Orientations:
- Deliver Security and Safety briefings to MC staff and visitors.
- Organize Security and Safety training for MC staff in accordance with the Training Program.
- Conduct in-house training and awareness sessions for MC staff as necessary and in accordance with the Training Program.
- Identify external providers of Security and Safety-related training available in the area of responsibilityand liaise with them when needed.
- Suggest changes to the Training Program as needed.
- Inform staff in the area of responsibility about abrupt changes in the context in accordance with MC established procedures.
Liaison with local stakeholders:
- Establish and maintain effective communication with security staff from other INGOs and NGOs in the same area of responsibility, building a network of contacts, and increasing awareness of security practices used by other organizations.
- Communicate with military and law enforcement representatives in the area of operation during field trips to ensure MC's access.
- Ensure MC is well connected and actively participate in relevant interagency and security coordination mechanisms in the area of responsibility, attending INGO and other interagency security coordination meetings.
- Represent Mercy Corps at external security meetings.
Staff movement security
- Approve staff movement in accordance with the MC established procedures.
- Track staff movement in the area of responsibility in accordance with the MC established procedures.
- Work with operations to track staff location and account for staff in the area of responsibility.
- Report violations of security and safety procedures and rules by the MC staff or visitors.
Report and manage incidents:
- Serve as the primary focal point for incident reporting in the area of responsibility.
- Ensure all security and safety incidents have been filed and reported.
Office Safety/Security Equipment Management:
- Responsible for ordering, tracking, checking, and issuing security equipment, including regular quality and maintenance checks.
- Perform regular assessments of the MC premises, including the office, guest house, and other areas, and identify necessary safety measures.
- Ensure appropriate access control to the MC premises.
- Conduct basic office safety drills as required by minimum standards.
- Originate procurement of security equipment in accordance with MC standards.
Team Coordination:
- Share best practices with other department members. Attend weekly team meetings and actively share lessons learned and needs.
- Replace other members of the Security Team as assigned by the line management.
- Perform duties throughout the country as assigned by the line management.
- Coordinate with, report to, and seek approvals from the Safety Security Coordinator, Security Manager, Security, Safety & Humanitarian Access Director as required for specific tasks.
- Proactively seek personal professional improvement opportunities and discuss the personal improvement plan with the Line Manager.
Safeguarding responsibilities:
- Actively learn about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
- Practice the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.
- Encourage openness and communication in their team; encourage team members to submit reports if they have any concerns using reporting mechanisms, e.g., Integrity Hotline and other options.

- Master’s degree in international relations, Security Management or Police.
- Experience in similar role 5 years.

Living Conditions / Environmental Conditions
The position is based in Dnipro and it requires up to 50% travel to support country programs, which may include travel to insecure locations where freedom of movement is limited and areas where amenities are limited. Housing for this role is in individual housing and staff will have access to good medical services and the living situation is of a high standard. During the field trips living conditions will be adjusted to the field conditions.
