Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights.
Since 2022 HI is conducting a multi-sectoral life-saving assistance to displaced and non-displaced populations in Ukraine and is currently working in sectors such as protection, health, AVR, cash and strengthening and supporting inclusion, access to the services and the protection of the rights of the most vulnerable conflict-affected people.
Health Project Manager – General Mission
Reporting to the Area Manager, the Health Project Manager (Health PM) contributes to the implementation of HI’s health strategy in the area of operations. He or she is responsible for the implementation of his/her project which aims to address specifics needs (mental health and psycho-social support, functional and physical rehabilitation) of vulnerable persons. The project is primarily responding to the needs of internally displaced persons but also aims at supporting host communities and local services by addressing identified needs, and by promoting inclusive humanitarian assistance. The key aim of this project is to foster the connection between hospitals and communities, ensuring a proper follow-up to patients whose access to healthcare is greatly reduced once they are discharged from hospitals.
The Health PM will manage a team including a Project Supervisor, MHPSS and Physical Rehabilitation Technical Officers, Physiotherapists, Psychologists and Psycho-Social Support workers. The Health Project Manager ensures the optimal management of resources allocated to his/her project, and coordinates with HI Logistics, Finance and Human Resources services for a timely and efficient assistance delivery. The Health PM must create a robust collaboration with the MEAL department in order to guarantee proper data collection and accountability for the implemented activities. He/she regularly reports to the Area Manager, in coordination with the other relevant Managers and Technical Specialists involved in HI’s strategy implementation (i.e. Rehabilitation, MHPSS, other fields of expertise according to HI’s mandate and evolution of needs).
MISSIONS/RESPONSIBILITIES
- Team management
1.1. Line-manages the project’s team members (including a Project Supervisor, Rehabilitation and MHPSS staff):
- Sets individual objectives, evaluates individual performance, contributes towards the professional & career development of his/her team members, monitors competences.
- Organizes and leads regular team meetings. Organizes and facilitates clinical supervision and case discussion meetings.
- Manages conflicts within the team with the support of the Area manager and the HR department when appropriate, promoting a safe and healthy working environment for the team.
1.2. Manages the recruitment and selection of new team members/open positions.
1.3. Ensures strict application and respect of the mission’s internal policies by the project team;
2. Implementation and Monitoring:
2.1. Ensures project implementation and quality, in collaboration with the relevant services and in line with general standards and procedures:
- Ensures the planning of activities on a weekly and monthly basis and establishes action plans;
- Ensures that activities are implemented in line with the project proposal, relevant indicators, and allocated budget;
- Ensures a strong connection between the physical rehabilitation (Rehab) and Mental Health and Psycho-Social Support (MHPSS) components, in line with the comprehensive approach of the project;
- Manages expenditures and ensures a follow up of budget lines for the project’s activities;
- Supported by MEAL department and Technical Specialists, ensures that activities are implemented according to internal quality and technical standards and with accountability to beneficiaries and relevant stakeholders. If necessary, proposes adjustment or improvements to help meet objectives and strategy;
- Prepares and monitors partnership agreements with implementing partners and other potential stakeholders;
- Ensures the effective implementation and follow up of institutional policies (PSEA, mandatory cross-cutting approaches, etc.) on his/her project;
- Coordinates and collaborates with relevant internal services, especially logistics, RH, finance and technical resources;
- Adopts an evidence-based, data-driven approach and is able to justify implementation decisions;
- Works closely with other Project Managers to promote synergies whenever possible.
2.2. Ensures effective project data management:
- Being responsible of the project’s data, ensures that the appropriate data
- collection and management tools are in place within the project, in line with HI standards and in collaboration with MEAL department;
- Ensures that data related to the project is collected and regularly compiled in the project database, and that access to sensitive information is regulated and confidentiality maintained;
- Carries out regular verifications and makes any necessary corrections in the activity database;
- Guarantees the proper archiving and accessibility of information and documents.
2.3. Ensures project reporting:
- Monitors the achievement of results and indicators, as per the logical framework
- Is in charge of producing the appropriate reporting tools: monthly, interim, final reports, cluster report, PM Box, any other reporting that is necessary;
- Provides regular feedback on projects and progress, and quickly communicate any problems, difficulties or delays in implementation, in a solution-oriented manner;
- In collaboration with the Grants department and when requested, writes qualitative reports for the funding agencies when relevant and monitors donor deadlines (grants, reporting, audits) concerning the project;
2.4. Prepares and steers project evaluation and capitalization:
- Under the guidance of Area Manager, conducts a regular review of the status of the project;
- Produces project capitalization and lesson-learned material with mitigation measures and ways to improve.
3. Technical expertise: Mental health, psycho-social and physical rehabilitation support to beneficiaries and staff
- Conducts needs assessments in hospitals and at community level to identify needs and establish priorities and modalities of service provision (comprehensive MHPSS and Physical Rehabilitation approach);
- Supports the Technical Specialists to set up all the necessary technical tools and guidelines in compliance with HI technical framework by providing relevant inputs, and ensures their implementation;
- Contributes to the development of research and innovation projects in his/her sectoral scope when relevant.
4. Influence & Communication:
- Contributes to HI’s external representation by participating to relevant coordination and networking events;
- Communicates on the project to partners, authorities and stakeholders; engages with relevant stakeholders such as clusters, MoH, local authorities, other NGOs, etc…
- Follows the internal communication guidelines and contributes to the communication Country strategy.
5. Strategy & business development:
- When asked, contributes with relevant inputs to program or country operational strategy;
- Contributes to drafting new project proposals for the continuity or expansion of the project;
- Identifies strategic priorities for health interventions in coordination with Area Manager, Technical specialists, and PMs from other HI sectors;
- Identifies and follows strategic partnership with local organizations of different nature and if necessary support those organizations in developing their activities;
- Participates in the local sectoral meetings (remote/in-person) and organizes meetings with other Health actors to identify gaps and priorities. This could also extend to other sectors as necessary.
PROFILE SOUGHT
Qualification(s):
- First level degree (Undergraduate degree or equivalent) in international development, humanitarian assistance, human rights, Project Management, or similar.
Preferable:
- Relevant education in the sectors of intervention (psychology, physical rehabilitation)

Experience:
- Minimum three years in project management or similar position in the humanitarian sector or in public/private services to vulnerable persons.
- Preferable - previous experience in HI or in another international NGO

Head of the "Health" Project - General responsibilities
Responsible to the Regional Manager, the Head of the "Health" Project implements the strategy of the NI organization in the field of health care in the area of operational activity . He/she is responsible for the implementation of his/her project aimed at meeting the specific needs (mental health and psychosocial support, functional and physical rehabilitation) of vulnerable populations. The project is primarily aimed at meeting the needs of internally displaced persons, but also at supporting host communities and local services to provide services to the population by meeting identified needs and promoting the idea of providing inclusive humanitarian aid. The main goal of this project is to maintain connections between hospitals and communities and ensure proper follow-up of patients who have much more limited access to medical services after discharge from the hospital.
The head of the "Health" Project manages the team , including Senior Project Specialist, Physical Rehabilitation Technicians, Physical Therapists, Psychologists and Psychosocial Workers Support The Health Project Manager ensures optimal use of the resources allocated to his/her project and coordinates the efforts of the Logistics, Finance and HR departments of the HI organization for timely and efficient delivery of assistance. The Health Project Manager should work closely with the Monitoring, Evaluation, Accounting and Learning (MEAL) department to ensure proper data collection and reporting on the activities being carried out. He/she regularly reports to the Regional Manager in coordination with other Managers and Technical Specialists involved in the implementation of the NI strategy (from Rehabilitation departments, PZPSP and departments working in other sectors, in accordance with the NI mandate and the evolution of needs).
- Management team:
1.1. Manages the work of members of the project team (including the Senior Specialist and employees who provide assistance in rehabilitation and PPSPSP):
- Defines individual goals, evaluates the quality of work of each employee, takes care of professional and career development of his team members, monitors the competence of work performance;
- Organizes and regularly conducts meetings with the team, organizes and facilitates clinical supervision meetings and discussions cases;
- Resolves conflict situations within the team with the support of the Regional Manager and the Human Resources Department, if necessary, contributing to the creation of a safe and healthy working environment in the team.
1.2. Manages the hiring process and selection of new employees for open positions.
1.3.Ensures clear compliance and respect for the internal NI policy by project team members.
2. Ensures the implementation of the project together with the relevant services according to general standards and procedures:
- plans weekly and monthly and develops an action plan;
- implements the project in accordance with proposals and the allocated budget;
- ensures a close connection between the components of Physical Rehabilitation and Mental Health and Psychosocial Support (PSPSP) in accordance with the integrated approach applied in the project;
- controls costs and ensures compliance with budget lines of activities carried out within the framework of the project;
- with the support of the Monitoring, Evaluation, Accounting and Training (MEAL) department and Technical Specialists, controls implementation of activities in accordance with internal technical and quality standards, ensuring accountability to beneficiaries and relevant stakeholders. If necessary, suggests ways to improve and improve activities to achieve goals and match the strategy;
- prepares and oversees the implementation of partnership agreements with existing and potential partners;
- ensures effective implementation and compliance with institutional policy (Sexual Exploitation and Abuse Prevention policy, interdisciplinary approach, which is mandatory, etc.) in the process of implementing its of the project;
- coordinates actions and cooperates with relevant internal services, especially the departments of Logistics, HR, Finance and technical resources;
- uses an evidence-based approach based on data collection and is able to justify decisions regarding this or that implementation;
- collaborates closely with other Project Managers, using synergies where possible.
2.2. Ensures effective management of project data:
- being the responsible person for the project database, ensures the correctness of data collection and use of tools during project implementation according to NI standards and in cooperation with the Monitoring, Evaluation department , Accounting and Training (MEAL);
- ensures the collection of data related to the project and their regular entry into the database and regulates access to sensitive information, ensuring that confidentiality;
- regularly conducts checks and makes necessary changes to the database regarding the activities carried out;
- guarantees proper archiving and access to information and documents.
2.3. Provides reporting on project activities:
- monitors the achievement of results and coverage of indicators within the framework of logic;
- is responsible for the use of appropriate reporting tools: monthly, current , final, cluster reports, standard reports of the Project Manager (PM Box) and any other necessary reports;
- regularly provides feedback on projects and progress, promptly informs about any problems, difficulties or delays in the implementation of projects, providing their options for solving the problems;
- in cooperation with the department dealing with Grants, on request, prepares quality reports for funding agencies, if necessary, and carries out control over compliance with the termstandards established by donors (grants, reporting, audit) in relation to projects.
2.4. Prepares and manages the project evaluation and its capitalization:
- under the guidance of the Regional Manager, carries out regular reviews of the project status;
- creates materials on project capitalization and training on previous experience , including taking into account errors, suggesting preventive measures and ways of improvement.
3. Area of technical competence: mental health, provision of psychosocial and rehabilitation support to beneficiaries and organization staff:
- Conducts assessments in hospitals and at community level to identify needs: conducts rapid assessments on community level to identify needs, determine priorities and the procedure for providing services (a comprehensive approach to providing services with rehabilitation).
- Provides support to Technical Specialists in determining the necessary technical tools and guidelines that meet NI technical standards, providing relevant data and ensuring their proper implementation.
- Contributes to the development of research and innovation projects in his/her field of industry when appropriate.
4. Impact and Communication:
- Contributes to the expansion of HI's external impact by participating in relevant coordination and networking activities.
- Exchanges information on of the project with partners, representatives of authorities and other interested parties, if necessary. Interacts with relevant stakeholders, such as clusters, Ministry of Health, representatives of local authorities, other NGOs, etc.
- Follows internal guidelines on proper communication and contributes to the formation of the organization's communication strategy in the country.
