About the Role
This is a strategic HRD-level role with national scope, not a traditional corporate HR position.
We are looking for an HRD / Senior HR Leader ready to apply their expertise beyond the corporate environment and contribute to the national-level implementation of the Youth Guarantee in Ukraine, in close cooperation with government institutions and international partners.
The role represents a transition from managing an HR function within a single organisation to designing and implementing systemic solutions in youth employment, employability and career development.

Key Objective of the Role
To provide strategic and expert-level contribution to the implementation of the Youth Guarantee in Ukraine, from pilot initiatives to sustainable nationwide roll-out in line with EU standards.
Key Responsibilities
Contribute to the national-level implementation of the Youth Guarantee in Ukraine, in line with EU standards and best practices
Provide expert support throughout the Youth Guarantee implementation cycle: preparation, piloting, scaling and institutionalisation
Support the development and implementation of employment, career guidance and skills development mechanisms for youth, including NEETs and vulnerable groups
Integrate strategic HR approaches (talent acquisition, career pathways, skills development, workforce planning) into national employment programmes
Contribute to the design and strengthening of coordination mechanisms among ministries, employment services, education providers and social partners
Support the development of sustainable HR and employment tools ensuring the long-term functioning of the Youth Guarantee beyond the pilot phase
Work with data, analytics and practical employment experience to transform insights into scalable national solutions
Engage as an expert with international partners and donors (EU, international organisations)
Support the development of monitoring, evaluation and continuous improvement approaches for the Youth Guarantee
Perform additional youth employment–related tasks assigned by key ministerial stakeholders
Profile We Are Looking For
HRD / Head of HR / Senior HR Business Partner
A senior HR leader with strategic and systemic thinking
Strong expertise in:
recruitment and employment
talent development and career pathways
skills and competency management
labour market dynamics
Interest in national, social and international projects, beyond the corporate HR environment
Experience working with public institutions or international organisations is an advantage
Requirements
7+ years of HR experience, including strategic or leadership-level roles
Strong understanding of labour market and employment systems
Experience working with multiple stakeholders and complex governance structures
Ability to operate in large-scale, long-term and evolving environments
Fluency in Ukrainian and English (written and spoken)
