GENERAL OBJECTIVE:
Reporting to the MEAL Coordinator, the Information Management Manager (IMM) will play a pivotal role in designing and overseeing data and information management systems at the PUI Ukraine mission level. The IMM's primary responsibility is to address information management (IM) gaps by establishing data collection and case management systems, as well as protocols for data storage, protection, and management. The IMM will ensure the consistency and quality of collected data, promoting efficiency in IM, data utilization, and reporting for both Programs and MEAL teams, aligned with their specific requirements. 


TASKS AND DUTIES:
Information Management System: 

  • Collaborate with the MEAL Coordinator and Technical Coordinators to design and implement a country-specific Information Management system tailored to PUI Ukraine's needs. 
  • Develop computerized tools to facilitate faster M&E tracking and reporting, providing support to the MEAL department for their application. 
  • Explore and implement innovative approaches to enhance database management, including the use of online and offline databases. 
  • Execute the PUI Information Management strategy, focusing on internal information management, data flows, Data Protection guidelines, and operational IM requirements. 
  • Ensure consistency and interoperability among various datasets and sources in collaboration with the MEAL Coordinator. 
  • Contribute to the establishment of a document management system for archiving project data. 
  • Shape the IM plan for new projects, emphasizing data management best practices and user-friendliness for MEAL and Program teams. 
  • Organize collected data for easy access, ensuring clarity and disaggregation for effective analysis and reporting. 
  • Consolidate all collected data into a centralized database for shared use by programs and MEAL staff. 
  • Adapt IM systems and strategies to evolving needs and emerging programming requirements, proposing innovative solutions to enhance data collection and case management efficiency.

Mobile Data Collection

  • Code and rigorously test assessment tools for both MEAL and Program teams using platforms such as Kobo or other relevant software. 
  • Provide technical expertise in tool design, including form logic, relevancies, constraints, scoring formulas, etc. 
  • Managethe upload of all data collection forms to the Kobo or relevant platform server. 
  • Review translations of data collection forms for coherence, questions, answers, skip logics, and make necessary final adjustments. 
  • Download data from the Kobo or platform server, conduct data cleaning, and share (and archive) the final, cleaned, and compiled dataset with MEAL and Program staff. 
  • Train staff and volunteers in the use of mobile data collection technologies, including tablets and form logics. 
  • Monitor data for trends and patterns, collaborating with program management and the MEAL Manager to share relevant key findings.

Data Quality Management

  • Monitor data quality in databases, identify missing or inconsistent data, and collaborate with program teams to rectify errors and enhance data quality for the mission. 
  • Manage the data collection software account, ensuring proper and authorized usage by PUI staff. 
  • Configure tablets and maintain up-to-date tablet OS and software. 
  • Regularly inspect equipment and systems to ensure high-quality data collection and management. 
  • Provide training on IM systems to PUI staff, offering technical support to enhance data quality and management for both MEAL and Program teams. 
  • Train staff on the IM Strategy and proper use of IM systems.

    Supervision of Information Management Assistant (IMA)
  • Provide guidance and supervision to the Information Management Assistant in executing IM tasks. 
  • Support the IMA in understanding and implementing IM systems and protocols. 
  • Ensure that the IMA is well-trained in mobile data collection technologies and data quality management. 
  • Collaborate with the IMA in monitoring data for trends and patterns and sharing key findings.

Internal Coordination

  • Collaborate with relevant teams or departments to streamline data collection and reporting processes.

QUALIFICATIONS:
Education Degree: University Degree in Computer Science, Information Management, or related fields. 

Work experience: Minimum of two (2) years in similar roles with NGOs or private IT companies

Language Skills: Excellent command of English and Ukrainian languages (both written and verbal).

 Knowledge & skills: 

  • Formulate IM systems and technical requirements. 
  • Analytical skills in research, information management, and analysis. 
  • Experience in electronic data collection tools like ActivityInfo,Kobo, ODK, CommCare. 
  • Proficiency in statistical software 
  • Competence in graphic design and geographic information systems. 
  • Strong knowledge of MS-SQL server and SharePoint. 
  • Proficiency in Excel and Access or other database platforms. 
  • Database creation and maintenance. 
  • Data security and protection policies.
