SCOPE OF WORK:
IRC is looking for a humanitarian access and security specialist (HASO) for its activities in Ukraine with trips to the implementation sites of projects and programs. The HASO will work in the relevant field office, supported by the Department of Humanitarian Access and Security, to ensure that the security organization's policies and procedures are context-responsive, contextually relevant and known to staff, and will advise on humanitarian access processes and approaches in close coordination with program teams.
Submitting to the manager unit (Field Coordinator), HASO will implement IRC security and protection management activities, and support contextual analysis and understanding to decision makers, as well as work with key stakeholders to gain and sustain humanitarian access to those most in need . In its work, HASO will give priority to humanitarian principles, humanitarian needs, responsibilities of precaution and strategic action plans of the IRC for Ukraine.
HASO will conduct on-site staff briefings, will support the development and implementation of appropriate plans, standard operating procedures and contingency plans. He/she will support the provision of expert advice on humanitarian security and access to all levels of IRC staff in Odesa, including relationship building, humanitarian access negotiation and mediation, contextual understanding and conflict analysis, consultation and incident management.

Technical reporting to: Humanitarian Access, Safety and Security Manager/Coordinator
Controlled by: any security personnel as the program expands.
Key foundations: program teams, operations teams, humanitarian access, security and other relevant personnel as necessary, with program expansion.
DUTIES
Security and Safety Management
- Support to the Field Coordinator, technical support of Programs and wider staff on all policies, procedures, instructions and planning for personnel security, operational security and program continuity.
- Support to the Field Coordinatorand in evaluating, reviewing and updating safety management plans on a regular basis. Reference and ensure compliance with the IRC Security Management Framework in the SMP and all applications.
- Support the Field Coordinator and the HASS department in working with key stakeholders to develop, consolidate and implement operational procedures and contingency plans.

- Support field coordinator and HASS department in assessment, review and update dormancy and evacuation plans for IRC facilities in Ukraine and to be sure that practical preparations are in place and known to all relevant personnel.
- Support the field coordinator and HASS department in carrying out risk assessments of offices and residences, which are subject to contract and potential offices. Follow up on actions to be taken to ensure safety and security standards are met.
- Support the Field Coordinator and the HASS department in conducting ongoing evaluations of equipment and the protocols by which that equipment is used to ensure minimum safety requirements are met.< /li>
- Implement the best possible solutions for the use of equipment to facilitate communication between staff, including offering secure alternative means of communication and equipment.
- Monitor actions to be taken to ensure compliance with safety standards
- Support the Field Coordinator and the HASS department in ensuring safety protocols, reporting mechanisms and capacity building initiatives that address risks related to gender, staff profile and work experience, and are also sensitive to local conditions.
Network and Communication
- Monitoring and providing support and reporting on non-governmental organization (NGO) security initiatives in the field as appropriate.
- Working to ensure that the IRC, its mission and work in all areas of activity were known and accepted.
- Work to encourage stakeholders to cooperate with the IRC in ensuring the safety of personnel and programs and obtaining permission to continue humanitarian activities in Ukraine.
- Maintaining contact with relevant security actors, for example, NGO security service personnel, security forces, local community stakeholders, local authorities.

Contextual Understanding and Reporting
- Collect and submit regular reports that track incidents and trends in humanitarian access and local security contexts in IRC areas of operation.
- Send daily contextual updates to relevant field and program staff, if necessary.
- Work closely with IRC field leadership teams to ensure that all incidents and accidents are accompanied by a formal written report which is then provided to the relevant parties and properly recorded Ensure that the final incident reports ondata when the IRC closes a case.
- Monitor the operational environment in the region, identify new threats, assess IRC vulnerabilities and recommend possible responses.
- Coordinate regularly with the Field Coordinator and the HASS security department and protection, and to comply with reporting requirements at the relevant offices, as well as other places of interest to the IRC.
- Provide reliable information and contextual understanding of local and national security situations and incidents, together with relevant advice from IRC field staff and program management.
Program development
- •Support the Field Coordinator and HASS in advising program staff on developing conflict-sensitive and context-sensitive approaches in Ukraine< /strong>
- •Field support coordinator and the HASS department in participating in program review meetings and facilitating implementation plans to ensure timely, safe and secure delivery of IRC services to beneficiaries
- •Provide advice to program and field management teams on contextual risks related to humanitarian access, security and protection, and to facilitate the development and implementation of measures and plans to reduce risks.
Staff Performance Management, Training and Development
- • Train, supervise and mentor direct reports whenever possible , including communicating clear expectations, setting annual performance goals, providing regular and timely positive and constructive performance feedback, and documented semi-annual performance reviews
- •Maintaining open and professional relationships with team members, fostering a strong team spirit and providing oversight and guidance to enable staff to succeed work in their positions
- •Identify personnel performance issues as needed and work with HR to document and resolve them in accordance with IRC
's Hiring Policy - •Comply with and act in accordance with the Global Policy and IRC procedures in the field of personnel management, as well as demonstrate by example a high standard ofcompliance with all applicable policies and regulations.
REQUIREMENTS
Job Requirements
Education: A university degree in a relevant subject is preferred, but a secondary education and significant professional experience are considered.
Work experience:
- Proven experience of working in civilian, non-profit or non-governmental organizations within the framework of international humanitarian assistance programs, planning, organizing and implementing security operations on the ground.
- Experience in obtaining information on local, national and international development , as well as providing clear dynamic briefings and analysis of certain and resolving security and policy situations as they arise (both in writing, and verbally)
Demonstrated technical skills:
- Has skills in organizing large-scale, fast-paced, operational field programs
- Situational and opportunity awareness
- Strong ability to provide team building, coaching and development for staff, and also encourage cross-functional cooperation and collaboration
- Strong organizational and coordination skills
- Knowledge and skills use communication technologies, including satellite communication, mobile phones, etc.
Demonstrated leadership skills:
- Excellent relationship-building, interpersonal skills and ability to effectively represent IRC in forums and with external stakeholders
- Strong negotiation and mediation skills with conflict resolution experience required
- Excellent verbal and written communication skills with the ability to clearly and persuasively communicate ideas and concepts to senior internal and external stakeholders
- Experience of working successfully with local stakeholders such as local and international NGOs, local authorities, government, etc. with sensitivity and diplomacy.
- Experience in developing and supporting trainings with staff and partners for professional development and adaptation to the changing requirements of the program
Required/preferred languages:
- Fluency in spoken and written Ukrainian, Russian and English.
Computer/other requirements:
- Full professional competence in Microsoft Office Suite, espin Word, Excel, PowerPoint
Ability to travel:up to 50% of the work schedule.
This position will be based in locations with an IRC presence. Because this is a dynamic and rapidly changing context, the location of a given specialist may change depending on the needs of the program. This position will be unsupervised, with the possibility of review at the end of the first year. Accommodation will initially be in hotels or shared IRC accommodation if outside the employee's permanent residence.
