Within WHE, the Health Emergency Information & Risk Assessment Program Area is responsible for providing timely and authoritative situation analysis, risk assessment and response monitoring available for all major health threats, events and emergencies. This includes detecting, verifying and assessing the risk of potential and ongoing health emergencies; establishing data collection mechanisms and monitoring ongoing health emergency operations; providing data management, analytics and reporting platform to produce and disseminate timely emergency health information products. The program includes integrating emergency health information with national health information system by creating a sustainable platform for evidence-based health system improvement.DESCRIPTION OF DUTIESAs part of WHO Health Emergencies Program (WHE) team in Ukraine, the incumbent will be responsible for coordination of health information and risk assessment, including public health situation analysis, health needs assessment, surveillance and laboratory diagnostics core capacities, systematic assessment of access to healthcare services and quality of care, effectiveness of health reform, etc., in order to inform strategic decision making at the country level. The incumbent will create a motivating environment for team members to innovate and produce quality results, solve challenges, provide strategic vision and guide with clear communication. He/she will perform the following summary of duties: Oversee the development and use of effective tools and processes to collect, analyze, aggregate and disseminate health data/information, including response specific information (what, where, who, how many, how quickly , current status), internal and external situation reports (SitReps), epidemic bulletins, rapid needs assessments, health risk assessments, and the Public Health Situation Analysis; and health inputs into humanitarian needs overviews (HNO), and strategic response plans (SRP). Coordinate assessment of surveillance and laboratory diagnostic capacity gapsand support public health institutions at national and regional levels to ensure sensitive system to detect and respond to outbreaks before spreading widely. This includes review of global guidelines, case definition, means of transmission, reporting forms, etc., and align with national regulations, training of local epidemiologist sand primary healthcare doctors, ensure national electronic surveillance system is robust enough to generate early warning alert for timely response.Coordinate cross sectional behavioral and cultural insight surveys to inform public health intervention and achieve better outcomes. Together with WHO country office team, ensure behavioral insights are part of health intervention planning and implementation.Lead field data collection efforts as necessary using different data collection techniques such as mobile data collection devices and applications. Design different survey methodology to assess household health needs assessment, coordinate health service availability monitoring surveys and other ad hoc studiesLead geospatial analysis on primary and secondary health data; create dynamic maps, infographics, and other cartographic products on a regular and ad-hoc basis; in response to programmatic needs. Standardize and clean geospatial datasets and associated attributes across incident management system specific datasets.Develop the tools for loading/transferring GIS data between different systems; design and maintain the structures necessary for GIS data storage. Manipulate presentation of geographical information by creating programs to convert GIS information from one format to another.Coordinate country office broader health information efforts in linking emergency and health system datasets including access to primary and specialized services, assessment of impact of health reform in access to quality servicers, developing emergency response and recovery program indicatorsUndertake inter-agency initiatives related to information management, seeking to improve information sharing between institutions, to strengthen access to information from other organizations and clusters, and to contribute to inter-sectoral dashboards and reports.Provide ongoing technical guidance and training, to team members and partners involved in the planning and health data/information management process; on public health risk assessment; surveillance and laboratory diagnostics, health data collection and analysis, quality assurance, performance monitoring, information dissemination and management.Perform any other related duties, as required by the functional supervisor.REQUIRED QUALIFICATIONSEducationEssential:Advanced university degree in public health, information or data management, computer sciences, statistics, complemented by training in databases development and/or management from an accredited/recognized institute.ExperienceEssential:At least seven years' relevant experience, combined at the national and international levels, in health information system, risk assessment and GIS, in the public health sector or health development sector, part of which in emergency management or humanitarian context. Experience in supporting field data collection in emergency or humanitarian context.Use of language skillsEssential: Expert knowledge of EnglishSkillsGood understanding of public health information system and surveillance, design assessment and survey protocols.Excellent health data analysis skills and experience working with datasets in multiple formalities including shapefile, geodatabase, CSV and XLS.Advanced ability to design, manage, analyze and coordinate complex information system projects, computer-based applications and databases, web- based tools. Strong presentation skills.Proven ability to translate requirements into working solutions.Demonstrated ability to analyze data and statistics.
