Daily shelling of Kharkiv Oblast, Sumy Oblast, and Donetsk Oblast has led to significant internal migration, and more than 15,000 civilians in Pokrovsk are under immediate threat. According to the UN, more than 300,000 people in these regions need support, but financial resources for evacuation are limited.

Project "Emergency assistance and evacuation support" from Team4UA offers a comprehensive solution that provides safe transportation and temporary housing for civilians from risk areas. The TERA Consortium, created by Team4UA together with Ukrainian NGOs, includes East SOS as a leading associate partner, as well as the Charitable Organization Aid Coordination Center and Angels of Salvation as members of the Consortium, coordinating evacuation efforts with a focus on vulnerable population groups.

Team4UA Description:

Team4UA is a Ukrainian charitable organization established in March 2022 with experience in the field of emergency relief, recovery and innovative reconstruction projects. We cooperate with UN agencies (WFP, UNICEF) and international organizations and foundations (Mercy Corps, TED). Since its founding, Team4UA has provided humanitarian assistance to 2.3 million people, including implementing projects such as the construction of a school in Lviv using 3D concrete printing technology.

Team4UA was created by a team of former technology entrepreneurs who combined their skills and experience to solve the most important long-term needs of Ukraine. The organization has extensive experience working in frontline regions and areas most affected by hostilities, in particular near the border with Russia. Since the beginning of the full-scale invasion, our activities have covered the most difficult-to-reach areas, as well as those with the highest concentration of internally displaced persons or people returning home.

Team4UA teams are based in Lviv, where they provide administrative and financial support, in Kyiv, where our headquarters is located, and in Dnipro, where operational activities, monitoring and evaluation of projects are carried out.

< b style="font-weight: 700">General summary of the position:

HR manager plays a key role in combining HR functions with the strategic goals of Team4UA. As a key member of the Board of Directors, he develops and implements HR strategies that support attracting, retaining and developing talent, as well as building a strong team. The HR manager ensures the compliance of all personnelprocesses to Ukrainian labor legislation, internal politicians and donor requirements.

The main tasks are the management of recruitment processes, talent development, building a positive corporate culture and continuously improving HR procedures. The manager also ensures HR data is up-to-date and collaborates with managers at all levels to increase team effectiveness and contribute to organizational goals.

Together with the heads of operational and program departments, as well as the general director, the HR manager provides strategic support to personnel management, forming a motivated, productive and engaged workforce that actively supports the mission of Team4UA.

Tasks and responsibilities :

1. Strategy and vision:

  • Lead the HR department, set priorities and direct resources to implement HR strategy.
  • Collaborate with top management to create HR strategy, personnel structure and project budget.
  • Develop and implement new HR practices and procedures, eliminate gaps in existing systems.

2. Recruiting and employment:

  • Control the hiring and firing process, ensuring compliance with labor legislation and donor requirements.< /li>
  • Adaptation of new employees: ensure provision of all necessary documents and access, organization of training.

3. Human resources management:

  • Maintain compliance of personnel documentation with legal requirements and Team4UA policies.
  • < li>Coordinate employee performance appraisal processes, training HR team and managers.
  • Update salary scale, ensure competitiveness of compensation.
  • Develop organizational structure for projects, organize health insurance and internal management relations.

4. Human resource management:

  • Supporting the team's career growth, organizing training events and mentoring.

    5. Policies and regulations:

    • Develop and update personnel instructionsii in accordance with legislation and donor requirements.
    • Monitor changes in HR legislation, practices, ensure compliance with Team4UA policies and contribute to their improvement.

    Candidate requirements:

    • Higher education in the field of personnel management, psychology, labor law, organizational development or related fields, or other relevant education. 
    • At least 5-6 years of experience in the development of HR strategy and systems, as well as in the administration of personnel processes in a management position in humanitarian non-governmental organizations. 
    • Work experience in the field of personnel management in an NGO. 
    • Deep understanding of Ukrainian personnel policy. 
    • Knowledge of complex emergency situations, security issues and appropriate response measures in Ukraine. 
    • High level of attention to detail, following procedures, meeting deadlines, ability to solve problems independently and work effectively in a team. 
    • Knowledge of regulatory requirements of donors, in particular USAID, EU, FCDO, UHF and others. 
    • Developed personnel management skills, deep understanding of HR principles, practices and legal requirements in the field of personnel management. 
    • Excellent negotiation, representation and communication skills. 
    • Proficient in MS Office (Outlook, Word, Excel, PowerPoint). 
    • Fluent oral and written command of the Ukrainian language, as well as a good command of English are mandatory (B2/C1). 
    • Ability to work effectively in a team distributed across the country in conditions of increased vulnerability.

    Contract: until August 29, 2025 (in connection with the end of the project) with the possibility of extension if there are new ones.
