Position Overview:
Under the guidance of the PRoL Coordinator, the Senior PRoL Manager will play a key role in managing and supporting the PRoL teams across Ukraine. This position involves overseeing the effective development and implementation of high-quality advocacy programs, including advocacy case management, legal advice, advocacy monitoring, system strengthening, and other functions as the PRoL program evolves. The focus will be on areas with high numbers of internally displaced persons (IDPs) and host communities exposed to protection risks, as well as regions affected by an ongoing humanitarian crisis.
The Senior PRoL Manager will support the PRoL Coordinator in expanding PRoL programs and will develop innovative ways of implementing them, which include partnerships with national organizations, mobile approaches to service provision and stationary service provision in complex conditions. He will also ensure the technical quality of the programs as well as perform comprehensive program management, including providing technical support to Field Management and PRoL managers in the development of decentralized budgets, MEAL plans, work plans and procurement plans.
On in addition to technical support, the Senior PRoL Manager will actively participate in strategic planning sessions both within the organization and and beyond, interacting with a wide range of stakeholders in the development and management of PRoL programs. The Senior PRoL Manager will also be involved in the preparation of project proposals, providing input based on best practices and lessons learned from field activities, and participating in regular internal and external reporting.
Key responsibilities will also include capacity building and mentoring of field teams, ensuring adherence to PRoL standards set by the IRC, and building a sense of program ownership within the plan decentralization. As a key member of the team, he/she will ensure that the implementation of interventions is based on research, data and evidence, which will enable informed decisions and increase the effectiveness of programs.
The Senior PRoL Manager will also be expected to perform responsibilities of PRoL Coordinator, playing a key role in strategic leadership, stakeholder engagement and program advocacy, ensuring the overall success and impact of PRoL activities.

Program managementand Support:
Support for the management of a complex multi-donor multi-donor PRoL portfolio covering the following activities: case management in the field of protection, providing Psychosocial Support, providing legal advice and monitoring protection:
- Assisting the Coordinator in defining clear goals and priorities for the PRoL portfolio, ensuring compliance to global and regional IRC strategies
- Contribute to the development of comprehensive software frameworks that guide the implementation of PRoL initiatives tailored to the needs of persons exposed to security risks.
- Support the MEAL team in creating robust mechanisms monitoring and evaluation to determine program impact and decision-making.
- Interaction with donors and stakeholders together with the PRoL Coordinator to provide program updates and accountability and to align with their expectations and requirements.
- Promoting and facilitating capacity building opportunities for field staff and partners to improve the quality and sustainability of PRoL interventions.

Maintaining high standards of technical quality at all stages of the project management cycle - from development to implementation, monitoring and evaluation - through:
- Cooperation with the PRoL Coordinator to develop and implement sound, evidence-based projects that reflect PRoL best practices.
- Advising field staff, including managers and senior officials, to facilitate collaborative planning processes involving key stakeholders, providers social services and community members.
- Support the MEAL team in defining performance indicators and outcomes for all PRoL activities, equipping field staff with tools to effectively monitor progress.
- Providing ongoing technical support and problem-solving assistance to field teams throughout the project lifecycle, ensuring adherence to technical standards and best practices.
- Conduct regular site visits to monitor program implementation, gather feedback and provide individual technical support to improve implementation.
- Contribute to practical support during fieldwork visits to PRoL Managers and Senior Officers, addressing pressing issues and identifying areas for improvement in program delivery.
- Lead capacity building initiatives specifically designed for field staff with a focus on monitoringring, evaluation, reporting and data management to strengthen their technical capacity.
- Assist in the collection, compilation and review of internal and external reports for the PRoL sector, ensuring that field staff can facilitate timely reporting to donors.
Development of programs, proposals and integrated programming:
Contribute to the development of programs, design and preparing proposals to attract funding and support for affected populations and communities:
- Collaboration with the PRoL Coordinator and key stakeholders to identify new needs and opportunities to develop PRoL programs in response to change in context.
- Help in the development of innovative project proposals that are directly aimed at meeting the specific needs of various categories of victims population.
- Ensure that proposals include monitoring and evaluation systems that meet donor expectations and can be implemented by field teams.
- Build relationships with donors and participate in joint funding discussions with the PRoL Coordinator. Coordination >,Interaction with stakeholders and Advocacy:
Maintain the PRoL of the Coordinator in representing the IRC in national forums and increase visibility and support IRC programs by:
- Assisting in establishing and maintaining effective relationships with national authorities, non-governmental organizations and international agencies.
- Supporting joint initiatives and sharing of information between stakeholders to develop coordinated strategies.
- Contributing to advocacy efforts aimed at informing relevant stakeholders about issues and challenges at the national level levels.
Partnerships:
Assist in identifying and developing partnerships with local implementing partners to improve defense services by:
- Supporting stakeholder mapping and stakeholder analysis to identify key actors in the general defense sector.< /li>
- Strengthening partnership with relevant national and local organizations.
- Continuous dialogue with partners to share best practices and promote mutual learning.
Supervision and staff development:< /u>
Maintain an open and professional relationship with team members, providing support so that employees can succeed in their responsibilities through management in partnership with the field coordinator:
- Provide technical guidance and consultation, on-the-job mentoring and coaching to team members, focusing on improving their technical competence in project implementation.
- Provide strategic PRoL technical support managers and/or senior PRoL officers, working with them and the Field Coordinator to identify areas of growth and facilitate regular performance reviews, aimed at professional developmentcurrent.
- Collaborate with Human Resources (HR) to assist in recruiting for the department's PRoL, ensuring the team has the necessary technical skills to effectively implement the program.
- Contribute to training and continuous capacity development staff in the field to improve their capacity to deliver high-quality PRoL interventions.
- Visits to field locations to provide technical support and mentoring to field teams, providing them with the knowledge and skills necessary for quality implementation of PRoL initiatives.
- Supporting the decentralization plan by empowering field teams to take responsibility for developing PRoL programs, promoting the development of a culture of technical excellence and accountability.
- Encourage continuous learning, honest dialogue and reflection at the team level to strengthen safeguards, welfare and duty of care, and to promote IRC values and adhere to IRC policies.
- Lead by example and support IRC's commitment to take all necessary preventive measures and create an environment where people feel safe and can report misconduct.
- Requirements
Senior PRoL Manager must meet the following requirements:
- Education: Desirable higher education in the field of law, human rights, international relations, social of Science or in another related field, or equivalent work experience.
- Language: Fluent Ukrainian and English (required).
- At least 3 years of experience in a managerial position multi-year programs and grants
- Deep knowledge of the humanitarian context in Ukraine
- Confirmed experience of technical expertise in one or more of the following areas: defense.
- Previous experience in implementing humanitarian programs protection
- Demonstrated ability to contribute to strategic planning, change processes, results-based management and data-driven reporting
- Be familiar with key donor regulatory documents such as BHA, ECHO, UHF
- Experience participating in coordination forums
Skills and competencies:
- Ability to maintain a fast pace of work, multitask and work under stress
- Demonstrated experience in staff supervision, capacity building, project development and budget management
- Good communication and interpersonal skills with good analytical and writing skills< /li>
