The Danish Refugee Council (DRC) is a leading humanitarian organization in the field of social and legal protection, advocacy and the promotion of long-term solutions for populations affected by displacement.

DRC has been working in Ukraine since 2014, DRC currently has more than 800 employees in Ukraine and in 2024 the organization will continue to expand significantly to implement the response to emergency situations in the areas of social and legal protection, livelihoods, housing/non-food restoration, humanitarian disarmament and peacebuilding (humanitarian demining), through direct intervention, support of civil society organizations (CSOs) and partnerships with CSOs.

DRC is currently looking for a Junior monitoring specialistfor his activityin Sloviansk. This position will report to a monitoring specialist, under the direct supervision of the Head of the Social and Legal Protection Group.

General purpose of the role:

Supervised by the Monitoring Specialist and the Group Leader, the Junior Implementation Specialist monitoring will carry out monitoring measures in the field of social protection of adequate quality, conduct information sessions and provide key messages, identify and support persons at risk, and also conduct social and legal protection measures at the community level, if necessary. The specialist will work closely with communities, civil society organizations (CSOs) and government services to identify vulnerable people in need of support, map services and share information about available services. The position will be based in the DRC office in Slovyansk, with activities and field trips in the Donetsk region.

Your main responsibilities will be:

  • Implement program activities related to the activity from monitoring in the field of social and legal protection, such as household surveys and interviews with key community representatives.
  • Carry out service mapping to identify available social services in communities. Build and maintain relationships with relevant government and non-government social service providers to support safe referrals.
  • Identify and liaise with the Lead Social Protection Monitoring Specialist and Team Leader on protection risks and monitoring needs in identified territories Ensure the collection of both quantitative and qualitative information and data with the help of various monitoring tools in the field of social protection.
  • Conduct individual assessments of particularly vulnerable persons or persons with special risks in the field of social protection to provide assistance to the individualto social protection, funds for social protection and redirections to receive social services.
  • Organize and conduct information activities, including dissemination of key messages, distribution of information materials and holding information sessions, taking into account the needs identified with the help of monitoring in the field of social protection.
  • Conduct regular meetings with public associations/communities and assist in the development of "community action plans" to address social welfare issues. Build the capacity of local actors and key community representatives on key issues such as social protection updating and safe referrals.
  • Contribute to improving the quality of DRC's community-based approach by effectively identifying and coordinating with stakeholders in communities, key carriers of information and representatives of communities. Mobilize and develop strong ties with communities through consistent interaction with public structures and adherence to dignified, culturally sensitive approaches. Support community structures by facilitating meaningful dialogue with groups and mentoring participants to self-identify social protection issues affecting their communities.
  • Coordinating with other units in the DRC to facilitate referrals for social services and information sharing.
  • Any other duties that may be assigned by the Group Leader/ Social Protection Manager, related to the achievement of social protection objectives.

About you:

To be successful in this position, we expect you to have at least 1 year of experience working with IDPs and conflict-affected populations

  • Ability to speak on sensitive topics and work with people in distress.
  • Social work background preferred but not required.
  • Excellent interpersonal and communication skills, including the ability to work effectively with vulnerable individuals, employees and stakeholders from various communities.
  • Strong analytical and reporting skills.
  • Excellent organizational and time management skills, with the ability to prioritize tasks and multi-task responsibilities.
  • Strong sense of personal integrity and understanding of privacy and ethics.
  • High level of proficiency with Microsoft Office, Internet Explorer, Outlook/Exchange, Windows operating systems.

  • Knowledge of English is an advantage.
  • Knowledge of Ukrainian and Russian languages ​​is mandatory.

Wages and working conditions will be in accordance with the Conditions of Employment of the National Staff of the Danish Refugee Council in Ukraine.
