The SOERA (Ukraine) project team supports the structure, strategy and activities of key Ukrainian organizations involved in the planning and implementation of recovery and reconstruction (R&R), the State Agency for Reconstruction and Development of Infrastructure (SARDI), Project Management Unit (PMU) and the Ministry of Reconstruction (MOR), and also contributes to the improvement of coordination between the Ukrainian side and donor organizations.
In particular, SOERA focuses on increasing the transparency, efficiency, effectiveness and capacity of these organizations, working to improve the ecosystem of scientific and research work covering the processes of policy development and their implementation at the national and sub-national levels. within the framework of the SOERA project, including the development of strategic communication mechanisms of MOR, SARDI and PMU, as well as assistance in their communication when interacting with Ukrainian and international stakeholders.
Responsibilities:< /p>
- Conducting an analysis of the visibility of MOR, SARDI and PMU narratives in the information environment throughout Ukraine and key partner countries.
- Conducting interviews with communication teams and spokespersons of MOR, SARDI and PMU, as well as with the media and other internal/external stakeholders.
- Conducting analysis of MOR objectives, channels, tools and communication regarding R&R for Ukrainian and international stakeholders, as well as internal communication structure, processes and procedures, that support them.
- Development of the Ministry of Recovery's communication strategy for Recovery and Reconstruction (R&R).
- Identification of gaps in communication processes, procedures, channels, tools, SARDI information sharing, and communication capacity teams to effectively communicate with Ukrainian and international stakeholders.
- Preparation of a report on identified gaps in SARDI communication processes and creation of a road map to improve strategic communication.
- Providing proposals for MOR, SARDI public communication , PMU and USAID.
Main requirements:
- Higher education in the fields of: communications, journalism, public relations or related fields.
- Minimum of 5-7 years of hands-on experience in government communications, communications in international recovery programs and activities, and/or infrastructure communicationsarchitectural investment projects.
- Experience in developing communication strategies for target audiences both domestically and abroad.
- Experience in optimizing institutional communication management processes.
- Clear understanding strategic communications, stakeholder relations and investment relations.
- Fluency in Ukrainian and excellent written and spoken English.
- Ability to develop communication materials (e.g. message blocks, key abstracts for speeches, etc.) and tailor messages to target audiences.
- Understanding of communications related to the energy sector, construction management and/or civil engineering will be an added advantage.
- Developed written and analytical skills.
- High level of self-organization, ability to work both independently and collaboratively in cross-functional teams.
- Experience in international projects, in particular USAID, will be considered an advantage.
