Location:   Kharkiv (primary location)/ remote

Reports to:                              Disciplinary: Country Director UKR, Head of the Programs department in Ukraine

Technically: MEAL Team Lead Help Ukraine, HQ MEAL Coordinator

The Help Localization Facility (“HLF”) is a global programme aiming to develop, provide and manage an innovative financing instrument that will provide local organizations long-term access to high-quality, flexible financing for their humanitarian project work. Additionally, the HLF will provide tailor-made support and capacity development to the implementing local partner organizations. 

Position Summary

The HLF MEAL senior Officer, UKR is responsible for managing the MEAL function of the HLF in Ukraine with and for local partners of the HLF Global Programme and for the HLF Global Programme, ensuring quality and visibility of the programme to internal and external audiences. This role ensures compliance with Help MEAL procedures and guidelines within the HLF program in Ukraine, contributes to compliance at HLF global level and provides support and technical guidance internally in Ukraine and externally to local partner organizations strengthening their capacities. S/he works in coordination with MEAL Team lead in Ukraine, Project Management and Coordination HLF in Ukraine and Global MEAL coordinator in HQ and is supported by them, where needed. 

 Primary Responsibilities

Set-up Phase

  • MEAL tool development & data management: Support the set-up of the digital monitoring data management tool for the HLF Global Program with a focus on Ukraine.
  • Support the preparation of reporting templates for partners, ensure that later reported data can be easily translated into the overall Logframe and be used for donor reporting and communications.
  • Plan the MEAL framework for the HLF in Ukraine (including timeframes for Baseline, Midline and Endline studies).
  • Ensure alignment with cluster specific reporting requirements and standards when developing MEAL tools and reporting templates.
  • Monitor updates to the Humanitarian Needs Response Plan (HNRP) and incorporate relevant changes into MEAL planning and reporting processes.

Implementation Phase

  • Oversee and implement MEAL procedures for all HLF operations internally in Ukraine for the HLF global programme and externally with HLF local partners.
  • Implement and guide the MEAL framework for the HLF, including the use of the digital data management tool to ensure effective data management and tracking of programme results at different levels.
  • Design simple and complex sample questionnaires using Kobo and/or other tools.
  • Conduct data analysis from collected monitoring data.
  • Assist in the development of Terms of Reference (ToR) for external surveys (e.g. Mid- and End-line studies) and consultant recruitment and selection.
  • Coordinate the review of all survey reports (e.g. from internal monitoring, from external consultancies, etc.) among respective HLF colleagues.
  • Support Partner MEAL, including MEAL capacity strengthening and monitoring (see below).
  • Monitor project activities of the partner organizations and regularly participate in monitoring visits to project sites to collect data, check the quality and implementation status of activities and/or provide feedback to partners.
  • Follow up on complaints and feedback mechanism of the partners
  • Have regular meetings with local partners to raise any complaints or feedback collected
  • Organize Lessons learned workshops with the partners to inform the HLF Global Programme
  • Ensure organized storage of reports and data on the HLF Programme.

Supporting partner MEAL & capacity enhancement might run as follows 

  • Identify capacity strengthening needs related to MEAL together with local partners: (1) through a Partner Assessment and (2) via additional in-depth exchanges with each partner regarding e.g. donor related and/or Help standards.
  • Based on the assessment, built MEAL capacity of local partners by creating a tailored and needs-based training plan and setting goals for the partnership.
    • Conceptualize and run capacity development sessions to address MEAL topics (e.g. group sessions, peer learning sessions). This can include, e.g., setting up a MEAL System (Logframes, indicators, data collection, baseline/midline/endline studies, Post-Distribution Monitoring (PDM) surveys, field monitoring (quality monitoring, FGDs, KIIs), feedback and complaints mechanism, …).
    • If necessary and applicable, provide training for local partners on cluster reporting requirements, including reporting in ActivityInfo, Sidar, RAIS+, and other sector-specific platforms, ensuring proper data submission and adherence to cluster standards.
  • Support: Accompany local partners with their practical MEAL preparation, implementation, and documentation giving continuous guidance.
    • If necessary and applicable, support and guidance to partners in preparing and submitting reports for cluster coordination mechanisms, ensuring timely and accurate data provision.
  • Monitor and Control: Monitor and follow-up on partner’s MEAL.
  • Collect feedback from partners if needs are/were met and about the quality of the partnership; ensure that partners can give honest feedback on the collaboration with Help and can voice matters of concern and improvement needed. 

Overarching tasks:

  • Represent HLF’s interests in strategic MEAL discussions, e.g. on a regional level.
  • Coordinate communication between local partners and HQ related to MEAL matters.
  • Ensure compliance with external and internal MEAL guidelines, standards, and technical requirements, for all supervised projects.
  • Participate in HLF workshops and present collected data and progress of the HLF global programme.
  • Provide support for tasks and activities beyond the HLF, as needed, to meet broader organizational requirements - only after prior agreement with Team Lead Global HLF Programme, based at HQ.
  • Demonstrate problem solving and report, if necessary, to higher levels in a timely manner.
  • Participate in and contribute to HLF global program team and other staff meetings.
  • Other ad hoc assignments that may arise.

Convince us with:

  • Higher education, with background in M&E and/or information management.
  • At least 3 years of relevant professional experience in designing, implementing, and overseeing monitoring and evaluation tasks, including project documentation and reporting within development cooperation and/or humanitarian aid.
  • Experience in database design and other tools (e.g. TolaData) for information management.
  • Experience in data collection with the help of digital tools (e.g. Kobo Toolbox).
  • Experience in analysis and interpretation of quantitative and qualitative data.
  • Experience in capacity development and training of staff and/or partner organisations.
  • Ideally, experience in the NGO environment and/or in working with German and international donors.
  • Proficient in MS Office and other relevant software.
  • Strong presentation skills.
  • Language skills: Fluency in English (written and oral) and Ukrainian.
  • Communication skills: Strong interpersonal communication skills with diverse audiences; from marginalised, underserved populations to high-profile professionals, and demonstrated sensitivity/awareness.
  • Problem-solving skills: Ability to solve any occurring problems quickly and in a satisfying way. 
  • Stress resilience: Strong organizational skills, with the ability to prioritize and work efficiently under and keep up with pressure.

  • Work with partners: able to build atrust-based respectful working relationship, but able to hold discussions, and be convincing and strict, if necessary (to ensure that donor requirements are met), friendly attitude and trustworthy.
  • Ability to follow-through: support the partner from the first contact until the project is closed and the partnership ends, ensure that all necessary documentation for donor reporting is available (together with controlling)
  • Ability to work both independently and as part of diverse teams, with a high degree of judgment and professionalism, as well as virtually with a team across multiple countries.
  • Travel: Willingness and availability to travel regularly
