We are looking for a Humanitarian Access and Security Specialist who will provide a wide range of support in humanitarian access, security and protection issues within the representation in the country. Under the direction of the Country Office Humanitarian Access, Security and Protection Coordinator, the Humanitarian Access, Security and Protection Officer supports the implementation and monitoring of NRC policies, plans, procedures, tracking tools and processes in the country office.
General Responsibilities:
- Support implementation of the NRC Global Safety and Security Management System (HAS) at the country level and implement country-focused elements of the HAS Operational Plan.
- Contribute to building a culture of safe and principled humanitarian assistance and support implementation of the Minimum Standards for Safe and Inclusive programming.
- Conduct fire safety training and regular induction briefings.
- Provide support to the HAS Coordinator in organizing trainings including Hostile Environment Awareness Training (HEAT), Hostile Personal Safety Training (HEIST), Field First Aid Training (FFA), Safe Driving Training (SDT) and Fire Safety training for NRC employees and partners as per policy NRC.
- Assist the HAS Coordinator in the development and maintenance of HAS training documents at the regional office level, including training modules, training calendar and training database.
- Perform administrative and logistical tasks related to the planning, development, and delivery of hostile environment awareness (HEAT), hostile environment personal safety (HEIST), field first aid (FFA), safe driving (SDT), and fire safety training for NRC employees in accordance with NRC policy.
- Provide support to regional oFis in Ukraine and regional offices in establishing and maintaining key contacts with authorities in their areas of operation.
- Ensure compliance with NRC policies, guidelines and procedures, as well as bear specific responsibility for HAS policies and procedures.
Specific duties:
- Prepare and conduct HAS induction sessions for new in-country staff, as well as briefings and debriefings with colleagues or visitors, during which relevant information will be provided on the venues, with an emphasis on practical security risk mitigation measures and mechanisms reporting.
- Conduct a facility assessment (MOISS) for all new leased premises and ensure all safety precautions are in place prior to occupancy.
- style="font-weight: 400; font-style: normal">Monitor the implementation of specified measures for these infrastructures.
- Provide the necessary training on the proper use of alternative means of communication in cooperation with support teams. font-style="font-weight: 400">Upon certification, facilitate/assist the HAS Coordinator in planning and conducting periodic Hostile Environment Personal Safety (HEIST), Field First Aid, and Fire Safety training for employees in the region, maintaining an appropriate training log.
- Facilitate relocation or relocation of employees in emergency situations.
- Promote the principles and commitment to protection within the NRC and among the communities served by the NRC.
- Perform any other HAS and position related tasks as delegated by the line manager.
- Contribute to capacity-building and knowledge-sharing initiatives with local partners on security risk management and humanitarian access in the region, in coordination with the HAS Coordinator and Partnership Coordinators.
- Maintain regular assessments of training needs, form strategic training plans.
- Support the identification of capacity building needs and train staff on existing security packages and protocols as needed in close collaboration with HR.

Maintain an overview of best practices, developments and tools. - style="font-weight: 400; font-style: normal">Cooperate with other INGO country training teams to share practices.
- Cooperate with UN agencies, NGOs, and other external entities to exchange and receive information on security issues.
style="font-weight: 400; font-style: normal">Professional competencies:
- Minimum of two years of relevant work experience in humanitarian or development operations.
- Basic understanding of humanitarian principles and their application in programmatic and advocacy activities, NGO security and risk management, as well as humanitarian access.
- Prior experience working in complex environments.
- Proficiency in MS Office programs, including Word and Excel.
- Proficiency in the relevant language - Ukrainian and English, both written and spoken.
Skills, knowledge and experience related to the context:
- Experience of interaction with communities and authorities, as well as with NGOs.
- Proficiency in Russian and/or spoken Russian is an added advantage.
