The organization "Man in Need" has been operating in Ukraine since the beginning of August 2014, and since then, humanitarian programs have been rapidly expanding. At this time, "Lyudyna v bidi" is one of the main humanitarian organizations in Ukraine that provides neutral and independent humanitarian assistance to people affected by the conflict.

General information about the employee role:

Under the leadership of the Senior Emergency Assistance Program Manager, the Emergency Assistance Specialist is responsible for office coordination and overall office operations in Mykolaiv. This covers timely organization of work processes, team management, internal and external representation, as necessary. 

In particular, the Lead Emergency Response Specialist is responsible for the timely and effective planning, implementation, monitoring and reporting of emergency response and early recovery activities within the area of ​​responsibility. In addition, the lead emergency specialist is responsible for the management of the relevant personnel.  

Description of general responsibilities

Internal relations:

  • Contribute to coordination between regional teams and PIN departments as needed (in collaboration with the Senior Emergency Programs Manager); 

  • Immediately inform the Senior Emergency Programs Manager of any issues and gaps and propose solutions; 

  • The employee is obliged not to provide any information related to PIN activities to third parties (including former PIN employees).

External Relations: 

  • Develop and maintain relationships with relevant stakeholders in the JV; 

  •  

  • Actively maintain contact and coordinate work with other M/NGOs, local authorities. Promptly inform the Senior Emergency Programs Manager of any issues and gaps and propose solutions; 

  • Has the right to sign documentation (on the basis of the power of attorney granted). style="font-weight: normal; font-style: normal">Coordinates the evaluation and selection of intervention sites, as well as the selection of beneficiaries in accordance with the PIN Mission Strategy in the country;  

  • Responsible for accurate and timely collection of all data and information at the regional level; 

  •  

     

  • Responsible for identifying local partners for cooperation;   

  •  

     

  • Responsible for understanding the context, changes, trends, needs, etc.disclosures in the provision of assistance within the limits of the ZV; 

  • Provides information at the regional level in the process of project development; 

  • Ensures regular archiving of all relevant project documentation in accordance with PIN archiving guidelines; 

  • Managing direct reports (including planning, capacity building and performance);  

  • Ensuring effective and transparent communication within the team, as well as between regions and the Mission; 

  • Coordinates work with community representatives and local authorities in order to provide humanitarian assistance to communities; 

  •  

  • Contributes to the team's development of work plans for local assistants and closely monitors the provision and quality of services. 

  • Performs other necessary and appropriate tasks and duties as assigned by the Senior Manager of Emergency Assistance Programs.

  • In the case of a large number of different tasks to be performed by the Employee at the same time, the Employee must perform the most urgent and important tasks first. 

work:

  • Experience in managing complex projects, experience in personnel management, experience in humanitarian/rehabilitation programs.
  • Desirable experience in international/non-governmental organizations.

English language:

  • High level of proficiency (Upper-intermediate)

Professional Competencies:

  • Deep understanding of humanitarian principles (humanity, neutrality, impartiality, independence) and their practical application in field operations.
  • Proven ability to coordinate multi-sectoral humanitarian interventions at the territory level in accordance with the organization's strategy and requirementsdonors.
  • Ability to represent the organization in inter-agency coordination mechanisms (clusters, sector working groups, coordination meetings at the territory level).
  • Experience in planning, implementing and monitoring humanitarian projects at the field level.
  • Ability to conduct and monitor rapid needs assessments, multi-sector assessments and context analyses.
  • Knowledge of the MEAL framework relevant to humanitarian activities, including indicators, baselines and targets.
  • Proven ability to lead, supervise and support multidisciplinary field teams.
  • Ability to maintain effective working relationships with local authorities, community representatives, civil society and partners.
  • Understanding of financial management fundamentals including budget tracking and cost control at the field level.
  • Ability to oversee procurement, logistics and asset management in coordination with supporting departments.
  • Strong skills in preparing high-quality narrative reports, situation updates and internal briefings.

  • Competitive salary according to the PIN salary scale of 1665-1839 EUR, depending on competences, (before tax) on the trial period + 5% after the trial period;
