International expert on the development of the National AI Strategy in Fond Shidna Evropa

The Eastern Europe Foundation within the framework of the project "Support for Digital Transformation" (DTA) in accordance with the request of the Ministry of Digital Transformation of Ukraine announces a tender for the search of a contractor for the provision of expert services for the analysis of the best solutions in the field of artificial intelligence (hereinafter - AI) at the international level for the development of the National AI Strategy.

The purpose of the Strategy is to create a comprehensive vision of integrating AI into key sectors of the economy, defense and society, bringing them to a higher level of autonomy, as well as a step-by-step plan for implementing this vision. The strategy should determine the priorities for the implementation of AI for defense and improving national security, the efficiency of public administration, supporting small and medium-sized businesses, developing infrastructure and human capital, as well as ensuring Ukraine's leadership in the region in the field of digital technologies.

Term of service provision: 5 (five) months with a possible continued.

Collaboration format: mixed (online / offline). Preference will be given to candidates who can work in Kyiv.

Involvement in the provision of services: complete.

Main tasks and responsibilities in boundaries contract:

• Development for Ukraine of the National AI strategy, which defines the mission, vision, strategic goals and stages of AI implementation in priority sectors of the state.
• Cooperation with the state, Chief AI Officer and involved experts to coordinate work on the Strategy and ensure consistency of approaches.
• Analysis of the current state of AI in Ukraine, including current legal acts , and adaptation of the best international practices to the Ukrainian context.
• Development of recommendations for the creation of a monitoring system, evaluation tools and key performance indicators (KPI) for the implementation of the AI ​​strategy.
• Ensuring compliance of the Strategy with international standards and recommendations (EU AI Act, OECD, GPAI, etc.).
• Involvement of representatives of the state, private sector, civil society and the academic community in the Strategy development process through consultations, workshops and expert discussions.
• Preparation of documents and presentations for communication of results and support of dialogue with international partners and donors.
• Formation of recommendations for the integration of innovations, development of educational programs and initiatives to support talents in the field of AI.
• Development of an investment attraction strategy for the development of the AI ​​ecosystem in Ukraine.

Requirements for contest participants:

• Higher economic or legal education.
• Experience working on national or international strategic initiatives in the field of AI, digital technologies or innovation.
• Significant international experience, including collaboration with governments, international organizations, technology companies and academic institutions.
• Deep understanding of current trends in the field of AI, including ethical standards, regulatory boundaries and applied solutions in various sectors.
• Ability to work in a multi-stakeholder environment, coordinating with government agencies, the Chief AI Officer, private companies and industry experts.
• High level of organization, strategic thinking and communication skills to interact with stakeholders.
• Fluency in Ukrainian and English (level C1 and above).
