HUMANITARIAN ACCESS & SECURITY OFFICER / LIAISON OFFICER

REPORTS TO: Humanitarian Access & Security Manager / Area Manager
LOCATION: Mykolaiv
GENERAL MISSION
In collaboration with the Country HAS Manager and the Area HAS Manager, the Humanitarian Access & Security Officer (HASO)'s role is to contribute to ensuring the security of HI staff and assets and to develop as much as possible HI's access to vulnerable populations in its intervention area. In addition, the HASO has the responsibility to help in liaising with local stakeholders in Mykolaiv, Kherson and Odesa oblasts.
MISSIONS / RESPONSIBILITIES
Mission 1. Field assessment:
Escorting missions covering Mykolaiv, Kherson and Odesa oblasts, including assessing of main, alternative, evacuation roads and the possibility of passing, safe places, assessing and checking the availability of medical facilities, as well as basic shelters, compiling the list of representatives of local authorities, humanitarian organizations, and the civil-military administration.
Daily context evolution monitoring.
Following up on implementations of security standards during field missions
Daily support of HI’s teams activity including Atlas and EORE.
Preparing exploratory visits and opening new areas
Support HI operations, providing security assessment and recommendations.
Mission 2. Standards and Expertise:
Ensures the implementation of the HI security policy, operational guide and new security guidelines issued by the headquarters, Country HAS Manager.
Develops a learning system based on experiences and lessons learned in the area.
Supports the development, update and implementation of HI's security system in the area (procedures, documents and tools).
Take the lead in incident management of Mykolaiv base including air alarms, movement tracking and other possible risks or threats
Mission 3. Strengthening the acceptance of the HI program in the area:
Monitors and analyzes the evolution of the local and regional context.
Develops the network by supporting the diversification of information sources and by capitalizing on the information of key contacts.
Reinforces as much as necessary the level of acceptance of HI in the different intervention areas.
Mission 4. Management of operational security and safety:
Produces security analyses and recommendations; and participates in the planning of operations and the resulting security framework.
Provides advice and guidance on evolving security risks, resource requirements, security frameworks and documents, strategies and sharing of best practices for the security management of HI's activities in the area, including input into the definition of future project proposals
Ensures good internal coordination on all security related matters, including with operations and logistics for safety aspects
Support logistics in premises assessment
Participates in incident/crisis management: analysis, technical support, recommendations, implementation, reporting, lessons learned, and framework adjustments.
Ensures an alert and "check & balance" role in the monitoring and management of security.
Management of HAS TO when relevant
Mission 5. Humanitarian access:
Continuously analyzes the humanitarian context, identifies barriers to access, opportunities for improvement, and key actors.
Supports the HAS Manager and Area Manager in implementing a specific strategy to improve humanitarian access.
Liaises and conducts humanitarian negotiations with authorities and key actors in the area.
Mission 6. Capacity building and training in security and access:
Provides training and ongoing capacity building for security personnel.
Develops the security management culture within the area (briefings, trainings).
Integrates newcomers.
Conducts regular security updates for area staff.
Promotes internal coordination with all relevant departments (information sharing, bilateral meetings) in link with the Area Manager.
Support the HAS Manager in daily security management
PROFILE SOUGHT
Qualification(s):
Diploma in management, HR, Humanities, law, economics…
Bachelor or master degree
Experience:
Significant experience in security management
Preferable:
Experience with INGO and/or UN
Skills:
Languages : Ukrainian, English (ability to write official letters in both languages)
Personal qualities:
Excellent communication
Capacity to create and maintain strong link with people from different departments, different background in particular official representatives
Good knowledge of Ukrainian legal system
Capacity to represent HI
High mobility as a lot of movements between the HI bases will be required

ЗАГАЛЬНІ ОБОВ'ЯЗКИ
Спільно з керівником та регіональним менеджером з питань гуманітарного доступу та безпеки фахівець з питань гуманітарного доступу та безпеки (HASO) відповідає за безпеку працівників і активів HI та максимальне забезпечення доступу HI до вразливих груп населення в зоні гуманітарного втручання організації. Окрім цього, фахівець відповідає за встановлення й підтримку зв'язку з зацікавленими особами на місцях у Миколаївській, Херсонській та Одеській області.
ЗАВДАННЯ / СФЕРА КОМПЕТЕНЦІЙ
Завдання 1. Оцінка ситуації безпеки на місці:
Здійснює супровід місій, які працюють у Миколаївській, Херсонській та Одеській області, включно з оцінюванням основних, альтернативних, евакуаційних маршрутів, можливості користування ними, наявності безпечних локацій, оцінювання та перевірка доступу до лікарняних установ та сховищ, складання списку представників місцевої влади, гуманітарних організацій та військово-цивільних адміністрацій.
Проводить щоденний моніторинг змін контексту.
Здійснює контроль над впровадженsafety standards during field missions
Provides daily operational support to HI teams, including Atlas and EORE.
Leads preparation for familiarization visits and the opening of new territories p style="font-weight: normal; font-style: normal">Provides support to HI activities by conducting security analysis and providing recommendations.
Task 2. Standardization and peer review:
Ensures the implementation of HI security policy, operational manual and new security guidelines developed by HQ or the head of humanitarian access and security.
Develops a training system based on the experience gained and results of work in the specialist's area of responsibility.
Supports the development, updating and implementation of the HI security system in the specialist's area of responsibility (procedures, documentation and tools).
Task 3. Promoting a positive perception of the HI program in the specialist's area of responsibility:
Monitors and analyzes the evolution of the local and regional context.
Builds a network of contacts by promoting diversification of information sources and appropriate use of information obtained from key contacts.
Contributes to a positive perception of the HI program in various HI intervention areas.
Task 4. Operational security management:< /span>
Conducts security analysis and develops relevant recommendations; participates in the planning of operations and the development of related security framework documents.
Ensures proper internal coordination on all security matters, including operational and logistical aspects of security
Provides support to the logistics department during the assessment of premises
Participates in the incident/crisis management process: analysis, provision of technical support, recommendations, implementation of appropriate measures, reporting, analysis of lessons learned, adjustment of framework documents.
Ensures timely notification and assessment of the degree of danger in the process of monitoring and managing security issues.
Manages the activities of transport service dispatchers when necessary.
Task 5. Humanitarian access:
Conducts a constant analysis of the humanitarian context, identifies existing barriers to access, opportunities for improvement and key participants in the process.
Provides support to the Head and Regional Manager of Humanitarian Access and Security in the process of implementing a specific strategy to improve humanitarian access.
Maintains communication and conducts negotiations on humanitarian issues with authorities and key participants in the process in the specialist's area of responsibility.
Task 6. Capacity building and training of staff on security and access:
Provides training and continuous capacity building for employees responsible for security.
Introduces the culture of safety management in the specialist's area of responsibility (in the form of briefings, trainings).
Ensures the integration of new employees.
Regularly informs employees in the employee's area of responsibility about the current security situation.
Contributes to internal coordination with all relevant departments (information sharing, bilateral meetings) together with the regional manager.
Provides support to the Regional Humanitarian Access and Security Manager in the day-to-day security management process
EMPLOYEE CHARACTERISTICS
Qualification:
Diploma of higher education in the field of management, human resources, humanities nauc, law, economics...
Bachelor's or Master's degree
Work experience:
Considerable experience in management security
Preferably:
NGO work experience
Skills:
Knowledge of languages: Ukrainian, English (ability to conduct business correspondence in both languages)
Personal qualities:
Excellent communication skills
Ability to create and maintain a reliable working relationship with people from different departments, with different social status, in particular with official representatives of authorities
Awareness of the legislation of Ukraine
Ability to represent the interests of HI
High degree of mobility as it involves frequent travel between three regional offices
