Health Coordinator / Health Manager in Premiere Urgence Internationale

is a non -profit, non -political and non -religious humanitarian non -governmental organization. The PUI began humanitarian activity in Ukraine in February 2015, aimed at restoring and providing access to primary health services for the local population and internally displaced persons affected by armed conflict and improving living conditions by meeting their basic needs.

General Task

Tasks and responsibilities

• representation/coordination: provides an external representation of the PUI in the health sector before partners, donors, national authorities, national authorities. He/she represents the PUI at meetings of a cluster on health care/coordination group of health care sector. Promotes proper exchange of information within the health care sector. 

• personnel management/trainings: provides technical support to project teams, including health care teams. Provides support for managers with proliferous multistakes in the selection of technical staff on health care. Working with the head of the mission and/or deputy head of the mission of programs and the technical adviser on health care headquarters, he/she identifies key strengths and weaknesses, opportunities and gaps in the work of the health department. He/she oversees the content of health care training and the quality of health care measures on the basis of certain needs.  

• logistics and administration: ensures the compliance with the teams under its/its management, logistics and administrative procedures. changes. 

• Security: contributes to compliance with the rules of safety in the mission and is shared by all information related to the safety, with its direct manager. If necessary, he/she participates in the choice of redirection options for providing medical care to foreigners working in the mission. 


1. Participate in the analysis of context and health care needs, defining health strategy and developing new intervalsIt is in the field of health care.

3. Provide external representation and sectoral coordination of the PUI for the health care sector.

Language Skills: Fluent in English, Ukrainian and Russia. FONT-STYLE: NORMAL "> Knowledge  &  skills:  Good  critical  and  analytical  thinking;   wide  and  broad understanding  of  context  of  Ukraine.  Ability   to  synthesise  a  wide  scope  of information.   Solid  organizational  skills,   excellent  communication  and interpersonal  skills.   Solid  programmatic,  financial,   and  organizational  planning   skill  is  highly   desirable.  Flexible  and  adaptable  with  regards  to  the implementation  of  the  daily  work.  Have  a  good  Stress  Resistance   coping mechanism.  

Computer  skills:  Confident  user  of  Microsoft  Office   (with  focus  on  Excel  and Word  and  Outlook).




GENERAL  OBJECTIVE

• Context analysis / Strategy / Development: S/he participates in the development of the operational strategy in Health and contributes to the design of new relevant Health interventions on the mission based on the identified Health needs in the country, and in line with PUI’s Health policy and intervention framework. In coordination with the Health team, s/he carries out epidemiological monitoring for the country and analyses strengths and weaknesses from a public health perspective. ? 
• Programmes quality: S/he provides technical support in his/her field of expertise to the programme teams, in particular to the Health Programme Managers, and ensures the quality and effectiveness of the mission's Health programmes. ? 
• Representation / Coordination: S/he ensures PUI's external representation for the Health sector to partners, donors, national authorities and local actors. S/he represents PUI in the Health Cluster / Health sector coordination group meetings. S/he contributes to the good information sharing within the Health sector. ? 
• Human Resources / Training: S/he provides technical support to the project teams and in particular to the Health teams. S/he provides support to the project managers for the recruitment of technical staff in Health. Working alongside the Head of Mission (HoM) and/or the Deputy HoM for Programs and the HQ Health Advisor, s/he identifies key strengths, weaknesses, opportunities and gaps within Health department. S/he supervises the content of Health training and the quality of Health activities on the basis of identified needs. ? 
• Logistics and Administration: S/he ensures the teams under his/her responsibility follow logistic and administrative procedures and keeps the logistic and administrative departments informed of any relevant developments. 
• Security: S/he contributes to the compliance with security ruleson the mission and shares all information related to security with his/her line manager and/or to the mission's security manager. S/he contributes when necessary to the choice of referral options for the health care of the mission's expatriates.
